December 12, 1967 <br /> <br /> Motion of Mr. Barnes to refer to a confeFence on street names, was adopted without dissenting <br />vote. <br /> <br />67-570 - The following resolution was read: <br /> <br /> "~{ERBAS, ~he construction of Portsmouth Marine Terminal has advanced to the stage where it is <br />possible to move cargo through the terminal facilities, and <br /> <br /> WHEREAS, cargo is in fact now b~ing handled through the facilities of Portsmouth Marine <br />Terminal from time to time, and <br /> <br /> WHEREAS, it is essential to the ontimum development of Portsmouth :4arine Terminal that it be <br />provided with a complete railroad and highway loop. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Portsmouth Port and Industrial Commission that it <br />hereby requests the City of Portsmouth to acquire through purchase or condemnation, if necessary, <br />at least an 80 foot wide right of way located generally across the eastern end of Pinners Point <br />so as to connect the eastern terminus of Seaboard Avenue with the eastern terminus of Harper Road, <br />and so as to make it possible for the Southern Railway Company and the Seaboard Coast <br />Line Railroad Company to provide rail service to the terminal." <br /> <br /> Motion of Mr. Knight to negotiate for purchase of this property, and that, failance to secure it <br />through negotiation, that the City Attorney be authorized te provide a proper ordinance for <br />acquirin~this strip, which i& so vital to the operation of the marine terminal, was adopted, without <br />dissenting vote. <br /> <br />67-371 - The following letter from Smmuel Chovitz was read: <br /> <br /> "Since the City of Portsmouth will Annex the area wherein I live (Sterling Point), I <br />wish to apply for the position of Justice of the Peace. <br /> I have been a resident of the City of Portsmouth since 1927 until 1959 and have been living <br />at the above address ever since. <br /> I have been in business at 505 Fourth Street, Portsmouth, since 1946 to the present time. <br /> Other than a traffic violation, I have never been in any tro~b~. <br /> Your favorable consideration will be appreciated." <br /> <br /> ~otion of Mr. Eastes to receive and file with similar applications, was~adppted, without <br />dissenting vote. <br /> <br /> 67-572 - The synopsis of facts regarding proposed Southeastern Virginia Regional Residential <br />Center for the Mentally retarded was read and on motion of Mr. Knight, received as information. <br /> <br />67-575 - The following letter from William R. Armstrong was read: <br /> <br /> "I request the ppportunity of addressing the City Council during the regular meeting of <br />December 12, 1967. <br /> My subject concerns a serious situation affecting the health and welfare of our citizenry and <br />involves the Public Safety Departments of our City. <br /> The urgency of this situation requires immediate action and it is essential that the representatives <br />of the citizens of our community be made cognizant in order to effect a solution." <br /> <br />Motion of Mr. Johnson to suspend the rules to hear ~r. Armstrong, was adopted. <br /> <br />Mr. Armstrong spoke, <br /> <br />Motion to refer to the City Manager was adopted, without dissenting vote. <br /> <br />67-374 - ~e following~ letter from the Portsmouth Coast Guard Mugeum was read: <br /> <br /> "We have previously written to you and discussed in conference with ygu the the need <br />which we feel for enlargement of our Board. The ~resent size of our Board bas m~de it impossible to <br />set ire committees to do the work in regard to planning and operation of the Museum. It has, <br />therefore, bee~ necessary to have many and long meetings of the~ull Board. <br /> The problem has been accentuated by the difficulty in getting a quorum from our present <br />membership. It has reached the point where on numerous occasions w% have been able to hold only informal <br />meetings or have had to cancel meetings because of the failure to produce a quorum. <br /> We are, therefore, requesting the Council to take steps to enlarge our Board so that we <br />may be able to work more effectively in the future. <br /> While we recognize that filling the membership of the Board is within the province of the <br />Council, we ~ould like to suggest some names which we feel would be appropriate selections if the <br />Council chooses to consider them. These names are as follows: R.E.B. Steward; James Bolding, <br />Commander, USCGR; William Webster, Commander, USCG, Commanding Officer, PortSmoBth Coast Guard <br />Base; Paul Stokeley; Robert C. Cosby; Captain Bernard Freund; Charles Bartlett; Donald Porter; <br />John Chlppelear; William E. Doxey; Dana F. Gray; Clifford B. Mason. <br /> We would appreciate very much if you would give consideration to this request as we feel it is <br />of vital importance to our Board." <br /> <br />Motion of Mr. Barnes to refer to a conference was adopted, uithout dissenting vote. <br /> <br /> 67-375 - Mr. Haddon Chairman introduced Mrs. Richard Templeton who presented a plaque to the <br />City Council which was awarde~ Portsmouth in the Sister City program, for the best single <br />project of cities from 75,000 to 150,0~0 population. <br /> <br /> Mrs. Wm. B. Spong, Sr. presented a duplicate Plaque, which was received by the Council and <br />will be sent to Duned6n, New Zealand. <br /> <br /> Motion of Mr. Barnes that a proper resolution be prepared for p~epared for presentation at the <br />Council meeting on December 26th, ~as adopted, without dissenting vote. <br /> <br /> <br />
