<br />At the regualr meeting of the City Council, held on July 11, 1967, there were present:
<br />
<br />R. Irvine Smith, George D. Hastes, Burrell Ri Johnson, Isaac W, King, L. L. Knight,
<br />A. P. Johnson, Jr., City Manager, M. A. Korb, Jr., City Attorney, and R. D. Ottavio,
<br />City Auditor.
<br />
<br /> The meeting was opened with prayer by Rev. Frank H. Van Dyck, Jr., pastor Monumental Methodist
<br />Church.
<br />
<br />Minutes of the meeting held on June 27, 1967, were read and approved.
<br />
<br />The following reports from the City Manager were read:
<br />
<br /> 67-195 - "I submit!the attached ordinance and recommend it be placed on first reading.
<br /> This appropriates $11;000.00 to purchase the following property, in Pinners Point,
<br />for the new Marine Terminal: 184 Jackson Avenue, Portsmouth, Virginia - 257 Caroline Avenue,
<br />Portsmouth, Virginia, - Parcels 4, S and 12 Plate 106 Pinners Point. These are two (2) parcels
<br />on Seaboard Avenue and one (I) parcel on Pinners Avenue."
<br />
<br /> On motion of Mr. King, the following ordinance was approved on first reading, without dissenting
<br />vote:
<br />
<br />"~ ORDINANCE TO APPROPRIATE $11,000.00 FROM THE GSNERAL CAPITAL IMPROVEMEN~ FUND FOR THE PURCHASE
<br />OF PROPERTY AT 184 JACKSON AVENUE, 237 CAROLINA AVENUE IN PtNNERS POINT AND PARCELS 4, S AMD 12,
<br />PLATE 106 PINNERS POINT, THE LATTER BEING ~0 PARCELS ON SEABOARD AVENUE AND ONE PARCEL ON
<br />PINNERS A¥~NUE"
<br />
<br /> 67-196 - "I submit the attached ordinance and ~ecommend it be placed on first reading.
<br /> This ~Dpropriates $40,000.00 to lend to the Portsmouth Port and Industrial Commission.
<br />This is necessary in order that they can meet their progress bill'now due on the Paceco Crane, under
<br />construction."
<br />
<br /> On motion of Mr. Eastes, the fo'ilowing ordinance was approved on first reading, without dissenting
<br />vote:
<br />
<br />"AN ORDINANCE TO APPROPRIATE $40,000.00 FROM THE GENERAL CAPITAL IMPROVEMENT FUND FOR A
<br />TEMPORARY LOAN TO THE PORTSMOUTH PORT AND INDUSTRIAL COMMISSION."
<br />
<br /> 67-197 - "I submit the attached ordinance and recommend it b~ ~laced on first reading.
<br /> This anpronriates $310,8S5.00 in the Water Fund. Th~se funds are to cover necessary
<br />capital items related to the normal e~nansion of the Water System.
<br /> It covers such items as the installation of new water mains, new water meters and
<br />so forth. This appropriation will be financed by the Water Revenue Bonds which have been authorized
<br />but not yet issued."
<br />
<br /> On motion of Mr. ~ohnsoB, the following ordinance was approved on first reading, without dissenting
<br />vote:
<br />
<br />"AN ORDINANCE TO APPROPRIATE $310,855.00 FROM THE WATER FUND FOR NECESSARY CAPITAL ITEF_~ FOR
<br />THE NORMAL EXPANSION OF THE WATER SYSTEM"
<br />
<br /> 67-198 - "I submit the attached ordinance and recommend it be placed on first reading.
<br /> This appropriates $1,000,000.00 for the construction of a new Filter Plant, for
<br />the Water Department, in Suffolk, Virginia. The bid was awarded at the last meeting, of the
<br />City Council, at a contract price of $885~000.00. The balance of this appropriation is for
<br />engineering services and contingencies.
<br /> Water Revenue Bonds have been previously sold to cover the costs of this construction."
<br />
<br /> On motion of Mr. King, the following ordinance was approved on first reading, without
<br />dissenting vote:
<br />
<br />"AN ORDINANCE TO APPROPRIATE $1,000,000.00 FROM THE WATER FUND FOR THE CONSTRUCTION OF A
<br />FILTER PLANT IN SUFFOLK, VIRGINIA"
<br />
<br /> 67-]99 - "I submit the attached report, from Cresap, McCormick and Paget, Consultants, pertaining
<br />to their study and recommendations for the organization and operation of the Portsmouth Port
<br />and Industrial Commission.
<br /> This study recommends a near term and a long term organization plan and staffing,
<br />defines the work in relationship between the Dronosed organization of the Portsmouth Pert and
<br />Industrial Commission and the City and the terminal managing agency. It also outlines in
<br />broader terms, the operating procedures of the Portsmouth Port and Industrial Commission,
<br />including the services that should be obtained from the City.
<br /> To inmlement these recommendations, it is Suggested that the City Council and the
<br />Portsmouth Port and Industrial Commission adopt the recommendations in principle.
<br /> I, therefore, recommend that the City Council adopt the recommendations of this
<br />study in principle."
<br />
<br /> Motion of Mr. Knight to concur in the recommendation of the City Manager was adopted, without
<br />dissenting vote.
<br />
<br /> 67-200 - "I submit, herewith, the annual report from the City Treasurer, on the 1966
<br />delinquent personal property taxes. This is submitted in accordance with the City Code."
<br />
<br />Motion of Mr. Knight to receive as information was adopted, without dissenting vote.
<br />
<br /> 67-201 - "I recommend I be authorized to trmnsfer to the Portsmouth Port and Industrial Commission
<br />the following property:
