Eastes, B. R. Johnson, Isaac W. King, <br /> L. L. Knight, A. P. Johnson, Jr., City Manager, and M. A. Ko~o, Jr., City Attorney <br /> <br /> Th~ meeting was opened with prayer by ~Rev. Frank T, Washburn, pa~tor, Simonsdale Presbyterian Church. <br /> <br /> 67-12 -~ Veterans of Foreign Wars, Post 993, presented~their award winning speaker on the subject "The <br />Voice of Democracy", 8ill Pollard, of Cradock High School, who presented the <br /> <br />Th~ following reports from the City Manager were read: <br /> <br /> 67-12a - "I submitethe attached ordinance and recommend that-~it be olaced on first reading. <br />This ordinance appropriates $15,500 for the purchase of property at 215 ~ill Avenue and 192 <br />Seaboard Avenue. <br /> .. This property is being pgrchased in connection ~'ith the development of the Pinners <br />P~int Marine Terminal." <br /> <br /> On motion of Mr. Barnes, the following ordinance was approved on first reading, without <br />dissenting vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $15,500.00 F,R. OM THE GENERAL CAPITAL IMPROVEmeNT FUND FOR THE <br />PURCHASE OF PROPERTY AT 21S '~ILL AVENUE ;d~D 192 SEABOARD AyENI)E IN PINNERS DOIN?' <br /> <br /> 67-15 - "I submit the attached ordinance and recommend that it be placed on first reading. <br />This appropriates $1,100 for the purchase of land on Ponderos~=~Street. This is adjacent to City <br />~mmdd~land near-the new armory. <br /> He are currently using this area for the burning df tree stumps and disposal of <br />other material which cannot be put into the incinerator." <br /> <br /> On motion of Mr, King, the following ordinance was approved on first reading, without dissenting <br />vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $1,100.00 FRO}! THE GENERAL CAP1TA~ I~ROVEMENT FUND FOR ~{E <br />PURCMASE OF PROPERTY ON PONDEROSA STR~ET~" <br /> <br />67-14 - "I su~mit the attached ordinance and recommend that it be placed'bn first reading. <br /> This closes County Street, between Crawford and Water Streets, <br /> <br /> This i~'necesiary for the cohstruction of the new Civic Center." <br /> <br /> On motion of Mr. Johnson, the following ordinance wa~ approved on first ~eadin~, without dissenting <br />vote:~ ~ <br /> <br /> '"~N ORDI~NC~ TO CLOSE A'PORTION OF CO~qTY STREET" <br /> <br /> 67-1S - "I submit the attached ordinance and reco~end that it be plac~d on first reading. <br />This amends Seztidn 18-107 of 'the City Code ~o make Middle Street a two-way street~between South <br />and King Streets. <br /> This is being requested in order to improve the traffic movement within the new <br />parking lot area established by the City." <br /> <br /> On motion of Mr. Barnes, the following d~dinance was approved on'~£ir~t reading, without <br />dissenting vote: <br /> <br />"~NQORRINANCE 'TO ~END SECTION 18-107 OF THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, <br />196D~S0 AS TO~AKE ~4IDDLE STREET A TWO WAY STREET BETWEEN KING STREET AND SOUTH STREET." <br /> <br /> 67-16 - "I submit the ~tached ordinance and recommend that it be placed on first rea~i. <br />This ordinance amends the ~ee charged for the use of th~ armory. <br /> I am requestimg that the charges for commercial ventures b~ increased from $200 <br />to $350. Also, that the fee be increased from $1~0 to $200 for non-profit organ~za~i~n?~when <br />admission fees are charged. <br /> It is'felt that ,it is nece~pary to increase these fees due to the~wear and tear <br />which the armory'is receiving. Also, the majority offthese e~ents are being held on weekends. This <br />necessitates the City paying overtime for the cleaning of the armory, as it is also necessary for <br />the National Guard to use the armory on %.~ekends. <br /> We have investigated the charges~on similar facilities in the area and find that <br />the above charges are not out of ~iqe." <br /> <br /> On motion of Mr. Eastes, the following ordinance was approved o$ first rea~ing, and by th% <br />folldwing vote: <br /> <br /> "AN ORDINANCE TO AMEND ~{E CODE OF IHE CITV OF PORTSMO~, VIRGINIA, 1~61, BY ;~MENDING SECTION <br />2S-2S, PERTAINING TO THE SCHEDULE OF FEES FOR USE OF THE NATIONAL GUARD A~4ORY ~ND BY ADDING <br />THERETO A NEW SECTION NUMBERED 2S-27.1, PERTAINING TO'POLICE PROTECTION." <br /> <br />Ayes: Barnes, Eastes, Johnson, King, iinight <br />Nays: Smith <br /> <br /> <br />
