<br />At a regular meeting of the City Council, held on May 28, 1968, there were present:

<br />R. Irvine Smith~ Jack P. Barnes, George D. Eastes, Burrell R. Johnson, L. L. Knight, A. P. Johnson, Jr.,
<br />City Manager, M. A. Korb, Jr., City Attorney, R. D. Ottavio, City Auditor.
<br />
<br />The meeting was opened with prayer by Rev. William J. Ridenhour, pastor, St. ,%ndrew Lutheran Church.
<br />
<br />Minutes of regular meeting of May 14, 1968 and special meeting of May 17, 1968 were read and approved.
<br />
<br />68-166 - The following public hearing on zoning was held:
<br />
<br />Proposed amendment to Section 4-8 [b) pertaining to uses whihh may be permitted ¢~on the granting
<br />of a use permit in the Residential R-I50 zoning district: Florists, ~lursery and garden centers:
<br />greenhouses, cultivation and propagation facilities and warehousing for wholesale and related
<br />retail trade pertaining thereto.
<br />
<br /> On motion of Mr. Johnson, the following ordinance was approved on first reading, without dissenting
<br />vote:
<br />
<br />"AN ORDINkNCB TO ~4END SECTION 4-8 OF THE ZONING ORDINANCE OF THE CITY OF PORTSMOUTH, 1961, ESTABLISHING
<br />FLORISTS AND RELATED BUSINESS ACTIVITIES AS PERMITTED USES IN THE RESIDENTIAL R~iSO ZONING DISTRICT"
<br />
<br />Pronosed amendment to Section 2-1 pertaining to addition of a new zoning district: Residential
<br />R-100, single family, allowing for lots of 10,000 square feet with~Iuses permitted per se and by
<br />use permit and minimum yard requirements identical to Residential R-150 specifications.
<br />
<br />On motion of ~Ir. King, the following ordinance was approved on first reading, without dissenting vote:
<br />
<br />"AN ORDINANCE TO AMEND THE ZONING ORDINANCE OF THE CITY OF PORTSMOUTH, 1961, BY ~]ENDING SECTION 2-1
<br />THEREOF AND BY ADDING THERETO TWO NEW SECTIONS N~{BERED 4-8.1 AND S-6.1, CREATING A NEW RESIDENTIAL
<br />ZONING DISTRICT, DESIGNATED RESIDENT!AL R-100 AND ESTABLISHING THE REQUIREMENTS THEREOF"
<br />
<br />The following renorts from the City Manager were read:

<br /> 68-167 - "I submit the attached ordinance and recommend it be placed on first reading. This amends
<br />Section 25-5 of the City Code relating to golf~ees at the City Park Golf Course.
<br />
<br /> It increases the fees for weekday play from $1.00 to $1.50. The week~nd and holidays rate from $1.50
<br />to $1.75 a~d the annual fee from $50.00 to $60.00. This w{ll be effective June 15~~'
<br />
<br /> On motion of Mr. Knight~ the following was approved on first reading, without dissenting vote:

<br />TO ~{E FEES TO BE CHARGED FOR PLAYING GOLF AT THE CITY PARK GOLF COURSE"

<br /> 68-168 - "I submit the attached resolution anddrecommend its ado.tion. .This authorizes the ad-
<br />vertising for bids for $8,000,000 of temnorary loans.
<br />
<br /> These notes are to be issued for a neriod of one year and are to be payable from bond proceeds when
<br />the bonds are issued within the one year neriod. They will replace the current temporary notes that are
<br />due June 18, 1968.
<br />
<br /> The issuance of these notes is necessary as we recently rejected the bSds on the General Obligation
<br />Bonds due to the high interest cost."
<br />
<br />On motion of Mr. Eastes, the following resolution was adopted, ~thout dissenting vote:

<br />"A RESOLUTION AUTHORIZING THE BORROWING OF $8,000,000 A~ ~CHE ISSUANCE OF T~PORARY LO~N NOTES OF THE
<br />CITY OF PORTSMOIfrH THEREFOR PENDING THE-ISSUANCE AND SALE OF BONDS HERETOFORE LEGALLY AUTHORIZ~D'BUT
<br />NOT ISSUED OR SOLD
<br />
<br /> ~MEREAS, By Ordinance No. 1967-95, adopted October 1% 1967 the City of Portsmouth was authorized to
<br />issue $7,400~000.00 of General Obligation Bonds for the purpose of providing funds to comply with the o~der
<br />entered in the Circuit Court of the City of Chesapeake on October 2, 1967, annexing certain territory to the
<br />City of Portsmouth effective January 1, 1968; and
<br />
<br /> t~EREAS, by Ordinance No. 1968-20, adooted March 26, 1968, the City of Portsmouth was authorized to issue
<br />$600,000.00 of General Obligation ~ends for t~e purpose of providing funds to pay the expenses.incurred as
<br />.a result of the recent annexation proceedings and to purchase fire e~uioment, school buses and ~oting
<br />machines for use in the said annexed territory; and
<br />
<br />~{EREAS, the bonds authorized by the aforesaid ordinances have not been issued or sold; and
<br />
<br /> ~REAS, i3 is necessary to borrow, heading the issuance and sale of such bonds, the money necessary to
<br />meet the city"sobligations in connecti~n~ith the pu~'Poses for which the said bonds were authorized.
<br />
<br />NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia:
<br />
<br /> SECTION !. Pending the issuance and sale of the bonds authorized by Ordinance No. 1967-95, adopted
<br />October 1% 1967, and by Ordinance No. 1968-20, adopted March 26, 1968, full power and authority is here-
<br />by given the City Manager of the City of Portsmouth to prepare and issue t~mpora~y loan notes in the form
<br />hereinafter prescribed and for the sum of $8~00%~98,00 in the aggregate. The said City Manager is author-
<br />ized to cause to be printed on the back of each of said notes a copy 'of the complete final legal opinion with
<br />respect to said notes, with the name of the attorney or attorneys rendering same, together with a certificati(
<br />of the City Clerk, evidenced by the facsimile signlature of that officer, to the effect that the copy is a true
<br />and correct copy of the legal opini;on which was dated as of the date of delivery and payment of the notes.
