<br />At a regular meeting of the City Council, held on August_25t~,~: . ~.~. ~.1964 there were present:

<br />R. Irvine Smith, C. S. Atkinson, Jack P. Barnes, John L. Dillon, George D. Eastes, L. L. Knight,
<br />W. T. Leary, A. P. Johnson, Jr., City Manager and M. A. Kerb, Jr., City Attorney.
<br />
<br />The meeting was opened with prayer ~y Mr. Eastes.
<br />
<br />Minutes of the regular meeting of August llth, 1964, were read and approved.
<br />
<br /> The following reports from the City Manager were read:
<br />
<br /> 64-2~0 - "I submit the attached ordinance and recommend that ~t ~e placed on 'first reading. This
<br />restricts the installation of billboards along Interstate 264.
<br /> This parallels the State Code to give ~the City the same authority along Interstate Highways within
<br />the City limits as the State has outside the City limits. The State law does not give the Highway Department any
<br />jurisdiction within cities regarding the installation of billboards.
<br /> The proposed ordinance would prohibit the installation of billboards for advertising purposes within
<br />660 feet of the right-of-way line of the Interstate. This does not prohibit the installation of official
<br />directional signs nor signs in the specific interes~ of the'traveling public."
<br />
<br />Motion of Mr. Knight to suspend the rules to hear from interested persons, was adopted.
<br />
<br />William Roach, with the Nationai Advertising Company, spoke against the proposed ordinance.
<br />
<br />Mrs. R. G. Ormsby, President, Area Garden Clubs, spoke for the ordinance.
<br />
<br />On motion of Mr. Barnes the following ordinance was approved on first reading, without dissenting

<br />vote:

<br />"AN ORDINANCE TO A~END THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1961, BY ADDING THERTO FOUR
<br />NEW SECTIONS NUMBERED 31-47, 31-48, 31-49, and 31-50, PERTAINING TO DEFINITIONS, PERMITTED SIGNS,
<br />RESTRICTIONS ON CLASS 3 SIGNS, AND RESTRICTIONS GENERALLY, RESPECTIVELY"
<br />
<br /> 64-211 - "I submit the attached ordinance and recommend that it be placed on first reading. This
<br />prescribes the procedure for the Police Department in furnishing accident reports to interested parties invol~e~.
<br /> This prescribes w. hat-information the.Police Depar~men~ will furnish and provides.a ~fee Of $1,00
<br />when a copy of the accident report form is requested. It al~o.p~escribes what.information the. Polic~e Dep~rtment
<br />will furnish at no charge when a copy of the report is not required. -~' ~
<br /> This..proce~ure-parallels the present method used by the Division of Motor Vehicles."

<br /> 64-212 - "I submit the attached resolution and recommend its adoption. This resolution authorizes
<br />the appointment 6f viewers for the closing of a small portion (120 ~eet) of Argyle Street.
<br /> It is p~oposed.~ha~.this port$on ~e close~ as.it.is~of no value as.a street.due.to the angle of
<br />approaqh to Portsmouth Boulevard .......
<br /> When the street is closed, it can be fenced and made a portion of the Brighton School Playground.
<br />This has been approved by the Plannimg Commission.
<br />
<br /> On motion of Mr. Knight, the following resolution was unanimously adopted:
<br />
<br /> WHEREAS, the application of the City of Portsmouth to vacate, close and discontinue that portion of
<br /> Argyle Street lying.between a point four.hundred and,ten feet ~wes~ of its intersection with Peach
<br /> Street and its western terminus, has been referred to the Planning and Zoning Commission for
<br /> · nvestigstion and repe~g, and said~Commission has,recommended ~he-cLos~n~ of the sai~ portion of
<br /> Argyle Street and it appearing that notice of the application and request for the appointment of
<br /> vlewers was duly posted on the bulletin board Of the Municipal Building, on the bulletin board of
<br /> the Court.of Hustings for.the City ef Portsmouth, -~and on~a telephone pole in,the vicinity or.the
<br /> street to be closed at least gen days prior To this meeting:

<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City Of Portsmouth, Virginia, that:

<br /> The alley runs between the property of Dale E. and Grace O. Whellbmrger, 2300 Greenwood Drive, and
<br />Thomas G and I~z A. DaveRpoyt,_.aL~0 ~reenwood Drive. These are the parties requesting the closing, and it has
