The Planning Commission resolved
unanimously to recommend approval of this application which merely extends the Commercial C-g depth Thirty (30)
feet to make possible business expansion deemed desirable.
Z-64-26 Petition of Walter W. Philbrick, 109 Mayflower Road, to rezone property described as
follows: Begin~,the southeast corner of Portsmouth Boulevard and City Park Avenue; thence south approximatelg
190'~ thence east approximately 59'; thence north approximately 190' to Portsmouth Boulevard; thence west approx-
imately 50' to the point of origin; from Residential R-75 to Commercial C-2. The Planning Commission resolved
unanimously to recommend rezoning of this land, but only to Commercial C-I; provided the owner is willing (to the
satisfaction of the City Attorney) to establish a building setback line fifteen (15) feet from City Park Avenue.
Thus, the Commission continues to adhere to a policy of rather strict land use control along the stretch of
Portsmouth Boulevard now under construction.
Members of City Council will recall that on March 15, 1963, the full Commission toured this route
and thereafter (April 2, 1963) made a complete public report of long-range zoning recommendations. The
intersection of Portsmouth Boulevard and City Park A~enue was noted as one of.four sites for possible commercial-
expansion--this opposed to strip business zoning of the modernized boulevard. ~In viewing this application in
the field, City Council is urged to inspect City Park Avenue ~etween Portsmouth Boulevard and Cherokee Road.)
This Commission believes the applicant is in accord with this recommendation; and further, that his new office
building will represent an asse~ and not a detriment ~o western Portsmouth.
Z-64-27 - Petition of the City Planning Commission by the Planning Director Eo rezone proper~y
described as follows: Those lots fronting slong the west side of Deep Creek Boulevard from the Portsmouth City
Corporate limits (Norfolk and Western Railroad) ~o Smithfield Drive; from Industrial M-1 Eo Residential R-75.
In keeping with recent industrisl ~o residential actions in this area, tke Commission unanimously resolved to
recommend approval of this application."

64-237 - Motion of Mr. Dillon that the ma~er of the use of school buildings as shelters mn case of
hurricanes be referred to the City Manager was adopted, without dissenting vote.

64-238 u Motion of Mr. Barnes that a letter of commendation be sen~ ~o the Council of Garden Clubs
for the splendid work they have don~%~i~a~%~ctfo~u~tth.~iendship Gardens in City Park, wss adopted, without
dissenting vo~e. ~ ,~ ~?-

On motion sdjoursed.

Approved

President

City Clerk
