68-97 <br /> <br />ANNEXATION AREA ZONING <br /> <br />"At its regular meeting on Tuesday evening, March 26, 1968, at 7:30 P.M., the Portsmouth <br />City Council will hold an advertised public hearing on amending, the Zoning Map portion <br />of the Zoning Ordinance relative to the area annexed on January 1, 1968. The City <br />PRanning Commission on March S, 1968, held an advertised public hearing on a proposed <br />Zoning Map amendment which was published in full in the Virginian Pilot on February 18 <br />and February ~S, 1968, and after making a few minor adjustments in zoning district <br />boundary lines resolved to recommend approval." <br /> <br /> No one spoke on the matter. <br /> <br />On motion of Mr. Jphnson, the following ordinance was approved on first reading, without dissenting <br /> <br />vote: <br /> <br />"~N ORDIN~qCE ADOPTING THE ~%~EXATION AREA INTBR!M ZONING MAP AS ~{ ~qBNDb.~EN~ TO THE OFFICIAL <br />ZONING MAP OF THE CITY OF PORTSMOL~H." <br /> <br />68-97 - Zon%n~ Petition Z-68-7 - Robert A. Jones <br /> <br /> No one spoke in regard to the application. <br /> <br />On motion of Mr. Knight, the following ordinance was approved~on first reading: <br /> <br />"ZONING A~;~HNDMENT ORDIN~'JCE Z-68-7" <br /> <br />Zpp,~F,g Petit},pF Z-~8-8 - Fine and Salzberg, Inc. <br /> <br />James Ballentine of 712 Pacific Avenue, spoke in opposition. <br /> <br /> Motion of Mr. Barnes to concur in the Planning Co~ission reconmendation to deny the permit, was <br />adopted, without dissenting vote. <br /> <br />Zg~ing Petition Z-68-10 - Washington Heights Properties Corporation. <br /> <br />No one spoke in regard to the application. <br /> <br />On motion of Mr. Barnes, the following ordinance was approved on first mead~, without-dissenting vote: <br /> <br />"ZONING AMEND[qENT ORDIN~iNCE Z-68-10" <br /> <br /> 68-97 - Motion or, Mr. Johnson that all changes in the land use map of the annexed area be referred <br />to the Planning Commission for hearing consideration and report back to the Council, was adopted, without <br />dissenting vote. <br /> <br /> 68-98 - The following report from tile Churchland Area Citizens Advisory Planning Committee was <br />presented by Robert A. Wentz, Chairman: <br /> <br /> "On behalf of the Churchland Area Citizens Advisory Planning Committee, I would like to thank you <br />for providing this opportunity to make our committee's final report to the Council. <br /> <br /> As you know, the committee was appointed by the Council on October 10, 1967, to ~serve until b{arch3$%, <br />1968. The Council specifically charged the committee with looking into matters which would assist in <br />effecting an orderly transition of the annexed area into the City of Portsmouth. The committee wishes to report <br />the following has been accomplished. <br /> <br /> 1. Street Names: The Council has acted, or is in the process of acting, on the appropriate ordinance <br />required to r~duce th~ '~onflicts in street names which have arisen as a result of annexation. After holding <br />public hearings of its own, the committee is keenly aware of the sensitive nature of this subject. We wish <br />to commend the Council for its response to pub. lic interest in this matter. The decisions made by the Council <br />were most difficult, however, in the opinion of the committee, they were fairly and satisfactorily arrived <br />at. <br /> <br /> 2. Public Improvements and Community Facilities: Work in these areas mainly involved close c8-ord~na- <br />of our committee with the Various departments of the City,namely - The City M~nager, The Public Works <br />Department, The Water Department, The Recreation Department, and The Police and Fire Departments. In every <br />instance, we received the full co-operation of the department or individual involved. Progress has and is <br />continuing to be made. The extension of Public Improvements and Community Facilities into the annexed area can <br />only be reported to you as being excellent. <br /> <br /> 3. Public Schools: Probablx the most important area in which our committee worked was on matters <br />relating to '~he public'schools. The problems here are complex. The Portsmouth City School Board and the <br />Superintendent of Schools have been responsive to our advice and questions. We should like to ex?tess our <br />appreciation for their interest and co-operation. The committee is aware of the recent action of the City <br />Council in granting substantial salary increases ~oPortsmouth's school teachers. The benefits Of this action <br /> will accrue not only to the annexed area, but to the entire city. The committee strongly feels that the key <br />~o the future of our city will be found in the adequacy of our public schools. We look fo~ard to helping <br />build for Portsmouth the finest academic facilities possible. <br /> <br /> 4. Comorehensive Development Rlan and Zoning: The comprehensive land use elan developed by our <br />committee and ~he ~elated zoning ordinance adopted by the Council will have the mo~t far reaching affect on <br />the annexed area. The co~mittee was careful to insure that the development plan reflected the expressed <br />desires of the vast majority of the residents of the area. The adoption of the plan with only minor technical <br />changes has.brought the City Council accolades of praise and compliment. No other single act has done more <br />to improve the atmosphere surrounding annexation. <br /> <br /> <br />
