<br /> 67-542 - The following ordinance, approved-on first reading at last meeting, was taken up
<br />and read:
<br />
<br />"AN ORDINANCE TO CLOSE A PORTION OF MULBERRY STREET"
<br />
<br />On motion of Mr. Johnson, the ordinance was adopted, and by the following vote:
<br /> Ayes: Smith, Barnes, Eastes, Johnson, King, Knight
<br /> Nays: None
<br />
<br /> 67-326 - 5~otion of Mr. Knight to go into the election of a member of the Law Library
<br />Board, was adopted.
<br />
<br /> Mr. Knight nominated Mrs. W. E. Waters to succeed herself as a member of the Law Library Board,
<br />for a period of four years, was adopted,
<br />
<br />On motion, nominations were closed.
<br />
<br /> Vote being taken, Mrs. Waters was elected a member of the Latz LihrarySBoard, for the term
<br />specified.
<br />
<br />-NEW BUSINESS-
<br />
<br /> 67-363 - The following letter from George Norman Ripley was read, and on motion of Mr.
<br />Barnes, was referred to t~e file with other applications for the position of Justice of the
<br />Peace:
<br />
<br /> "I huunbty request consideration for the appointment of Justice of the Peace for the City of
<br />Portsmouth, Virginia.
<br /> I am at the present time employed ~y the Virginia Alcoholic Beverage Control Board as a
<br />clerk at store No. 110 at 823 High Street, Portsmouth.
<br /> I was self employed in the field of law enforcement for approximately twenty years."
<br />
<br />67-364 - The following letter from the Director of Planning was read:
<br />
<br /> "At its r~gular monthly meeting on December 5, 1967, the City Planning Commission publicly
<br />reviewed and resolved to recommend approval of '~benezer Plaza" in the Weaver Redevelopment Project
<br />as a "group housing project" as per the site plan submitted."
<br />
<br /> Motion of Mr. Barnes to approve the recommendation of the Planning Commission, was adopted,
<br />without dissenting vote.
<br />
<br />67-565 - The following letter from the Director of Planning was read:
<br />
<br /> "At its regular monthly meeting on December 5, 1967, the City Planning Commission gave
<br />further consideration to street closure oetitio~s S-67-6 and S-67-7, both of which had been
<br />recommended earlier this year.
<br /> The Planning Commission resolved to stand by its recommendation that Hanover Street (S-67-~) between
<br />South Street and the railroad be closed. In doing so, the Commission concurred with our
<br />Recreation Department that opening this segment of Hanover Street into the new playfield at
<br />a curve in the railroad track would represent poor design.
<br /> The Planning Commission resolved to withdraw its earlier recommendation concerning
<br />Lancaster Avenue between South and Columbia Streets {S-67-6)."

<br /> On motion of Mr. Barnes, submitted to the City Attorney for redrafting, without dissenting
<br />vote.
<br />
<br /> Motion of Mr. Knight to suspend the rules to hear from Dean Sword, of Earl Drum 6~mpany~ was
<br />adopted.

<br />67-366 - The following letter f~om the Planning Director was read:
<br />
<br /> "At its regular monthly meeting on December 5, 1967, the City Planning Commission resolved to recom-
<br />mend closure of all streets in the bed of the Riddick-Weaver ElemeDtary School site which is
<br />situate in the Weaver Redevelopment Project.
<br /> These "paper" streets are identified as such on the plat of the Weaver Redevelopment
<br />Project which has now been recorded.
<br /> This is one of several actions which will lead to an early closing out of this redevelopment
<br />authority undertaking."
<br />
<br />Motion of Mr. Eastes to refer to the City Attorney, was adopted, without dissenting vote.
<br />
<br /> 67-367 - The following letter from Harvey N. Johnson, Jr., Member, 5oard of Directors,
<br />Tidewater Fair Housing, Inc. was read:
<br />
<br /> "This is to request that Tidewater Fair Housing, Incorporated be placed on the agenda of
<br /> the December 12th, 1967, City Council meeting for the purpose of presenting a resolution on
<br /> Fair Housing to the Honorable Council."
<br />On motion of M~. Barnes, rules were suspended to hear ~{r. Jo~hnson, who spoke and presented the following resolution:
<br /> '*WHEREAS, Tidewater Fair Housing, Incorporated has become increasingly aware of areawide complaints
<br /> of discrimination in the sale and rental of housing fruits; and
