Rosecrans of 3] Byers Avenue was read: <br /> <br /> "I wish to bring to your sttention:the-incre~si~g dfsconsent~'among the~residen~ west o~ Alexander's <br />Corner who use Portsmouth Bdutevard <br /> Speaking for myself, I think we of the west end are entitled to know the reason for the dawdtii~.~g <br />by the people who have the con~rsc~s on this stretch of street. Were they swarded the contract with no limit of <br />time in which to execute it? ' ' <br /> This operation reminds me of a chicken when it eats. It pecks here a while then it goes over <br />comewhere else and pecks. This actually describes how the work is carried on by them. They work a day in one <br />place then you don'~ see them agsin for some time. Do these consrac~ors work on Portsmouth Boulevard only when <br />they don't have s job elsewhere? J. Savage, 4614 South S~reet was read: <br /> <br /> "I secured a building permit on March 25, 1964 to alt~r my house. The fee for this permit was <br />sixtee~ dollars ($16.00) ~nd was.#8542 B. ~' '- .... <br /> ~efore I could undertake construction, I was retired from the Shipyard. 'Because of my retirement, <br />I do not feel justified in making the contemplated alterations to my house. <br /> Therefore, ~I'Mequest's refund for permi~ #8542~B.'' <br /> <br /> Motion of Mr. Knight,to approve the request for-s refund~of~'$16.00 ~o Mr. Savage, was a~opted <br />without dissenting vo~e. <br /> <br /> 64-219 - The following letter from C. S. Atkinson was read: <br /> <br /> "I wish to submit my resignation from the City Council of Portsmouth, ~irginia, effective Augus~ <br />26th, 1964. It is with mixed emotions and s deep feeling of regre~ that I tender this resignstien. I shall <br />:always-have a warn spot in'my heart for the progress of th~ity' and for t~e many friends who have assisted in <br />my endeavors to make our city a better place to live, work, and play." <br /> <br /> Motion of Mr. Knigh~ to accept the resignation with regre~ <br />Mr. Atkinson their ths:nks for his ~onS~i%~i~u~ S~'vSl~ed~ servlb~s~to %He Ci~cy, a~ 'a member~ of Cour~il, was <br />adopted. <br /> <br /> Motion of Mr. Eastes ~o refer the matter of the election of a successor re Mrt Atkinson to a <br />conference, was adopted. <br /> <br /> Motion of Mr. Knight that the City A~toruey be requested to presen~ a resolution regarding the <br />servzces of Mr. Atkinson on the Council, was adopted. <br /> <br />64-220:- The follow~ng le~'from Mayor Smith, was read: <br /> <br /> "The attached is s-'eopy, of my l~tt~er ~of:'re's~gna'tion to 'the'~S'ou~he~s~ern R%g~fonal Planning Commission <br /> The resignation was accepted s~ the Commission's meeting in Suffolk, 'Vir~flii~, ~n Thursday, <br />August 13, 1964. An early appointment of a replacement would-facilitate the function of the Commission." <br /> <br /> "As I indicated at the last meeting of the Commission~ I think the time has now come that I can <br />now leave the commissio~ without any ~ue~tion as to who i-e eligible~ to' serve on lts' r~emh~rsKip. <br /> Servi~ng on Southeastern Virginf~ Regionsl' ~Planning~Commissio'~i has been ~no~t interesting and I <br />regret other duties now command so much time that I feel that I can no~ spend the time'hece~Zary to properly <br />support its most importan~ functioning. <br /> I have enjoyed se~ing ~With the staff and the: members of th.e Commission' and wish all the best of <br />luck and success in building Southeastern Virginia for the future. <br /> Be assured 5hat the ~Cit,y ~Coun~i~ 'of Portsmouth witl appoint someonw either 'from its membership or <br />from the citizenry that will work in harmony with purpose of area wide planning. <br /> Please sccept my resignation, Eo become effective at your nex~ meeting on July 30~ 1964." <br /> <br /> Motion of Mr. Knight that the resignation be accepted with regres, that Mayor Smith be thanked for <br />his services ~)n~the Commiss~or~, and t-~at~ the matter of ~ -replacement-be referred to ~ ~o~ference of Council, wa~ <br />adopted, without di's~enti~g yore. <br /> <br /> 6A-~21-- Motion Of Mr. Barnes thsf the City'Attorney prepare ~h sppropriat6 ~esolution on the <br />untimely passzng o~ Edwin C.
