<br />On motion of Mr. Smith, the ordinance was adopted, and by the following vote:

<br />68-535 - The following letter from J. Brewer Moore, Director of Planning, was read:
<br />
<br /> "At its regula~ monthly meeting on October 1, 1968, the City Planning Commission unanimously resolved
<br />to recommend closure of Fairfax Avenue from Jefferson Street to Oak Street pursuant to petition S~68-12
<br />submitted by Attorney George Minor. This is a paper street of undetermined width which has never-~
<br />improved.
<br />
<br /> bioreover, the Planning Commission resolved to recommend disposal of an adjoining gore~of property known
<br />as 54.1 and shown on Tax Plate 89. Apparently this property belongs to the City of Portsmouth and serves
<br />no usefull municipal purpose."

<br />On Motion of Mr. Eastes, referred to the City tttorney, without dissenting vote.
<br />
<br /> 68-$34 - The Chairman announced that the City Manager had conferred with representatives of several
<br />management consultant finns and had received proposals from them for a functional and operational s~udy of
<br />the Government of the ~ity of Portsmouth and recommended that the bid for the study be awarded the lowest
<br />bidder, Public Administration Service.
<br />
<br /> Motion of Mr. Johnson to concur in the recommendation of the City Manager was adopted, without dissenting
<br />vote.
<br />
<br />68-$~5 - The following letter from Henry C. 5~urden, City Clerk of Suffolk, Va. was read:
<br />
<br /> "Enclosed herewith is a certified copy of a resolution adopted by the Council of the City of Suffolk at
<br />its regular meeting on September 19, 1968~ which relates to arbitration of the current water c~ntraet.
<br />
<br /> The resolution is forwarded to you by registered mail, as due notice, pursuant to the concluding paragraph
<br />of the resolution.
