January 26, 1965 <br /> <br /> to achieve established objectives. , <br /> This document represents a specific plan for creation of Crawford Crescent without which center <br /> city rebuildxng will not ~o~e ~orward. A remaining need is to develop construction plans for Crawford Boulevard <br /> from Washington Street to Crawford Street and to devise means for its financing, ,This document contains specific <br /> proposals for additional parking in the old business district. Implementation of these plans will require creation <br />iof a city parking authority which with patience and our support can convert plans into reality. This document contains <br /> specific plans for rebuilding High Street as a parking-pedestrian plaza between Effingham Street and Crawford Street. <br /> Upon approval of this ~lan, the Housing and Home Finance Agency through its Communities Facilities Administration <br /> wi.il advance funds for* completion of construction plans. Implementation will then require allocation of funds to <br /> i undertake construction. In addition, to such ~ublic actions suggested in this document, it will serve as a broad <br /> ~framework for the many private interests represented in this area of:four community. Together, private citizens and <br /> ;organizations and public agencies can move forward toward implementation of Colonel Crawford Common for the ultimate <br /> · benefit of all citizens of metropolitan Portsmouth." <br /> <br />Motion of Mr. Knight to refer the communication to a conference of the Council was adopted withoutI <br /> <br />dissenting vote. <br /> <br /> 65-25 - Motion of Mr. Knight to go into the election of members of the Co~t Guard .Lightship <br />Museum Board was adopted. <br /> <br />Knight nominated the following effective February 1, 1965: <br /> <br />Capt.
