<br />"A RESOLUTION OF AMEND SECTION 2 OF THAT CERTAIN RESOLUTION ENTITLED 'A RESOLUTION AUTHORIZING THE
<br />CONVEYANCE OF CERTAIN LANDS TO THE PORTSMOUTh[ PORT AND INDUSTRIAL COMMISSION; ;AUTHORIZING THE PROPER
<br />OFFICERS OF THE CITY OF PORTSMOUTH TO NEGOTIATE WITH THE VIRGINIA STATE PORTS AUTHORITY CONCERNING
<br />AMENDMENTS TO TNE AGREEMENT OF LEASE DATED AS OF JULY 1, 1968, BETWEEN THE CITY AND SAID AUTHORITY;
<br />REQUIRING CERTAIN PAYMENTS TO THE CITY OF SAID COMMISSION; AND PROVIDING FOR CERTAIN PAYMENTS BY THE
<br />CITY TO SAID CO~MISSION FROM MONEYS RECEIVED BY THE CITY FROM SAID AUTHORITY OR FROM THE STATE OF
<br />VIRGINIA', ADOPTED FEBRUARY 2, 1968 PERTAINING TO THE PROPERTY TO BE CONVEYED.
<br />
<br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF PORTSMOUTH, VIRGINIA:
<br />
<br />That section 2 of that certain resolution entitled "A resolution authorizing the conveyance of certain
<br />lands to the Portsmouth Port and Industrial Commission; authorizing the proper officers of the City
<br />of Portsmouth to negotiate with the Virginia State Ports Authority concerning amendments to the
<br />agreement of lease dated as of July 1, 1966, between~the City and said A~thority; requiring certain
<br />payments to the City by said Commission; and providing fo~ ce,rtain payments by the City to said
<br />Commission from moneys received by the City from said Authority or from the State of Virginia",
<br />adopted February 2, 1968, be amended to rea~ as follows:

<br />Section 2. Anthorization of Conveya~e of Land. There are hereby- authorized to be conveyed to the
<br />Commission t~etwo parcels of land generally described as follows; together with all buildings,
<br />facilities, and improvements thereon:

<br />TRACT No. 1
<br />
<br /> For point of reference, commence at the point of intersection of the east line of Lee Avenue
<br />with a line parallel with and 6.50 feet, North 49 degrees 29'38" ~est, from the center line of
<br />the Seaboard Coast Line Railroad Company's (formerly Atlantic Coast Line Railroad Company] main track
<br />leading to Pinners Point; run thence North 49 degrees 50'55" Hast, parallel with the center line of
<br />said main track, 1222.99 feet to a point; thence North 49 degrees $2'22" East, 876.40 feet to a
<br />point; thence North 66 degrees 52'22" East, 1828.00 feet to a concrete monument, the Point of
<br />ginning.

<br /> From the Point of Beginning thus described, run North 67 degrees 08'22" East, 800.00 feet to a
<br />concrete monument; thence along the same course, 893.00 feet to a point; thence North 39 degrees
<br />40'06" East, 666,62 feet to a ooint on the pierhead line of the Elizabeth River; thence South 50
<br />degrees 19'54" East, 1508.01 f~et along the pierhead line of the Elizabeth River to its intersection
<br />with the pierhead line6of Scotts Creek; thence South 42 degrees 45'22" West, 420.26 feet along the
<br />pierhead line of Scotia Creek to another point on the pierhead line of Scotts Creek; thence South
<br />68 degrees S3'04" West, 1521.58 feet following the nierhead line of Scotts Creek to its terminal
<br />point; thence South 57 d~grees 45'04" ~est, paralle~ with the center llne of Scotts Creek channel,
<br />219.09 feet to a point; thence North 57 degrees 51'38" ~est, S64.91 feet to a concrete monument;
<br />thence along the same course, 979.65 feet to the Point of Beginning.

<br />
<br /> For point of reference, commence at the point of intersection of the east line of Lee Avenue
<br />with a line parallel with and 6.50 feet, North 40 degrees 29'58" West, from the center line of the
<br />Seaboard Coast Line Railroad Company's main track le~ing to Pinners Point; run then North 49 de-
<br />grees 50'22" East, parallel with the center line of said main tract, 1222.99 feet to a point; thence
<br />North ~ degrees 5~'22" East, 876.40 feet to a point; thence North 66 degrees 52'22" East, 1828.00
<br />feet to a concrete monument marking the westermost corner of TRACT No. 1; thence South 57 degrees
<br />51'58" East with the southwest line of said 65.511-acre tract of land 1544.56 feet to the south-
<br />westermost corner of said tract of land, the point of beginning.

<br /> From the point of beginning thus described, run North 57 degrees 51'58" West, along the south-
<br />west line of said 65.511-acre tract land, 555.96 feet to a point 50 feet $outheasteardly, measured
<br />at right angles, from the center line of the track #49 of said Railread Company; thence in a general
<br />southerly or southeasterly direction, parallel or concentric with the center line of said track #49
<br />at the center line of track #48 of said Railroad Company leading to the U. S. Naval Hospital,
<br />622.42 feet on a curve with a radius of 428.54 feet to the point of curve; thence South 54 degrees
<br />25'50" East 112.59 feet to a point South 57 degrees 45'04"; West 408.72 fee~tfrom the point of be-
<br />ginning; thence North 57 degrees 45'04" East, parallel with the center line of Scotts Creek chhnnel
<br />408.72 feet to the point of beginning.
<br />
<br /> Subject to the provisions of Section 4 her6of, the proper officars of the City are hereby authorized to
<br />execute the necessary instruments and deeds to effect the foregoing conveyances.
<br />
<br />2. Effectiveness of Resolution. This resolution shall take effect from its passage."
<br />
<br /> 68-289 - "The School Board has requested authorization to expend funds from State, Federal and other
<br />sources that are not included in the 1968-69 shhool budget. These would be various funds received under
<br />Federal School Programs and the funds are paid directly to the School Board.
<br />
<br /> This autkorization by the City Council is a Federal requirement and has been done annunlly by the City
<br />Council. I recommend that this authorization be granted."
<br />
<br /> Motion of Mr. Smith to concur in the recommendation of the City Manager was adopted, without dissenting
<br />vote.
<br />
<br /> 68-290 - "At a recent meeting of the City Council the question arose as to the need for additional
<br />minimmmhousing code inspectors and a more intensified inspection program.
<br />
<br /> Previous to that Council meeting and since, then, I have held numerous conferences with the Departments
<br />involved in enforcement of minimum housing standards. An intensive study was made of this matter and we
<br />believe we have been able to improve our inspedtion system without having to employ additional inspectors.
