January 23, t~68

During 1967, the average pick-up per warden was 508 dogs. -The picking up of
cats is extremely time consuming, as it is necessary in 90% of the cases to set a trap
and then the warden may have to visit that trap five or six times before making a catch.
The time required to investigate dog bites sometimes takes two or three
days, and .if it is necessary that the dog be quarantines,, the wardens have to make
periodic checks to insure that the o~mer is complying with the City Code. Each morning
the three game wardens are required to check certain ~cBools where dogs are known to gang
up. Gangs of dogs roaming the street are most difficult to cat&n, as they are half wild
and many times, it takes all three wardens to eliminate one gang.
Another time consuming function of the game warden is the issuing of a summons
for a person who does not comply with the law. During 1967, the wardens issued
191 summons. In each of these cases, the issuing warden ~ad to appear in court as a witness.
For your information, the following statistical data is submitted concerning
the activities of the game warden for the year 1967.

Dogs picked up 1,525
Cats .... 215
Others" 29
Quarantined dogs 91
" cats 32
hamsters 1
rats 2
Complaints received at shelter 337
"police HQ 9,686
Bi~es 743
Tags checked 1,284"

Motion of Mr. Johnson zo receive.:as information was adopted, without dissenting vote,

-UNFINISHBD BUSINESS-

68-2 - The following ordinance, approved on first reading at last meeting, was taken up and
read:

"AN ORDINANCE IMPOSING ASD COLLECTING TAX~S ON REAL ESTATE, TANGIBLE PERSONAL PROPERTY, AND
MACHINERY AND TOOLS WITHIN THE LIMITS OF THE CITY OF PORTSMOUTH, VIRGINIA, FOR THE PURPOSE
OF RAISING REVENUE FOR THE SUPPORT OF THE GOVE~NblENT AND THE PUBgIC FREE SCHOOLS AND TO PAY
INTEREST AND SINKING FUND"

On motion of Mr. King, the ordinance was adopted, and by the following vote:
Ayes: Smith, Johnson, King, Leery
Nays: None

68-5 - The following ordinance approved on first reading at last meeting, was taken up and
read:

"AN ORDINANCE IMPOSING TAXES ON SHARES OF STOCK OF BANKS LOCATED IN THE CITY OF
PORTSMOUTH FOR THE YEAR 1968 AND &NNUALLY THEREAFTER, FIXING THE RATE AND REOUIRING
THE PAYb~NT THEREOF, REQUIRING CERTAIN REPORTS, AND PRESCRIBING PENALTIES F0~ THE VIOLATION
THEREOF"

On moti6n of Mr,
Ayes:
Nays:

Leafy, the ordinance was adopted, and by the following vote:
Smith, Johnson, King, Leafy
None

68-4 - The following ordinance, approved on first reading at last meeting, was taken
up and read:

"AN ORDINBaNCE TO APPROPRIATE $55,597.99 FROM THE GENERAL CAPITAL IMPROVEMENT FUND FOR A
TEMPORARY LOAN TO THE PORTS.MOUTH PORT AND INDUSTRIAL CO~IqlSSION"

On motion of Mr. Johnson, the ordinance was adopted, and by the following vote:
Ayes: Smith, Johnson, King, Leary
Nays: None

68-5 - The following ordinance, approved on first reading at last meeting, was taken up and
read:

"AN ORDINANCE TO AbIEND SECTION 411.2 OF THE BUILDING CODE OF THE CITY OF
PORTSMOUTH, 196~, PERTAINING TO THE PROCESSING, MANUFACTURING OR STORING OF CERTAIN
HAZARDOUS MATERIALS"

On motion of Mr. Leary, the ordinance was adopted, and by the following vote:
Ayes: Smith, Johnson, King, Leafy
Nays: None

-NEW BUSINESS-

68-25 - ~]e following letter from '.Bi. Ellis was read, and on motion of Mr. King,
referred to the City Manager.

"This letter is in reply to work done in 3500 block of Nelson Street on the 17th of January.
I was really dominated by the bact that so little was done. The complete block was not done on
either side of the street. One side had two ears on it. The side on which I live, could have
been done the same all the way. The whole length of Nelson Street is about 5 blocks. From 5400
to the west end wasn't touched and please remove those railroad ties on the east end of Nelson Street
