February 13, 1968 <br /> <br /> 68-26 - Motion. of Mr. Eastes that Paragraph 4 of the resolution concerning Sunday Blue Laws, adopted <br />December 26th~ 1967, be amended to read as follows was adopted, w~thout dissenting vote: <br /> <br /> "NOW, THEREFORE BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that it <br />hereby recommends that the General Assembly study the "Sunday Blue Laws" of Virginiaand take <br />action to make them apply in f~irness to all citizens of Virginia" <br /> <br />-NEW BUSINESS- <br /> <br /> 68-36 - Motion of Mr. Eastes to go into the election of a member to the Portsmouth Port <br />and Industrial Commission was adopted. <br /> <br /> Mr. Barnes nominated E. Saunders Early. to succeed himself as a member of the Commission <br />for a term of four years ending December 31, 1971. <br /> <br /> On motion of Mr. Knight, nominations were closed. <br /> <br />Vote being taken, Mr. Early was elected for the term specified. <br /> <br /> 68-37 - Motion of Mr. Barnes to go into the election of two members to the Health, Welfare and <br />Recreation Planning Council of th~ Portsmoukh Area, Inc., was adopted. <br /> <br />Mr. Barnes nominated Rev. Charles C. Vache and v0n L. Piersall. <br /> <br />On motion of Mr. Eastes~ nominations were closed. <br /> <br />Vote being taken, Raw. Vache and Mr. Piersall were unanimously elected members of the Council. <br /> <br />68-58 - The following letter from the Director of Planning mas read: <br /> <br /> "At its regular monthly meeting on February 6, 1968, the City Planning Commission unanimously <br />resolved to recommend closure of the following paper s~reet segments, subject to retention of <br />necessary Utility easements: <br /> S-68-1 Attorney Donald Kilgore petitions for closing sev~n paper street segments in the <br />undeve-T6'~Washington H~ights subdivision which lies between Greenwood Drive and Interstate 264, <br />between the former municipal land fill and the Bonneville Apartments development; Cutoff Avenue, <br />Reed Avenue, Newbie Avenue, Moore Avenue, Elliott Avenue, Grogan Avenue and Jackson Avenue. <br /> There is an electric power line and a water line in part of Grogan Avenue. This area is <br />zoned Residential R-75 and lies across Greenwood Drive from the new Lake~iew Elementary School." <br /> <br />Motion of Mr. B~rnes to refer to the City Attorney was adopted, without dissenting vote. <br /> <br />68-59 - The following letter from the Director of Planning was read: <br /> <br /> "At the regular monthly meeting on February 6, 1968, the City Planning Commission unanimously <br />adopted the attached resolution related to a development plan for the area recently, annexed. <br /> The Planning Commission and the Churchland Area Citizens Planning Advisory Committee and their <br />planning specialists are pmepared to present this matter formally for your consideration at an <br />advertised public hearing during your regular meeting of Feb~aary 27, 1968. <br /> These two public agencies are pleased with the planning progress made to date since the annexation <br />and are. ~ady to tackle, as the related next step, consideration of an interim zoning of the <br />annexation area during the month of March." <br /> <br /> Motion of Mr. Kni~ht to receive as information and refer to a conference of the Council, was <br />adopted, vithout dissenting vote. <br /> <br />68-40 - The following letter from the Planning Director was read: <br /> <br /> "At its regular m0~thly meeting on February 6, 1968, the City Planning Commission unanimously <br />endorsed the following resolution: ~ <br /> WHEREAS, the Churchtand Area Citizens Advisory Planning Committee with professional and technical <br />assistan-~'~'~s prepared and submitted a comprehensive development proposal f~r the area annexed bythe <br />City of Portsmouth on January 1, 1968; in the form of graphic and written recommendations for <br />future !and use, population density, freeways~ highways, major arterials, collector s~reets, <br />public facilities, schools, recreation areas, utilities, quasi-public institutions and community <br />facilities; has accomplished this remarkable fete in so short a period of time; and has done an admirable <br />job worthy of commendation; and <br /> ~EREAS, it will be necessary during the year 1968 to update and overhaul our entire Comprehensive <br />P!~n~City Of Portsmouth pursuant to reqUirements of ~he Code of Virginia and Workable Program <br />for Community Improvement stipulations of the U. S. Department of Housing and-Urban Development; <br />now, therefore, after having had an advertised public hearing this day as required by the Code of Virginia; <br /> BE IT RESOLVED BY THE CITY PLANNING CO~ISSION OF PORTSMOUTH, VIRGINIA: <br /> THAT, the Commission recognizes the need for detailed study of both the Western Freeway and the <br />realignment and reconstruction of t~est Norfolk Road which, {o~ ~ considerable distance, follow a <br />joint artMri~l-radial corridor and function to facilitate the s~r~e basic traffic flow pattern from <br />West Norfolk to Churehland, and that such an engineering study be initiated at the earliest possible <br />date so that a better understanding of this arterial highway need can be detailed and incorporated <br />in p~lic works improvement and d~ital budget documents now contemplated." <br /> <br /> Motion of Mr. Eastes to receive as information and to refer to the City A~torney to prepare a <br />resolution to be pMM~n~ed to?the!C6unci!~was adopted, without dissenting vote. <br /> <br /> <br />
