22¸ <br /> <br />Sentembe? 7th. 1965 <br /> <br />Vote being taken, the amended motion was unanimously adopted. <br /> <br />65-259 - The following communication from ~rs. William H. Taylor, Jr., S02 Leonard <br /> <br /> "Never before have I taken it upon myself to write or protest ~o the City <br />Council about any of the ways theyschoose to rum this Progressive city. However, I feel at this time <br />that now you have Zone too far. I do hereby protest the 75° assessment set on property values in this <br />city. I fee1 that this is unjustifiable and is totallyiunfair to the property o~mer who is being increasingly <br />gouged for more money, This tax creates a hardshi~ on families of set incomes and retired people. IZfeel <br />we should have the right to vote For or Against any sue~ increases in taxes, instead of just being notified <br />by mail that such an increase is already in effect. <br /> I live in the area last annexed by the City of Portsmouth. When buying <br />our home we set our payments at what we could afford to ipay. With the tax increases that you have foisted <br />upon us it is getting almost impossible for us to, maintain our home of which we were so proud. Small <br />wonder people are trying their best to move out of PortSmouth instead of into it. Is Portsmouth going to <br />break the back of the property owner by adding the proberbia] tax straw? <br /> <br /> I hope you will reconsider this increase before I, like many others, will be <br />forced to sell our homes and move elsewhere." <br /> <br /> Motion of Mr. Johnson that the letter be received as correspondence and that the <br />City Manager write a letter to Mrs. Taylor explaining t~e tax situation thoroughly was adopted, without <br />dissenting vote. <br /> <br />and others. <br /> <br />65-240 - On motion of Mr. Knight, the rules were suspended to hear James Overton <br /> <br />numerous others: <br /> <br />Mr. Overton presented the following petition signed by Mrs. Naomi,}{. E. Dixon and <br /> <br /> "WHEREAS, the Mount Hermon ~ection of our city is without an adequate <br />Recreational area, and whereas other sections of the city have been provided with lighted Recreational areas <br />as well as buildings and whereas The Palladium is now available and would serve to furnish the Mount <br />Herman area with a Recreation facility, including a swimming pool and whereas this type of facility could <br />be used by all of the citizens Of our city. <br /> The following citizens whos~ names are listed below, hereby petition the City <br />Council of the city of Portsmouth, Virginia to purchase ~he Palladium located in the 700 block of <br />Mount Vernon Avenue, Portsmouth, Virginia to be used as a Recreational Center for the citizens of Portsmotth:" <br /> <br /> C. E, Ellis, representing the Council on Human Relations, spoke, presenting the <br />following: <br /> "The Portsmouth Area Council of Human Relations, an affilaite of the Virginia <br />Council of Human Relations, endorese by investigation, the plea placed before this body pertaining to <br />the possibilities of purchasing t~e old Palladium recreation area for the benefit of all citizens of <br />this city. <br /> It is felt that the recreational facilities of a city of this magnitude are not <br />sufficient to give each of its citizens and equal opportunity to enjoy healthful and wholesome relaxation <br />d~ring the year, specifically through the hot sun,met months when swimming accomodations are limited within <br />the city for ~very member-citizen. <br /> This council realizes, through discussion, the cost of such an undertaking <br />in dollars and cents and by the same token also realizes the cost in human relations if an extremely <br />honest effort is not put forth in weighing the situation and considering the availability of a ready-made <br />structure which will not only accoF~odate the citizens of the Washington Ward area but would be available <br />for city-wide participation. <br /> Thank you for permitting us the time for this endorsement and our plea remains <br />that due and honest consideration be extended.~ <br /> <br />Paul Wilson, also representing Council of Human Relations, spoke. <br /> <br /> Motion of Mr. Barnes that the petitions presented be referred to the Portsmouth <br />Recreation Advisory Board, for their study and report back to the Council~ was adopted, without dissenting <br />vote. <br /> <br /> Motion of Mr. Barnes that the City make an explanation through the press, was adopted, <br />without dissenting vote. <br /> <br />On motion adjourned. <br /> <br />Approved - <br /> <br />President <br /> <br />City Clerk <br /> <br /> <br />
