July 1st, 1966 At a called meeting o£ the City Council, held on July 1st, · ~A R Irvine Smith, Jack P Barnes, George D. Eastes, Isaac W King, L L Knight, ~ ~ A P Johnson,~r., City Manager, 66-171 - period of two years. for a period Of 1966, there were present: W T Leafy, The meeting was opened with prayer by Mr. Smith. The following call 'for the meeting was read: "Please atten~ a called meeting of the City Council, in the Council Chamber, at 7:30 P.M., on Friday, July 1st, 1966, for the purpose of re-organization, and to consider Port Facility contract between the Virginia State Ports Authority and the City of Portsmouth." The following oaths of office were presented by the Clerk: George D. Eastes, Burrell R. Johnson, Isaac W. King - Councilmen. Motion of Mr. Barnes to go into the election of a temporary chairman, was adopted. Mr. Leafy nominated Mr. King. On motion of Mr. Knight, nominations w~re closed. Vote being taken~ Mr. King was elected temporary chairman. Mr. Leafy nominated Mr. Smith for President of the Council. On motion of Mr. Knight, nominations were closed. Vote being taken, Mr. Smith was unanimously elected President of the Council, for a Mr. Knight nominated Mr. Barnes for Vice President of the Council. On motion of Mr. Eastes, nominations were closed. Vote being taken, Mr. Barnes was unanimously elected Vice President of the Council, two years. 66-172 - The following report from the City Manager was read:' "I submit the attached Port facility c~ntract ~ b~tween the .Virginia State Ports Au- thority and the City of Portsmouth, and recommend that the proper city officials be authorized to sign. This con. tract stipulates the obligations of the Virginia State Ports Euthority to the City and_the City's obligations to the Virginia State Ports Authority. This contract has been amended from the copy of the original one which you received regarding the financial obligations. Under this contract the City is required to deposit its pro~rata share based upon estimates as they become due." without dissenting vote: On motion of Mr. Knight, the following ordinance was approved on first reading, "AN ORDINANCE APPROVING AND AUTHORIZING THE EXECUTION OF A CERTAIN PORT FACILITY CONTRACT BETWEEN TEE VIRGINIA STATE PORTS AUTHORITY AND THE CITY OR PORTSMOUTH, PROVIDING FOR THE SALE OF CERTAIN PROPERTY BY THE CITY TO THE AUTHORITY, THE LEASE OF SAID PROPERTY TOGETHER WITH CERTAIN NEW PORT FACILITIES TO BE CONSTRUCTED THEREON BY THE AUTHORITY TO THE CITY, AND AUTHORIZING THE CITY TO EX~END SUCH FUNDS AS SHALL HE NECESSARY TO DIS- CHARGE THE CITY'S 0BL%GATIONS UNDER SAID COi~TRACT AND LEASE" 66-173 - The City Clerk presented the rules for the government of the City Council. On motion of Mr. Eastes, the rules were unanimously adopted. On motion adjourned. City Clerk. Approved - President.
