November 8~ 1966 <br /> <br />On motion of Mr. Hastes, the ordinance was adopted, and by the following vote: <br /> <br />Ayes: Smith, Barnes, Hastes, Johnson, King Knight, Leafy <br />Nays: None <br /> <br />-NEW BUSINESS- <br /> <br /> 66-25? - Report on audit of the office of the City Treasurer for the fiscal <br />year ended June 30, 1966, was presented, and on motion of Mr. Knight, received as information. <br /> <br /> 66-258 - The following applications for Justice of Peace were received, a~d on <br />motion of Mr. Barnes, received as information: <br /> <br /> "Please allow me by way of this letter to ask your further consideration of the <br />application submitted by me last September for appointment to the ~ice of Justice of the <br />Peace. A. G. Meginley, 3610 Hartford St." <br /> <br /> "Should the Council in the near future fill the vacancy for a Justice of Peace, vice <br />Herbert K. Fields, deceased, the undersigned respectfully requests consideration for the <br />position. <br /> <br /> I have lived in Portsmouth (Westhaven) for the past 13 years, own my own home <br />(my wife and myself, jdintly), am a retire~ ~rin~, as well as a retiree from the Federal <br />Civil Service. I am 62 years old and in excellent health. <br /> <br /> I would strive to serve our community to the best of my ability should Council <br />consider this request favorable and I would gladly appear before you for consultation pri~ <br />to the appointment, should you so desire. Bruce S. McAllister." <br /> <br /> "I would kindly appreciate it if you would consider this letter as an application <br />for an appointment as Justice of the Peace in the City of Portsmouth~ Virginia. <br /> <br /> I am a Captain in the Portsmouth Fire Department with forty years service. <br />retirement date is November 18, 196~. <br /> <br />I hope you see fit to consider me for the next appointment. <br /> <br /> I reside at 5907 North Greenway Court, Portsmouth, Virginia. Culpepper." <br /> <br /> Motion of Mr. Barnes that these applications be filed with the City Clerk, for <br />consideration, shou~ there be vanancies in the future, was adopted. <br /> <br />66-259 - The following communication from the Director of Planning was read: <br /> <br /> "At its regualr monthly meeting on November 1, 1966, the City Planning <br />Commission resolved to recommend the following two street closures: <br /> <br /> S-66-9 South Street from a point ~0 feet west of the west right-of-way <br />line of WestmorelBnd Av'en~ to the center of 8ains Creek ~a paper §treet) on application of <br />Attorney Richard Young for Arthur Muir, et ux. The Planning Commission feels that 20 feet of <br />South Street west of Westmoreland Avenue should be retained by the City of Portsmouth for <br />possible future development of a cul-de-sac turn-around to serve automobiles, garbag~ trucks <br />and public safety vehicles. <br /> <br /> S-66-11 Race Street between Camden and Atlanta Avenues to assist the <br />School Board with its recreation program at.%he Robert ~. Lee Elementar3{ School. This <br />school ground was cut in half by construction of Interstate 264 and the addition of Race Street <br />to the site will pose no problem for the City of Portsmouth inasmuch as remaining streets <br />form a neat and entirely satisfactory loop system with no dead ends involved.' <br /> <br />Motion of Mr. Barnes to refer to the City Attorney was adopted, without dissenting vote. <br /> <br />66-260 - The following communication from the Director of Planning was read: <br /> <br /> "At its regular monthly meeting on November 1, 1966, the City Planning <br />Comm~g§ion publicly heard and acted upon the following rezoning petition: <br /> <br /> Z-66-14 Petition of Bessie Kaplan to rezone property described as <br />follows: Beginning at--~northeast corner of Deep Creek Boulevard and Greenwood Drive; <br />thence north along the eastern right-of-way 'line of Deep C~eek Boulevard 78.5 feet to a side <br />lot line; thence east along said line 110 feet to a rear lot line; thence south along said <br />line 78.5 feet to the northern right-of-way line of Greenwood Drive; thence west along said <br />right-of-way line 110 feet to the point of origin; from Residential R-75 to Commercial C-1. <br /> <br /> The Commission unanimously resolved to recommend disapproval of this <br />application on grounds that it represents a request for spot zoning, is supported by no <br />demonstrated need for commercial development in this area, involves an old structure of a <br />marginal nature which for six years hag served religious plr~10oses, and is located and <br />involves a corner lot on an off-set intersection with a traffic control device where traffic <br />conditions are far from being satisfactory." <br /> <br /> <br />
