May 12, 1964 <br /> <br />At a regular meeting of the City Council, held on May 12, 1964, ttrere were present: <br /> <br />R. Irvine Smith, C. ~. Atkinson, Jag,k P Barnes, John L. Dillon, L. L. Knight, A. P. Johnson, Jr., <br />City Manager, and M. A. Kerb, Jr.~ city Attorney. <br /> <br />The meeting was opened with prayer by Mr. Barnes. <br /> <br />The Chair recognized a representative of a Boy Scout Troop and severn.1 .students in attendance. <br />The following reports from the City Manager were read: <br /> <br /> 64-94 - "I submit the attached ordinance and recommend it be placed on first reading. <br /> This ordinance appropriates the city's share of $490,000.00 for the construction of Portsmouth <br />Boulevard, Route 337. <br /> These funds are a pert of the recen~ bond issue." <br /> <br /> On motion of Mr. Barnes, the following ordinance was approved on first reading, without <br />dissenting vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $490~00Q.00 FROM THE CAPITAL IMPROVEMENT FUND FOR <br />THE PURPOSE OF CONSTRUCTING PORTSMOUTH BOULEVARD~ ROUTE 337" <br /> <br /> 64-95 - "I submit the attached ordinance and recommend it be placed od first reading. <br /> This ordinance appropriates $175,000.00 for sewer line construction in connection with the <br />to Portsmouth Boulevard, these funds coming from the recent bond ' " <br /> Issue. <br /> <br /> On motion of Mr. Dillon, the~following ordinance was approved on first reading, without <br />dissenting vdte: <br /> <br />"AN ORDINANCE TO APPROPRIATE $175,000.00 FROM THE CAPITAL IMPROVEMENT FUND FOR <br />THE PURPOSE OF CONSTRUCTING SEWERS IN PORTSMOUTR BOULEVARD, ROUT~ 337" <br /> <br /> 64-96 - "I submit the a~tached ordinance and recommend it be placed on firs~ reeding. <br /> This ordinance appropriates $155,000.00 for water line construction in connection with the <br />improvements ~o ~orfsmouth Boulevard, these funds to come from the wster bond fund." <br /> <br /> On motion of Mr. Barnes, the following ordinance was approved on first reading, without <br />dissenting vote: <br /> <br />~N ORDINANCE TO APPROPRIATE $155,000.O0 FROM THE WATER BOND FUND FOR THE <br />PHEPOSE OF CONST~.UCTING A WATER LINE IN PORTSMOUTH BOULEVARD, ROUTE 337" <br /> <br /> 64-97 -~"I submit the attached ordinance and recommend it be placed on first reading. <br /> This ordinance appropriates $3,500.00 for improvements to the courtroom in the Courthouse at <br />High and Court S~reets. <br /> These improvements are necessary 50 provide for the-additional judge. This covers the purchase <br />of public address equipment, air conditioning equipment, lighting fixtures and painting and repairing the <br />walls an~ woodwork, the work to be performed by city employees." <br /> <br /> On motion of Mr. Knight, the following ordinance was approved on firs~ reading, without <br />disse~ti~g yore: <br /> <br /> "A~ ORDINANCE TO APPROPRIATE $3,500.00 FROM THE GENERAL FUND FOR THE PURPOSE <br /> OF REMODELING AN ADDITIONAL COURTROOM FOR THE COURT OF HUSTINGS" <br /> <br /> 64-98 - "I s~hmit-the 'attsched ordinance and recommend it be placed on first reading. <br /> This ordinance closes a portion of Baughs Road ~equested by th~.Virginia E'lectric and Po~er <br />Company in order that they can install a tower for a trnnsmissie~ line. <br /> Also attached hereto is s repor~ of the ~lewers recommending the closure of this shreet." <br /> <br /> "The undersigned viewers appointed by the Council of the City of Portsmouth, pursuan~ ~o a <br />resolution adopted ar its meeting on April 28, 1964, did, on the 6th day of May, 1964~ convene in the area <br />set forth in tbs resolution and examine the premises and the street proposed to be closed. <br /> ~t is the opinion of the viewers that no inconvenience will be caused ~o the public in the <br />discontinuance ~nd vacation in the street as set forth in the resolution, namely that. portion of Baughs Road <br />from a point 10~ feet west of the Norfolk and Por{sm~uth Belt L~ne Bridge wes5 abutment to s point 1429 ~. <br />feet west of said abutment, subjecE.~o a City of portsmouth water main. It appearing from mn examination that <br />the said Baughs Road or Street has never been cut through and t~at no inconvenience whatsoever will result <br />by its closing; <br /> Your viewers therefore recommend lhat the said Baughs Road or Street be closed as set forth in <br />the resolution concurred i~ b~the City Coun6il. <br /> <br /> L.
