<br />At a called meeting of the City Council, held on February 14, az 4:00 p.m., there were present:

<br />R. Irvine Smith~ Ct S. Atkinson, Jack P.~ Barnes, John L. Dillon, George-D. Eastes, L. L. Knight.
<br />W. T. Leery, A~ P. Johnson, Jr., City Manager, and'M~ A. Korb, Jr.., City Attorney.

<br />The meeting was opened with prayer by Mr. Smith..
<br />
<br />The following call for the meeting was read:

<br /> "You are requested to attend a called meeting of the City Council at 4:00 p.m., on Friday,
<br />February 14, 1964, ro consider Charter changes concerning.Civil Servi~e.'~

<br />64a30 -.The following resaluti~n wes read:
<br />
<br /> "WHEREAS, Sections 15-65.3 and 15-77~.74 Of the Code of Virginia, 1950, as amended, provide for
<br />amendment of city charters upon the holding of a public hearing ~nd request of the City Council to the General
<br />Assembly; and
<br /> WHEREAB~ .~he City Counci~ is of the opinion the{ ~n amendma~t to th6 Charter*of.the City of
<br />Portsmoutk is necessary and desirable-at this time, and,hns'he~d the~public hea~ing required by law.
<br /> NOW, THEREFORE,, ~BE IT RESOLVED by -the Council of ~%he City of Portsmouth, Virginia, that the City
<br />Attorney is hereby directed to prepare, and the City Manager to transmit to the General Assembly, together
<br />with certified copies of this re'solution, ,a draft ofa-bilt amending the;'h&reina~te~[.mentioned section of the
<br />Charter of the City of Portsmouth so that said amended section shall read aS follows: CHAPTER XII. SEC~ION' 5,- Appli~ants.
<br /> (a)'An applicant for an entrance examination under civil s~-~ic~,'mnst be a citizen of the
<br /> United States'of America and a voter of the state of Virginia, who can re.sd ~nd write the
<br /> 'English languege, and must have been a resident of said-st~e for at lea~t one year; provided,
<br /> however, the civil service commission may reduce such residence requirements with respect to
<br /> any examination to six mo~ths ~if in their opinion suc~t~C~d~ction is necessary to secure
<br /> sufficient qualified applicants. In the discretion of the civil service ~ommisslon, residence
<br /> requirements may be waived only for technical and professional positions for which qualified
<br /> applicants wSo are residents of the said city cannot be obtained.
<br /> (b) An applicant for a position of any kind under civil service must b& of an age suitable for
<br /> the position applied for, ~n ordinary good heal'h, of good moral character and of E~mrperate~and
<br /> industrious habits; these facts to be ascertained in such manner as the commission may deem
<br /> advisable.~
<br /> (c) Anything herein [o the con~rary~notwithstandiug, any person wh~ iS not a vo~er of Virginia
<br /> but is otherwise qualified shall be eligible f~r appointment hereu~da~provided he makes
<br /> application therefor within 90 day~ of the date of his discharge from ~h~ armed forceg of the
<br /> United States of America. and further pravided he received an Honorable ~i~charge. Any person
<br /> appqinted under the provisions of this subsection shall comply with all other provisions of
<br /> this chapter and shall become a qualified voter of the city of Portsmouth within twelve months
<br /> of the date of his appointment.~'

<br />Motion of Mr. Dillon that the matter be deferred for further study.

<br /> I~r. Barnes moved to amend the motion ro read "and that a committee be ~aDpointed by the Council
<br />~ with representatives f~om both departments, and in addition, disinterested citizens, to present a recommendation
<br /> in the ma~ter.
<br />
<br />The motiom, as amended, was unanimomsty ~dopted.
<br />
