Hooker to be reappointed for a five year term ending May 31, 2003. <br />James M. Matthews to be reappointed for a five year term ending May 31, 2003. <br /> <br />98-108 Items Submitted by Council Members <br /> <br />Mr. Benn spoke on the Mayors Military Affairs Committee and event coming <br />up onMay 11, 1998. <br /> <br />Mr. Martin submitted the following resolution authorizing the CitY Manager <br />to lease theHarbor Court Parking Garage. <br /> <br /> Motion by Mr. Martin, and seconded by Mr. Robinett, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br /> "RESOLUTION AUTHORIZING THE LEASE OF HARBOR COURT PARKING <br />GARAGE TO THE PORTSMOUTH PARKING AUTHORITY. <br /> <br /> WHEREAS the City owns a parking garage known as the Harbor Court <br />Garage (the "Parking Garage"), located generally adjacent to the north of an inlet <br />known variously as the Portside Inlet, the North Harbor, and Crawford Harbor; and <br /> <br /> WHEREAS the Portsmouth Parking Authority (the "Parking Authority") was <br />created as a political subdivision of the Commonwealth of Virginia by '1964 Acts of <br />the General Assembly, Chapter 351, for the purpose of providing and operating <br />parking facilities in the City of Portsmouth; and <br /> <br /> WHEREAS the Parking Garage is presently leased to the Portsmouth <br />Redevelopment and Housing Authority (the "Housing Authority") pursuant to a <br />1980 lease, and that lease is about to be terminated due to a refinancing; and <br /> <br /> WHEREAS it is in the public interest that the Parking Garage be operated <br />by the Parking Authority; <br /> <br /> WHEREAS the Housing Authority is fully agreeable to having the Parking <br />Garage operated by -the Parking Authority; and <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of <br />Portsmouth, Virginia, that <br /> <br /> The City Manager is authorized and directed to execute and deliver to the <br />Parking Authority a thirty-year lease of the Parking Garage generally consistent <br />with the terms of the attached Lease. <br /> <br />HARBOR COURT PARKING GARAGE LEASE <br /> <br /> THIS LEASE, made this' day of April, 1998, by and between THE CITY <br />OF PORTSMOUTH, VIRGINIA, a political subdivision of the Commonwealth of <br />Virginia (the "City") and THE PORTSMOUTH PARKING AUTHORITY, a political <br />subdivision of the Commonwealth of Virginia created by 1964 Acts of the General <br />Assembly, Ch. 351 (the "Parking Authority"), provides as follows: <br />RECITALS <br /> <br /> WHEREAS the City owns a parking garage generally known as the Harbor <br />Court Parking Garage (the "Parking Garage"), being described as all that certain <br />lot, piece or parcel of land, with the buildings and improvements thereon situate, <br />lying and being designated as Parcel A, as shown on a certain survey entitled <br />"Plat Showing a Portion of Crawford Harbor Project, Portsmouth, Virginia, for <br />Portsmouth Redevelopment and Housing Authority," dated May 21, 1980. made by <br />Robert T. Addison & Associates, Ltd., Surveying-Engineering, Portsmouth, <br />Virginia, and duly recorded in the. Clerk's Office of the Circuit Court of the City of <br />Portsmouth in Map Book 11, page 49; and <br /> <br /> <br />
