MaY 10: 1966. <br /> <br />were present: <br /> <br />At a regular meeting of the City Council, held on May I0, 1966, there <br /> <br />R. Irvine Smith, Jack P. Barnes, John L. Dillon, George D. Eastes, <br />Burrell R. Johnson, L. L. Knight, W. T. Leafy, A. P. Johnson, Jr., <br />City Manager, and M. A. Kerb, Jr., City Attorney. <br /> <br />The meeting was opened with prayer by Mr. Barnes. <br /> <br />The Mayor greeted high school students who were attending the meeting. <br /> <br />The following reports from the City Manager were read: <br /> <br /> 66-115 - "I submit the attached ordinance and recommend that it be placed <br />on first reading. This amends Section 18-179 of the Code' of the City of Portsmouth pertaining to _the <br />duty ef a driver of a motor vehicle to stop in the event of an accident. <br /> This is being amended in-oorder that the language of the City Code <br />will conform to the State Code regarding felony charges in this type of accident." <br /> <br /> On motion of Mr. Barnes, the following ordinance was approved on <br />first reading, without dissenting vote: <br /> <br />"AN ORDINANCE TO ~4END SECTION 18-179 OF THE CODE <br />OF THE CITY OF PORTS~DUTH, VIRGINIA, 1961, RELATING <br />TO THE DUTY OF A DRIVER OF A MOTOR VEHICLE TO STOP <br />IN THE EVENT OF AN ACCIDENT" <br /> <br /> 66-114 - "I submit the attached ordinancea, afid recommend that it be placed <br />on first reading. This amends Section 2-2 of the City Code pertaining to the publication and posting <br />of City ordinances. <br /> This ordinance is in conformance with the recently amended Charter <br />changes made at the last session of the General Assembly, and eliminates the requirement ~o advertise or <br />publish ordinances imposing penalties or-fines." <br /> <br /> On motion of Mr. Knight, the following ordinance was approved on <br />first reading, without dissenting vote: <br /> <br />"AN ORDINANCE TO AMEND SECTION 2-2 OF THE CODE OF THE <br />CITY OF PORTSMOUTH, VIRGINIA, 1961, RELATING TO THE <br />PUBLICATION OR POSTING OF ORDINANCES" <br /> <br /> 66-115 - "I submit the attached ordinance and recommend that it be placed <br />on first reading. This repeals the City of Portsmouth's Retail Sales and Use Tax ordinance as( of <br />September 1, 1966. <br /> This ordinance is necessary as the State Sales Tax is effective <br />September 1, 1966, which requires the elimination of all local sales tax ordinances." <br /> <br /> On motion of Mr. Johnson, the following ordinance was approved on <br />first reading, without dissenting vote: <br /> <br />"AN ORDINANCE TO REPEAL THE CITY OF PORTS>DUTH, VIRGINIA, <br />RETAIL SALES AND USE TAX ORDINANCE, THE RULES AND REGULA- <br />TIONS ENECTED FOR THE ADMINISTRATION AND ENFORCEMENT <br />THEREOF, AND ALL AMENDMENTS TI'~REOF, EEFECTIVE SEPTEN~BR 1, <br />1966" <br /> <br /> 66-116 - "I submit the attached ordinance and recommend that it be placed <br />on first reading. This imposes an additional 1% on the State Sales Tax of 2%. This provision-is granted <br />under the sales tax recently adopted by the General Assembly. <br /> If the City desires to impose this 1%, the adoption of this erdinance <br />is required 60 days prior .to September 1, 1966, with the State Department of Taxation being so notified. <br /> These funds will be collected by the State along with the State <br />Sales Tax, and returned to the City by the State on a monthly basis." <br /> <br /> On motion of Mr. Dillon, the following ordinance was approved on <br />first reading, without dissenting vote: <br /> <br />"AN ORDINANCE TO A~ND CtiAPTER 10 OF THE CODE 0E THE <br />CITY OF PORTSMOUTH, VIRGINIA, 1961, BY ADDING THERBTO <br />A NEW ARTICLE NUMBERED X~I, CONSISTING OF A NEW SECTION <br />NUMBERED 10-126, SO AS TO LEVY THE GENERAL RETAIL SALES <br />TAX AUTHORIZED TO BE LEVIED BY SECTION S8-441.49 OF THE <br />CODE OF VIRGINIA, 1950" <br /> <br /> <br />
