June 11. 1968 <br /> <br /> The pay plan for other City employees does not provide for any automatic increases. It does provide <br />steps for an employee to be promoted within his or her pay classification, based on merit. This applies to <br />both monthly and hourly employees, Under this plan also pay increases will be effective only as of July 1, <br />the beginning of each budget year. <br /> <br /> Of this budget, approximately 70% is in fixed items that the Council cannot control, such as Welfare and <br />Retirement. The Welfare appropriation is increased by $537,063, and is caused by changes in payment formulas <br />to recipients as dictated by the State and Federal Governments. Included in this increase is $30,000 for the <br />Food Stamp Program. <br /> <br /> The School budget amounts to $12,817.250 or 49% of the total budget. This also provides a pay increase for <br />all school employees other than teachers. The teachers' salary scale was approved earlier with a beginning <br />rate of $6,000 annually. <br /> <br /> The school budget is increased by $$,090,190 while the total of increases for the balance of the City <br />departments amounts to $1,S66,761. Even with this increase it is believed by the School officials that their <br />budget is very conservative and question whether they can operate properly without additional funds. <br /> <br /> The increase in the budget other than schools is created by increased costs in Welfare, Debt Service, <br />Social S~curity and R~tirement, Port Commission and salary and wage increase. Percentage-wise, the budget <br />is broken down to departments as follows: <br /> <br /> Legislation <br />Executive <br />Department of Law <br />Department of Finance <br />Judicial <br />Department of Public Health <br />Department of Public Welfare <br />Department of PUblic Safety <br />Department of Public Works <br />Department of Recreation <br />Library <br />Boards and Commissions <br />Non-Departmental <br />Debt Service <br />Education <br /> <br /> .1% <br /> .2% <br /> .2% <br /> 4.5% <br /> 2.3% <br /> .6% <br />11.8% <br />12.7% <br /> 9.5% <br /> 2.0% <br /> .5% <br /> .3% <br /> 1.4% <br /> 4.5% <br />49.4% <br /> <br /> I recommend that the attached ordinance appropriation hmds for the General Fund, City GarageFFund, <br />Sewage Disoosal ~und, amd the Law Library Fund be placed on first reading. <br /> <br /> I also recommend that the attached ordinance appropriating funds for the General CapStal Improvement <br />Fund be ~placed on first reading." <br /> <br /> On motion of Mr. Knight the following ordinance was approved on first ~eading, with nne dissenting <br />vote, that of Mr. Smith: <br /> <br />"AN ORDINANCE TO APPROPRIATE FINDS NECESSARY FOR OPERATION OF THE CITY GOVERnmENT FOR AND <br />DURING THE FISCAL YEAR BEGINNING JULY 1, 1968, AND ENDING JUNE 30, 1969." <br /> <br /> 68-189 - "I submit the attached ordinance and recommend it be nlaced on first reading. This establishes <br />a new pay schedule for all City employees other than emembers of the Fire and Police Dep~rtments. These <br />new rates are to be effective July 1, 1968. <br /> <br /> This provides for an average of 7% increase for employees. It further establishes a minimum wage scale <br />for hourly employees who have been employed at least six months of $1.60 an hour, which is the Federal <br />minimum wage." <br /> <br />On motion of Mr. Leafy, the following ordinance was approved on first reading, without dissenting vote: <br /> <br />"AN ORDINANCE PROVIDING FOR THE CLASSIFICATION OF EMPLOYMENT AND A COMPENSATION PLkN FOR <br />EMPLOYEES OF THE CITY OTHER THAN FIREMF~ ~MD POLICEMEN." <br /> <br /> 68-190 - "! submit the attached ordinance and recommend it be placed on first reading. This establishes <br />a new pay schedule for the Fire and Police Departments to be effective July 1, 1968. <br /> <br /> This establishes a one through 6 year step increase in lieu of the one through 10 year now in effect. <br />The beginning pay for entrance into these departments will be $5,400 annually. <br /> <br /> This ordinance further provides that at any time police or firemen are nlaced on a special assignment duty, <br />they will be paid at the rate of $2.50 an hour for the time spent on such du%y." <br /> <br /> On motion of ~{r. Eastes, the~following ordinance was approved on first reading, without dissenting <br />vote: <br /> <br />"~ ORDINANCE PROVIDING FOR THE CLASSIFICATION OF EMPLOYb{ENT AND A COMPENSATION PLAN FOR <br />FIREMEN AND POLICEMEN OF THE CITY OF PORTSMOUTH." <br /> <br /> 68-191 - "I submit the attached ordinance and reconumend it be olaced on first reading. This appropriates <br />$20,000 for the operation of the Youth C6.~]p~f6~t~¢.stt~mer of 1968~. <br /> <br /> This will employ 57 youths plus three supervisors. T~ey will be employed for an eight week period and <br />be paid $1.25 an hour. They will work under the supervision of the Parks Department." <br /> <br /> On motion of Mr. Barnes, the following ordinance was approved on first reading, without dissenting <br />vote: <br /> <br /> <br />
