July 1st, 1966 <br /> <br /> At a called meeting o£ the City Council, held on July 1st, <br /> <br />· ~A R Irvine Smith, Jack P Barnes, George D. Eastes, Isaac W King, L L Knight, <br />~ ~ A P Johnson,~r., City Manager, <br /> <br />66-171 - <br /> <br />period of two years. <br /> <br />for a period Of <br /> <br />1966, there were present: <br /> <br /> W T Leafy, <br /> <br />The meeting was opened with prayer by Mr. Smith. <br /> <br />The following call 'for the meeting was read: <br /> <br />"Please atten~ a called meeting of the City Council, in the Council Chamber, <br />at 7:30 P.M., on Friday, July 1st, 1966, for the purpose of re-organization, and <br />to consider Port Facility contract between the Virginia State Ports Authority <br />and the City of Portsmouth." <br /> <br />The following oaths of office were presented by the Clerk: <br /> <br />George D. Eastes, Burrell R. Johnson, Isaac W. King - Councilmen. <br /> <br />Motion of Mr. Barnes to go into the election of a temporary chairman, was adopted. <br /> <br />Mr. Leafy nominated Mr. King. <br /> <br />On motion of Mr. Knight, nominations w~re closed. <br /> <br />Vote being taken~ Mr. King was elected temporary chairman. <br /> <br />Mr. Leafy nominated Mr. Smith for President of the Council. <br /> <br />On motion of Mr. Knight, nominations were closed. <br /> <br />Vote being taken, Mr. Smith was unanimously elected President of the Council, for a <br /> <br />Mr. Knight nominated Mr. Barnes for Vice President of the Council. <br /> <br />On motion of Mr. Eastes, nominations were closed. <br /> <br /> Vote being taken, Mr. Barnes was unanimously elected Vice President of the Council, <br />two years. <br /> <br /> 66-172 - The following report from the City Manager was read:' <br /> <br /> "I submit the attached Port facility c~ntract ~ <br /> b~tween the .Virginia State Ports Au- <br />thority and the City of Portsmouth, and recommend that the proper city officials be authorized to sign. This con. <br />tract stipulates the obligations of the Virginia State Ports Euthority to the City and_the City's obligations to <br />the Virginia State Ports Authority. <br /> This contract has been amended from the copy of the original one which you received <br />regarding the financial obligations. Under this contract the City is required to deposit its pro~rata share <br />based upon estimates as they become due." <br /> <br />without dissenting vote: <br /> <br />On motion of Mr. Knight, the following ordinance was approved on first reading, <br /> <br />"AN ORDINANCE APPROVING AND AUTHORIZING THE EXECUTION OF A CERTAIN PORT <br />FACILITY CONTRACT BETWEEN TEE VIRGINIA STATE PORTS AUTHORITY AND THE CITY <br />OR PORTSMOUTH, PROVIDING FOR THE SALE OF CERTAIN PROPERTY BY THE CITY TO <br />THE AUTHORITY, THE LEASE OF SAID PROPERTY TOGETHER WITH CERTAIN NEW PORT <br />FACILITIES TO BE CONSTRUCTED THEREON BY THE AUTHORITY TO THE CITY, AND <br />AUTHORIZING THE CITY TO EX~END SUCH FUNDS AS SHALL HE NECESSARY TO DIS- <br />CHARGE THE CITY'S 0BL%GATIONS UNDER SAID COi~TRACT AND LEASE" <br /> <br />66-173 - <br /> <br />The City Clerk presented the rules for the government of the City Council. <br />On motion of Mr. Eastes, the rules were unanimously adopted. <br /> <br />On motion adjourned. <br /> <br /> City Clerk. <br /> <br />Approved - <br /> <br /> President. <br /> <br /> <br />
