June 28th, 1966

'~Today is voting day and we, my husband I, are proud to ~ay 'yes, we will be there'.
We have resided in North Park Manor at 106 Poplar Lane for the past eleven years. We feel that you kind and
understanding people have the interest of our City and the welfare of our community at heart and that you will
surely consider this a problem to settle if you will. just lend an ear.
There is two vacant 10ts adjoining ours which belong to a widow, a home owner in
Cradock, employed with the Government in Civil Service and whose husband was also employed in this capacity.
This lot has several heaps of pine straw mixed with dry leaves, boughs and dead trees left there since last Fall.
You can hardly see them now as the new: growth of wild cherry~!: mimosa, grape vine, myrtle bushes, briars and weeds
are getting such a good start as to be a fire hazard again this fall. Please check with the Fire Dept. and you
will find they were putting out a fire in this place last week. The Assistant City Manager considered this
just a wooded area when conversing with my husband last year. But I say this ia a breeding place for mosquitoes
and even tho the City has sprayed it occasionally during the summer, it is in an impossible condition.
We normally fear fires in the fall when leaves turn and dry and several have
occurred since we have been here, and it could be another place for a rape and murder case as the Pebble Cox
incident.
This property owner has been reminded to clear this lot or lets up as storms
leave debris and ur~ergrowth is heavy each year."

will be made again in ten days.

The City Manager reported that the property owner has been notified and a check

Motion of Mr. Knight that the letter be received as information and that the City
Manager notify Mr. and Mrs. Hughes that action is being taken, was'adopted, without dissenting vote.

66-167 - The following letter from Cecil W Johnson, Clerk, Hustings Court was

read:

"In accordance with Title 24-278 and following sections of the Code of Virginia,
1950, I am enclosing herewith a copy of the Abstract of Votes cast for members of the City Council of the City
of Portsmouth, Va., in the Councilmanic General Election held in said city on June 14th, 1966. It will appear
from the Abstract that Burrell R Johnson, Isaac W King and George D Eastes received the highest number of ~otes
cast in the said election and are, therefore, elected to the City Council for the City of Portsmouth."

Motion of Mr. Knight to receive as information was adopted, without dissenting

vote.

66-168 - The following letter from the City Treasurer's office was read:

as required by city ordinance."

"Herewith is a list of delinquent personal property taxes for the year

1965,

without dissenting vote.

Motion of Mr. Knight to refer to the Delinquent Tax Collector, was adopted,

66-169 - The following petition signed by Mr. and Mrs. LeDoyen Jr. and others,
was presented:
"We, the undersigned residents of Fairway Park and South Fairway Park hereby
petition for the installation of curbing and gutters on Alabama Ave. Ansell Ave, extended and Trea~e Terrace.
Also for appropriate correction of the hazardour open pit entering the storm drain beside Alabama Ave. This
letter item is a hazard to both health and physical injury of small children. Your consideration of these
matters will be g~atly appreciated." ~/~k

Motion of Mr. Leary to refer to the City Manager to be considered in his study
of drainage~problems and to be corrected as soon as possible, was adopted, without dissenting vote.

66-170 Mr. Knight expressed his appreciation and that of other Council members
for Mr. Dillon's services on the Council, and for his co-operative attitude during his ~nure of service.

Motion of Mr. Knight that an appropriate resolution be prepared regarding Mr.
Dillon's services was adopted, without a dissenting vote.

On ~otion adjourned.

Approved -

City Clerk
