<br />At a regular meeting of the City Council, held on March 12, 1968, there were present:
<br />
<br />R. Irvine Smith, Jack P. Barnes, George Eastes, Burrell R. Johnson, Isaac W. King, W. T. Leery,
<br />A. P. Johnson, Jr., City Manager, b!. A. Korb, Jr., City Attorney, and R. D. Ottavio, City
<br />Auditor.
<br />
<br />The meeting was opened with prayer by Rev. lgiltiam M. Boyce, Jr., pastor of First Presbyterian
<br />Church.
<br />
<br />~linutes of regular meeting held on February 27, 1968, were read and approved.
<br />
<br />The following reports from the City ~4anager were read:
<br />
<br /> 68-71 - "I submit the attached ordinance and recormend it be placed on first reading. This authorizes
<br />the issuance of $600,000 of bonds for annexation expenses. A previous ordinance has been adopted,
<br />authorizing the issuance of $7,400,000, making a total of $8,000,000 in bonds to be issued. These bonds
<br />will cover the temporary notes of $7,000,000 issued in Dece~oer of 1967, paid to the City of Chesapeake
<br />for public buildings, sewers and etc. in the area annexed. The additional $1,000,000 covers the cost
<br />of the annexation suit, temporary note interest, purchase of fire apparatus and other automotive equipment
<br />for the variousdepartments.
<br />
<br /> This has been approved by the Bond Conunission with the recommendation that the bonds be
<br />sold as soon as possible."
<br />
<br /> On motion of Mr. King, the following ordinance was approved on first reading, without d~ss~at~ng
<br />vote:

<br />";~ ORDINANCE AUTHORIZING THE ISSUANCE OF SIX HUNDRED THOUSA~D ($600,000:00) De~A~g OF BONDS~
<br />OF THE CITY OF PORTSMOUTH, VIRGINIA, TO BE KNOWN AS GENERAL OBLIGATION BONDS, FOR TItE PURPOSE
<br />OF PROVIDING FUNDS TO PAY THE EXPENSES INCURRED AS A RESULT OF THE RECENT ANNEXATION PROCEEDINGS
<br />AND TO PURCHASE FIRE EQUIPMFJqT, SCHOOL BUSES AND VOTING MACHINES FOR USE IN THE TERRITORY
<br />ANNEXED TO THE CITY OF PORTSMOUTH ON J;uNUARY 1, 1968U
<br />
<br /> 68-72 - "I submit the attached ordins_nce and recommend it be placed on first reading. This changes
<br />the various street names in the city, including the area recently acquired, to eliminate duplication.
<br />
<br /> This action is necessary to improve the operations of the Public Safety Departments,
<br />Public Service Departments, as well as assisting the Post Office in the delivery of mail. It is also
<br />important that this be done at this time in order that the telephone directory will contain thepF~per
<br />street names when it is distributed in May of this year."
<br />
<br />On motion of Mr. King to suspend the rules to hear Reese L. Wickers was adopted.
<br />
<br />Mr. Wickers requested that Western Branch Boulevard (Route 17) retain that name.
<br />
<br /> On motion of bIr. Johnson, the following ordinance was approved on first reading, w~thout dissenting
<br />vote:
<br />
<br />"AN ORDINANCE TO CHggqGE THE NAMES OF CERTAIN STREETS HEREIN DESCRIBED"
<br />
<br /> 68-73 - "I submit~:th~ attached ordinance and recommend it be placed on first reading. This
<br />appropriates $9,500 for the purchase of property at 170 Jackson Avenue in Pinners Point. This property
<br />is tO be used in connection with the development of the new Marine Terminal."
<br />
<br /> On motion of Mr. Barnes, the following ordinance was ~Dproved on first reading, without dissenting
<br />vote:
<br />
<br />"AN ORDINANCE TO APPROPRIATE ~9,500.00 FROM ~tE GENERAL CAPITAL I~IPROVEMENT FUND FOR THE
<br />PURCHASE OF 170 JACKSON AVENUE IN PINNERS POINT"
<br />
<br /> 68-74 - "I submit the attached resolution and recommend its adoption. This revokes the arbitration
<br />provisions of [he water contract Wi~the ~ity of Suffolk and terminates the contract as of March 50, 1973.
<br />It further authorizes the City Manager to negotiate a new contract with the City of Suffolk.
<br />
<br /> This action is being taken on the advice of special legal counsel employed by the City of
<br />Portsmouth. There are also questions of legality of the contract as to the City Cotmcil' having the
<br />right to delegate rate setting and also as to the term of the contract.
<br />
<br /> It is believed that it is in the best interest of the City of Portsmouth that a new contract
<br />be negotiated."

<br />On motion of Mr. Eastes, the following resolution was adp~ted:

<br />"A RESOLUTION DECLARING THE ARBITRATION PROVISIONS OF THE PORTSMOUTN-SUFFOLK WATERS~R~E
<br />CONTRACT DATED MARCH ~8¢~1920, REVOKED AND ~NNULLED, TE~,{INATtNG SAI~CONTRACT EFFECTIVE
<br />MARCH $0, I973, AND AUTHORIZING THE .CITY ~IANAGER TO NEGOTIATE A NEW CONTRACT~
<br />
<br /> "WHEREAS, the City of Portsmout~ is furnis~ingwater to the City of Suffolk and its inhabitants
<br />pursuant to a contract between the tw~ Cities dated March 30, 1920; and
<br />
<br /> ¢~EREAS~ the City of Portsmouth has received notice that the Council of theCCity of Suffolk deems
<br />the rates currently charged for wgterto consumers in the City of Suffolk to be excessive, and that the
<br />Councilo6ff~eCCi~yc:~f~8df~tk~d~g~es that suck rates be submitted to and determined by arbitration;
<br />and the Council of t~?e City of Suffolk has,accordingly requested the Council of the City of Portsmouth
<br />to appoint~an arbitrator; and
