February 22, 1966 <br /> <br />·here were nresent: <br /> <br />At a regular meeting of the City Council, held on Eebruary 22, 1966, <br /> <br />R, Irvine Smith, Jack P. Barnes, John L. Dillon, George D. Eastes, <br />Burrell R. Johnson, L. L. Knight, A. P. Johnson, Jr., City Manager, <br />and M. A. Kerb, Jr., City Attorney. <br /> <br />The meeting was opened with prayer by Mr. Bastes. <br /> <br />The Mayor welcomed groups from schools who were visiting. <br /> <br />The following reports from the City Manager were read: <br /> <br /> 66-49 - "I submit the attached ordinance and recommend that it be <br />nlaced~on first reading. <br /> This appropriates $14,500 for the nurchase of property at 537 <br />and 539 Fayette Street and 803 Sixth Street. This is being acquired for the ex~oansion of the <br />Thomas Jefferson School Playground, and is in accordance with the Southside Program." <br /> <br /> On motion of Mr. Barnes, the following ordinance was approved on first <br />reading, without dissenting vote: <br /> <br /> "AN ORDINANCE TO APPROPRIATE $14,000.00 FROM THE GENERAL <br /> CAPITAL I~ROVE~,~NT FUND FOR THB PURCHASE OF PROPERTY AT <br /> 537-S39 FAYETT£ STR~BT AND 803 SIXTH STREET" <br /> <br /> 66-50 - "Bids were received on F~bruary 16, 1966, for the construction <br />of curbs and gutters in various sections of the City. <br /> Bids were received as follows: <br /> <br />Portsmouth Paving Company <br />Birsch Construction Corp. <br /> <br />$161,791.17 <br />$165,622.60 <br /> <br /> Portsmouth Paving Company being the low bidder, I recommend <br />that the contract be ~warded this firm." <br /> <br /> Motion of Mr, Knight to concur in the recommendation of the City Manager <br />was adopted, without dissenting vote. <br /> <br /> 66-51 - "I submit the attached agreement between the Atlantic Coast Line <br />Railroad Cor{~any and the City of Portsmouth, and recommend that the proper City officials be authorized <br />to sign. <br /> This covers a waterline crossing under the tracks of the railroad <br />on the Churchland by-pass. <br /> This has been approved by the City Attorney," <br /> <br /> Motion of Mr. Dillon to concur in the recommendation of the City Manager <br />was adopted, without dissenting vote. <br /> <br /> 66-52 - "! submit the attached letter from the Portsmouth-Norfolk County <br />Bar Association, which requests the establishment of a law library committee and recommends the names <br />for same. <br /> The committee and the operation of the library should be established <br />by ordinance.
