¸'6 <br /> <br />April 1967 <br /> <br /> At an adjourned meeting of the Portsmouth City Council, held at I1:30 A.M., on April 12, 1967, <br />there were present: <br /> <br /> R. Irvine Smith, Jack P. Barnes, Burrell R. Johnson, Isaac W. King, L. L. Knight, W. T. Leafy, <br /> A. P. Johnson, Jr.,' City Manager, M. A. Kerb, Jr., City Attorney, and R. D. Ottavio~ City <br /> Auditor. <br /> ~sent: George D. Hastes <br /> <br />The meeting was opened with prayer by Mr. King. <br /> <br />67-109 - The following letter from the City Man~ger was read: <br /> "Bids were opened at 11:00 a.m. today for the sale of $8,500,000 of General Obligatinn <br /> <br />Bonds. <br /> <br />Bids were received as follows: <br /> First National City Bank 5.5027 <br /> Blyth ~ So. 3.5255 <br /> Morgan Guaranty Co. 3.5438 <br /> Halsey Stuart ~ Co~ 3.5486 <br /> Northern Trust Co, 5.560 <br /> First National Bank of Chicago 5.5766 <br /> Lehman Bros. 5.5795 <br /> <br /> First National City Bank being the low bidder, I recommend that the bonds be awarded to this <br />concern at the interest rate prescribed by the attached p~oposal, and I recommend that the attached <br />ordinance be placed on first reading." <br /> <br /> On motion of Mr. Knight, the following ordinance was approved on first reading, and by the following <br /> <br />vote: <br /> <br />"AN ORDINANCE TO APPROVE THE SALE OF EIGHT MILLION FIVE HUNDRED THOUS~ID DOLLARS OF GENERAL <br />OBLIGATION BONDS PROVIDED IN ORDINANCE NO. 1967-23, ADOPTED BY THE CITY COUNCIL ON FEBRUARY 28, 1967, <br />AND FIXING TNB RATE OF INTEREST FOR SAID BONDS" <br /> <br />Ayes: Smith, Barnes, Johnson, King, Knight, Leafy <br />Nays: None. <br /> <br />APPROVED - <br /> <br /> President City Clerk <br /> <br /> 'qVHEREAS, at a regular called meeting .of the Board of Directors of Portsmouth Naval Shipyard Museum, Inc. on <br />February 23, 1967, it has been observed that the Board of Directors of said museum has an obligation as the <br />proper custodians for the citizens of the City of Portsmouth and surrounding area of certain exhibits of gift, <br />loan and lease to the said Portsmouth Naval Shipyard Museum, Inc., said exhibits being placed in the care of <br />said corporation largely through a lease agreement entered into with the City of Portsmouth, whereby certain <br />of the exhibits now within the custody of said museum were obtained by the City of Portsmouth under loan from <br />the United States Government under conditions expressly stated in a certain written agreement of City of <br />Portsmouth and United States Government; and <br /> <br /> WHEREAS, by agreement of City of Portsmouth and this corporation t~e City of Portsmouth did let unto the <br />corporation property lying on the northern side of High Street to the east ofliate~ ~treet to the South of the <br />north right of way line of Queen Street, and to the west of the Eastern Branch of the Elizabeth River together <br />with improvements thereon for the purpose of exhibiting, housing, ~nd making s full display to the public of <br />museum_ exhibits; and <br /> <br /> WHEREAS, this museum has been opened to the citizens of the City of Portsmouth and surrounding areas and to <br />the visitors and tourists to our city, and <br /> <br /> WHEREAS, the present building facilities for the said musemm have become inadequate to house the various <br />exhibits for proper display and storage so as to permit the continued growth of this important educational <br />and tourist facility for our City; and to provide the necessary adjacent parking for visitors to the said <br />museum; <br /> <br /> NOW THEREFORE BE IT RESOLVED by the members of the Board of Directors of the Portsmouth Naval Shipyard <br />Museum, Inc. that the Council of the City of Portsmouth be advised of the immediate needs of the museum to <br />expand its facilities, both as to lmf:oper housing and parking facilities and to u~ge the council of the City of <br />Portsmouth to appropriate necessary funds to enable the said museum to engage ~prefessional architect for the <br />purpose of drafting plans and specifications for expansion of its building, and further to investigate, through <br />the efforts of the City Cotmcil, the feasibility of site inclusion within the downtown redevelopment pmoject <br />in an effort to secure Federal assistance through the urban renewal authority for said needed expansion; and <br /> <br /> BE IT FURTHER RESOLyED that the members of the City Council be advised that the directors of the said <br />museum board express thezr disapproval and opposition to the City of Portsmouth placing parking meters on <br />property under lease to said corporation as aforementioned for fear that the said parking meters would be <br />detrimental to the best interest of the museum facilities." <br /> <br /> <br />
