June 9, 1964 <br /> <br />NE~BUSINESS <br /> <br />64-135 - The following commnnication~from t~e Pl~n~ing Direcbor was read4 <br /> <br /> '~t its regular monthly meeting on June 2, 1964, the City Planning Commission resolve~ to <br />recommend reclassification from industrial to residential land- covered by' rezo~ing~ petition Z 64-15 submitted <br />by realtor A1 Cross on behalf of a number of property owners for property described as follows: <br /> Beginning approximately 650' ea~. of~the~southeas~ ocr.net of Victory and D~ep Creek Boulevards; <br />thence south 404.83'; thence west 243.32'; thence north 50'; thence east 360.03' to Deep Creek Boulevard; thence <br />south 313.99' along Deep CreekBoulsvard; thence wes~ 321.'; thence south I61.5';_ thence- west ~1'; thence south <br />186.50'; thence west approximately 620' to the northern right-of-way line of .the 'Virginian Railway; thence <br />eas~ along said right-of~way ~ine approximately 40'; thence northeast approximately 480'; thence west 442.25'; <br />thence north 629.60' t~ vicetory Boulevard; thence~west~ ~l~ng Vietory Boulevard 50' ~-the point of orzgin. <br /> Th~ Ptanning Commission als~ resolved to hear a~ its July 7 meeting a motion that remazning <br />Industrial M-1 property along the eas~ side or,Deep Creek Boulevard, south of the rezoning :~etition property be <br />reclassified ~from Industrial M-1 to Residential R-75. <br /> Moreover, the Planning Commission resolved to recommend only Residential R-75 and not the <br />Residential R-60-A requested by the applicants~ On several occaszons, this question of high density Residential <br />R-60 in outlying suburban portions o~-the municipality has-been raised. <br /> 'The ~lmnning Commission Teels, es a mette~ of municipal policy, that Residential Rr~0 should be <br />donfined largely to central portions of the old~r cemmunLb~. Barnes, the City Clerk was authorized re advertise ~or public hearing at <br />regular meeting of City Council on July i4, 1964. <br /> <br />64-136 - The ~ollowing DommunicatTon'from the Flanning Director was read? <br /> <br /> "Ab its regular monthly meeting on June 2, 1964, the City Plan~ing CommDssion resolved to <br />recommend approval of a group housing projacz application of H ~ M Holding Corporation involving the following <br />property: <br /> Beginning at the intersection of Chestnut Street and Randolph Street)~thence ~est along <br />center right-of-way line of Randolph Street ~pproximate~y 350~ to the rear property line of properties fronting <br />Laurel Avenue, thence south approximately 385' to a point, thence east approximately 350' Eo Chestnut Street, <br />thence north ~pproximately 380' t o the point of origin. <br /> The City Clerk has advertised a public hearing on rezoni~4 petition Z 63-29 for Tuesday evening, <br />June 9, 1~64. The Planning Commission has recor~nended approval of this rezoning which would reclassify the <br />propertyJ~rom Industrial ~-l to Residential R-60. Dillon to concur in the reconm]endation of the Planning Commission was adopted, <br />without dissenting vote. -~ <br /> <br /> 64-137 - Th~, ~olIowing communication from the Planning Director was ~ead: <br /> <br /> "At its regular monthly meeting on June 2, 19~'~, the Cit~ Planmi~g Com~zssion resolved to <br />recommend disapproval of the following rezoning petition because no, reason for recommend!$E~,app~oval could be <br />developed, and the request %s simply one for spot zoning. <br /> Z-64-12 P~t~tion of S. J. Pilzer to rezone property described as fmllow~:: Beginning at the <br />nort~wes~ corner of Douglas Avenue and Columbia Street; thence north along the west right-of-way line of Douglas <br />Avenue approximately 142'; thence west approximately 90'; thence south app~qxi~ately .38'; thence ~est <br />approximately 50'; thence aorth approximately 5'; thence west approkimately 5'; thence soutk.approximately I10' <br />to t~e north right-of-way line of Columbia Street; thence east along said line ~P~r~m~te~y 150' to the point <br />of origin; also known as Parcel 71-199; from-~esidential R-75 to Residential R-60." <br /> <br /> In this connection, the following letter from S. J. Pitzer was read: <br /> <br />"In regards ~o my petition Z 64-12 to rezone s parcel of la.nd, that came ~p n~ yesterday's <br />meeting, I respectfully request, that final disposition of this matter be held up and'deferred for about 3 months.. <br /> This will allow me time to present other plans to the C~mmission that may be looked upon <br />~bl~.. This will also not mnkeme~ile anothero~applicatio~ a~the addi~iona~ Cost 'of $3~;-~0. <br /> I have discussed this with the chairman, Mr. Goode, and am following his suggestion," <br /> <br /> Motion of Mr. ~illon that the matter be referred back to th~ P}~nning Commission was adopted, <br />with one dissenting vote - ~r. Smith. <br /> <br /> 64-138 - Motion of Mr. Leery that the matter pertaining to the awarding of bids be referred to a <br />conference of the Council, was a~opted, without dissenting <br /> <br /> 64-139 - Mr. Knight presented a book entitled "Sketch Book o~ Portsmouth,. Virginia, Its People <br />and Its Trade" which is a gift from Mrs. Fred Duke, Sr. <br /> <br /> Motion of Mr. Barnes that the City Clerk acknowledge the gift, with thanks, and that the book <br />be presented to ~he Portsmouth Library wa~u~animously adopted. . <br /> <br />Approved - <br /> <br /> President <br /> <br /> <br />
