'396 <br /> <br />June 9.1998 <br /> <br />Mr. Clemons requested information on the press release received from <br />the Virginia Department of Environmental Quality and the Environmental <br />Protection Agency's (EPA) proposed clean-up and asked that a member <br />of the City Manager's or City Attorney's staff address concerns that <br />dealt with this item. <br /> <br />Mr. Massie, Mr. Oksman, and Mr. Wheeler provided information and <br />an update on the remedial action relating to the ABEX site. <br /> <br />· Mr. Wheeler introduced Kathieen Bell, as Marketing, Museums, and <br /> Tourism's Video Technician, replacing James Tern pie. <br /> <br />Mayor Holley recognized Mr. Benn and mentioned that he would be <br />taking the lead for the Mayor in the Mayor's Cup 1998 American Red <br />Cross Blood Drive. The Mayor's Cup Program is a newly established <br />annual award program that recognizes blood drive support from <br />municipalities in the Mid,Atlantic region. <br /> <br />The Mayor recognized Mr. Pitts as the present Chairman of TRT and as <br />the newly appointed Vice Chairman of the Virginia Municipal League's <br />Transportation Policy Committee. <br /> <br />98-140 - Non.Agenda Speakers <br /> <br />Helen Person, 1314 Green Street, spoke concerning the EPA clean-up <br />on Chestnut Street and referred to a plaque that was presented to her <br />from the African American Historical Society of Portsmouth as one of <br />100 influential African Americans of 1998. <br /> <br />Mr. Oksman explained that the reason City Council is not responding <br />to Ms. Person is her pending lawsuit against the City. <br /> <br />2. Louis Whitehead, 4415 County Street, spoke concerning the limited <br /> parking at John Tyler Elementary School. <br /> <br />Mr. Pitts requested that management look into the parking situation. <br /> <br />Mr. Benn offered to help address the problem as Council liaison to <br />the School Board. <br /> <br />3. William E. Copeland, 2107 Staunton Avenue, thanked Council for <br /> sidewalks but expressed concern for not getting curbing around the <br /> American Legion building. He also spoke on condemning the youth <br /> center in Prentis Place. <br /> <br />Mr. McCoy provided an update of recreational activities planned for <br />the summer in the Prenfis Place neighborhood. <br /> <br />4. Collmetor Phillips, 130 Allard Road, spoke in support of summer <br /> recreation activities for the Prentis Place neighborhood and requested <br /> assistance from Council. She indicated that it was too far for the <br /> children to safely walk to the Neighborhood Facility or the Wesley <br /> Community Center. <br /> <br />Mr. Clemons asked if the Wesley Center was utilized for summer <br />meals program and that city management respond to Ms. Phillips <br />directly. <br /> <br />Mr. Martin suggested looking to foundations and non-profit <br />organizations to assist with transportation, etc. <br /> <br /> <br />
