September l, 1966 <br /> <br />At a called meeting of the City Council, held on September l, 1966, there were present: <br /> <br />R. Irvine Smith, Jack P. Barnes, George D. Eastes, Burrell R. Johnson, Isaac W. King, <br />L. L. Knight, W. T. Leafy, A. P. Johnson, Jr,, Ci'ty Manager, and M. A. Korb, Jr., <br />City Attorney. <br /> <br />limits of <br /> <br />The meeting was opened with prayer by Mr. Smit~. <br />The following call for the meeting was ~ead: <br />66-147 - The following letter from the City Manager was read: <br /> <br />"I submit the a~tached resolution and recommend its adoption. <br /> <br /> This requests that the State establish a Community College within the corporate <br />the City of Portsmouth. <br /> <br />necessary <br /> <br />of Communi <br />Virginia." <br /> <br /> The resolution further stipulates that the City offers a site and will provide <br />parking, roads and utilities if the college is located within the City of Portsmouth. <br /> <br /> This resolution should be forwarded to Mr. Eugene B. Sydnor, Chairman, Deoartment <br />ty Colleges and Dr. Dana B. Hamel, Director, Department of Community Colleges, Richmond, <br /> <br /> On motion of Mr. Knight, the following resolution was unanimously adopted: <br /> <br /> "WHEREAS, Portsmouth is the most densely populated city in Virginia; and <br /> <br /> ~HEREAS, Portsmouth has no institution of higher learning located within its boundaries; and <br /> WHEREAS, Portsmouth owns its own water system and sewer system; and <br /> <br /> WHEREAS, there is a large number of potential college students in Portsmouth, the western <br />part of Chesapeake, Nansemond County, and Suffolk; and <br /> <br /> ~HEREA~m~many qf these potential college students are deterred from going to the state-~. <br />supported colleges located within reasonable commuting distance of their homes because of the increased <br />financial burden they would have to bear since the only convenient routes to these institutions would <br />require them to utilize certain highway toll facilities; and <br /> <br /> WHEREAS, the Council of the City of Portsmouth is of the opinion that these potential <br />college students should be afforded the opportunity to attend an inst~tution of higher learning <br />without undue financial burden; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that this <br />Council hereby offers Portsmouth as a site for a community college and strongly urges the Department <br />of Community Colleges to select Portsmouth as a site for a community college. <br /> <br /> BE IT FURTHER RESOLVED, that the City of Portsmouth pledges itself to secure the necessary <br />land and to provide the necessary parking, roads and utilities if Portsmouth is selected as a site for <br />a community college." <br /> <br />onr'mot~dn adjourned. <br /> <br />Approved <br /> <br />Presi dent <br /> <br />City Clerk <br /> <br />"Please attend a called meeting of the City Council in the Council Chamber, on Thursday, <br />September 1, 1966, at 5:15 P.M., to consider reso)ution oertaining to Community College <br />for Portsmouth. <br /> <br />By Order of the President." <br /> <br /> <br />
