<br />At a regular meeting of the City Council, held on November 28, 1967, there were present:

<br />R. Irvine Smith, Jack P. Barnes, George D. Eastes, Burrell R. Johnson, Isaac W. King,
<br />L. L. Knight~ W. T. Leery, A~ P. Johnson, Jr., City Manager, M. A. Kerb, Jr., City Attorney,
<br />and R. D. Ottavio, City Auditor.

<br />The meeting was opened with prayer by Rev. J. M. Whitaker, New Bethel Bantist Church.
<br />
<br />Minutes of the regular meetinff held on November 14, 1967, were read and approved.

<br />67-357 - The following public hearing on rezoning was held:

<br /> Motion of Mr. Johnson to place the following ordinance on first reading was adopted, without
<br />dissenting vote:

<br />The following renorts from the City Manager were rea ,.

<br /> 67-558 - "I submit the attached ordinance and recommend it be olaced on first reading. This
<br />appropriates $640,995.00 in the General Fund for the operation of the city government in the area to
<br />be almexed January.. 1, 1968. It also appropriates $47,525.00 in the City Garage Fund for the operation of the
<br />City Garage Fund in the area to be annexed. This orovides salaries and wages for the employees to
<br />be hired for the operation of this area. It also appropriates funds for supplies and materials; also
<br />funds to reimburse the city of Chesapeake for the operation of the Schools through June of 1968.
<br /> This request will be submitted at a later meeting for Capital !mpr~ement Budget."

<br /> On motion of ~Ir. Knight, the following ordinance was annroved on first reading, without dissenting
<br />vote:

<br />"AN ORDINANCE TO APPROPRIATE $640,995.00 FROM THE GENE-K&L FDND 32ND $47,525.00 FROM THE CITY
<br />GARAGE Fb2qD TO PROVIDE FOR TME INCREASED COST OF OPERATION OF THE CITY GOVER~4EN"F AND THE CITY
<br />GARAGE, RESPECTIVELY, DUE TO ANNEXATION FOR THE PERIOD FROM JANUARY 1, 1968 TO JUNE 30, 1968"

<br /> 67-539 - "I submit the attached ordinance and recommend it be ~laced on first reading. This
<br />appropriates $21,260.00 for the purchase of property in Pinners Point for the new Marine Terminal.
<br />The property is as follows: 158 Seaboard Avenue, nlus an additional lot; 123-124 Pinners Avenue."

<br /> On motion of Mr. Barnes, the following ordinance was approved on first reading, without dissenting

<br />appropriates $125,710.17 to lend to the Portsmouth Port and Industrial Commis§ion. This covers
<br />expenses incurred by the Port Commission for the Paceco Crane and the warehouse develooment at the
<br />Marine Terminal."

<br /> On motion of Mr. Leafy, the following ordinance was approved on first reading, without dissenting
<br />vote:

<br />"AN ORDINANCE TO APPROPRIATE $123,719.1.7 FROM THE GENERAL CAPITAL IMPROVEMENT FUND FOR A
<br />TEMPORARY LOAN TO THE PORTSMOUTH PORT ,~ND INMUSTRIAL CObBIISSION"

<br /> 67-341 - "I submit the attached ordinance and recommend it be ~laced on first reading. This
<br />appropriates $10,000,00 towards the development of an industrial access road a~jacent to Interstate
<br />264. It is necessary that we begin acquiring property and doing some temporary work on this
<br />access road as Pilot Trucking Company, is plannin~ on using their warehouse facilities in January of
<br />1968."

<br /> On motion of Mr. Eastes, the following ordinance, was approved on first reading, without dissenting
<br />vote:

<br />"AN ORDINANCE TO APPROPRIATE $10,000.00 FROM TNE GENERAL CAPITAL IMPROI~MENT FUND FOR THE CONSTRUCTION
<br />OF AN INDUSTRIAL ACCESS ROAD ADJACENT TO INTERSTATE HIG~{AY 264"
<br />
<br /> 67-542 - "I submit the attached Ordinance and recommend it be placed on first reading. This
<br />closes a portion of Mulberry Street, between Centre Avenue and the southern property line of St. Paul's
<br />Catholic ChurCh. This closing has been approved by the Planning Commission, and a report of the
<br />viewers is attached hereto."

<br /> On motion of Mr. King, the following ordinance was approved on first reading, without
<br />dissenting vote:
<br />
<br />"AN ORDINANCE TO CLOSE A PORTION OF MULBERRY STREET"
<br />
<br /> 67-343 - "I submit the attached resolution and recommend its adoption. This authorizes the
<br />borrowing of $7,000,000.00 and the issuance of temporary notes of the city of Portsmouth, mending
