September 29, 1964 Motion of Mr. Barnes that the Council go on record as commending the efforts of the Democracy Committee and any other organizations working 5oward increasing the number of registrations, and that the City Attorney prepare an nppropriate resolution regarding same, was adopted without dissenting vose. 64-255 - On motion the privilege of the floor was granted Theodore Myrick, Jr., representing the Harrison Ward Civic League. Mr. Myrick presented the following petition, which, on motioA of Mr. Eastes was referred 5o the City Manager for investigation and report: "WE~HE UNDERSIGNED, citizens and 5axpayers of the City of Portsmouth, living in the Highland-Biltmore and Truxsun area, separated by Paradise Creek, are reqc~esting the City for better drainage in regards to floodings caused by heavy rains and high tides. Reasons these conditions exist: 1. ~msll drain tilings placed in Paradise Creek, on the eorth side of High's Ice Cream ssore, thus closing a section of the creek for as ensrance to the s~ore. 2. Titlings placed in the creek on Elliott Avenue extended are incapable of releasing grea5 amounss of waser thus contributing~KQ ~ke floodings. These conditions did .no~ exist before the installation of these tilings. Results of the drainage: 1. Floodings m.ake it unsanitary, bM overflo.wing of sewage li~es, scattering ~'asse~ materials over lawns, small reptiles and other waser animals floating in the-are~, flooding inside homes on Pennock Btree~ and a5 times s stench that is almost-unbearable. 2. A rspid depreciation of propersy, and an eyesore to the neighborhood and the City. We feel 5hat our City officials are unaware of these conditions because in the past we hame called for minor maintenance and services and a quick response Was .always made. ~e will be grateful 5o you for response and consideration of these conditions."
