Barnes referred to a conference of Council. <br /> 64-539 - ~ne following communication from M. B. Brown, 23 Maurice Avenue, was read: <br /> "I wish to enter a complaint with Council regarding the neglected eondition of building and lot <br />located at corner of Vick Street and Beaten Drive in Simonsdale (5100 Block). <br /> It is apparent there is no -~aintenance on either lot or outer surfaces of building. Weeds and <br />ruEbish completely surrounds building. <br /> Except for this eyesore, the neighborhood is neat and tidy. ?his blighted property is directly <br />across the street from the Simonsdale Presbyterian Church which is a large and very attractive Church. <br /> I~trust you will place this request in proper channel that this spot will be tidied up and kept in <br />respectable condition in the future." <br /> Motion of Mr. Barnes that the City Manager write ~. Brown informing him of the action which has <br />been taken regarding the condition was adopted without dissenting vote. <br /> 64-340 - The following c0~unication from ~lo~as ~. Kent, of 95 Wyoming Avemle was read: <br /> "I know y~u are considering the sales tax for the city of Portsmouth. I do not approve it. This <br /> tax will not bother the well-off~ the tourist, nor the average m~ but will inflict sheer agony on the retired, <br /> widowed, jobless, and the poor. ~<!tBxcalone is enough in itself to cause wholesale failure in small business as <br /> illustrated in Norfolk. <br /> Although the imposed tax will not bother ~e financially (but it displeases me greatly) I shall <br /> express my displeasure when I cast my vote on the coming election days." <br /> Motion of Mr. Knight to r~ceive as information was adopted without dissenting vote. <br /> 64-341 - The following communication from the Chamber of Commerce a~d the. Por.tsmouth Retail <br /> Merchants Association was read and referred to a conference of the Council: ~ <br /> <br /> "By unanimous, action, the Board of Directors, of the Portsmouth Chamber of Commerce, passed the <br /> fotiowing resolution: <br /> 'The Board Of Directors, of the Portsmouth Chamber Of Commerce vigorously protests the elimination <br /> of the Senate seat for Portsmouth and expresses itself as being strenuously in favor of all practical action which <br /> will re-establish,.for the City of Portsmouth, A separate Senatorship.' <br /> It is our understanding that any formal action must be taken by January 15, t965~ Based on the ~im <br /> element, it is hoped that you will give this matter your immediate attention." Boyee~ President, <br /> Caamber of Commerce.) <br /> <br /> "On December lath the Board of Directors of the Retail Merchants Association passed the following <br /> resolution. <br /> "The Board of Directors of the Portsmouth Retail Merchants Association ~igorousty protest the <br /> elimination of Senate seat for Portsmouth and expresses itself aS being stronously in favor of all.practical action <br /> which will re-establish for the City of Portsmouth a separate Se~atorship." <br /> The Board of Direetor~ will appreciate your passing this resolution on to the Portsmouth City Counc: <br /> (Signed - L. F. Reed, President, Retail Merchants Asgociation) <br /> <br /> 64-342 - The following resolution ~as read and unanimously adopted: <br /> <br /> I%~EP~S, Mr. J. He~Dert Simpson, the Civil Defense Coordinator for the City of Portsmouth, has <br /> just completed his term of office aa President of the United States Civil Defense Council; and <br /> ~%~EREAS, while occupying that high office, the said J. Herbert: Simpson did travel nearly one <br /> hundred thousand miles in the interest of f~rthering the civil defense capabilities of the entire.nation; and <br /> WHEREAS, the holding of that high office in the civil defense organization of our country has <br /> brought fame and honor throughout the land to th~ City of Portsmouth, Virginia. <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that Mr. J. <br /> Herbert Simpson be hereby commended on behalf of'the citizens of this city for the honor that he has received and for <br /> the work he has done in connection with the advancement of civil defense. <br /> BE IT FURTHER RESOLVED that a copy of this resolution be spread upon the minutes of this council an <br /> that a copy be presented to the said J.
