<br /> It will appear from the Abstract that Jack P. Barnes, Lester L. Knight, H. Irvine Smith, and
<br />Wilbur T. Leary received ~he highest number of vo~es cast in the said electieh and gre, therefore, elected ~o the
<br />City Council for the City of Portsmouth.
