18 <br /> <br />May 25, 1965 <br /> <br />Commercial C-2 and felt th~?~this property, situate on the corner of two major streets, could be classified <br />Commercial Ca2 without disrupting %he~ general land use plan for this section of Portsmouth. However, in resolving <br />to recommend approval, the Planning Commission calls to the attention of the City Council the need for and future <br />possibility of Iinking Hlmhurst Land to Elm Lane, thereafter to Airline Boulevard and extending this major ai-tery <br />to Greenwood Drive and an interchange with Interstate 264. It seems entirely possible that a street right-of-way <br />to accomplish this purpose would have to pass through the property under consideration for a change of zoning. <br />The Planning Commission urges tSe City Council to study development trends in this part of the municipality and in <br />rendering its deeision, to give careful consideration to land use; zoning and the future pattern of arterial <br />Streets. <br /> <br /> Z-65-14 - Petition of Dorsey A. Lewter to rezone a parcel fronting 60 feet on the west <br />side of Deep Creek Bouleva~oximately 170 feet north of Smithfield ~oad; from Industrial M-1 to Residential <br />R-75. The Planning Commission voted to recommend ~approval. In the 1961 zoning plan, this entire section of <br />Portsmouth was ~oned Industrial M-1. A series of rezoning decisions during the last four years has now resulted <br />in placing this area inca residential classification. As part of this trend, the ~pplicant seeks to extend the <br />residential line to include one additional lot." <br /> <br /> On motion of Mr. Hastes, the City Clerk was authorized to advertise the applications for <br />heari.ng on June 22~ 1965f <br /> <br /> 65-145 - Report of the Auditor of Public Accounts, Commonwealth of Virginia, on the audit <br />of the Juvenile and Domestic Relations Court for the fiscal year ended June $0, 1964, was presented and on motion of <br />~r. Knight, received as information. <br /> <br /> 65-146 - Motion of Mr. Knight that the Planning Director, Chairman of the Planning <br />Commission, and City Manager be commended for fine manner in which they entertained the Virginia Citizens <br />Planning Association Conference was unanimously adopted. <br /> <br /> Q 65-t4~ - ~otion of ~r. Hastes to recognize Mr. L. L. Knight with a resolution of respect <br />who has just been chosen as "First Citizen" of Portsmouth, was adopted.' ~r.
