Therefore, it is my opinion that such a statute ~ould have to he general Ln nature, and this <br />would depend on whether such a provision would be acceptab~!e to otPrer local~iti~.~ <br /> <br /> Motion of Mr. ~mh~hon to refer to the Council Study of c~anges to be ~ggesZed to th~G~neral Assembly, <br />was adopted, without dissenting vote. <br /> <br />68-465 - The following letter from the City Manager was read: <br /> <br /> "Today the City received a check from Tidewater Professional Sports, Inc. in the mount of $1000.00 as <br />payment for the rent on the Frank D. Lawrence Stadium for the year 1969. This is in accordance with the <br />contract with the Tidewater Community Baseball Corp. <br /> <br /> The City signed this eight year contract with Tidewater Community Baseball Corp. knowing there would be a <br />loss in the operation of the stadium. However, it was the City,s desire to assist the BaSeball Cprp. in having <br />organized baseball in Por~smouth. <br /> <br /> According to recent newspaper articles the New YorkMet's will bring '~riple ~" baseball to Norfolk with <br />a new stadium to be built by 1970 in Norfolk. Further, the Met's are to operate in the Portsmouth Stadium durinl <br />the 1969 season. I am further advised that Tidewater Professional Sports, Inc. will he a party to the operation <br />of the "Triple A" baseball club in Norfolk, all of the above arrangements having been made without the knowledge <br />of any of the City officials of Portsmouth. <br /> <br /> I do not believe that his is the intention of the contract for the Portsmouth~adium between the City of <br />Por~smouth and the Tidewater Community Baseball Corp. <br /> <br /> I further believe that the City of Portsmouth should not ~uffer any fanancial loss in the operation of the <br />stadium for 1969 for the benefit of o~hers. <br /> <br /> I recommend that I be authorized to return the check to Tidewater Professional Sports, Inc. and advise <br />them that the contract is void." <br /> <br /> Motion of Mr. Holley to concur in the recommendation of the City Manager was adopted, without dissenting <br />vote - Mr. Smi~'abstaining. <br /> <br />68-~04 - The following letter from F. D. Hu~ter and others ~am read: <br /> <br /> "In September 1968 the City of Portsmouth issued an excellent document concerning the recent annexation <br />area: The Churchland Area Neighborhood Analysis. <br /> <br /> The Neighborhood Analysis clearly defines the areas of blight ~n thEs new area ofthe City and offers <br />suggestions for remedial action in all but one important area: tran~i~or~atibn.. <br /> <br /> Speaking of Hatton Point area unemploymm~t the Analysis, on page 64, .s~ys the unemoloyed are "inadequately <br />educated older people who are unemployed or underemployed and immobile because of poor ~ransportation and a <br />combination of these factors." On page 66 the Analysis suggests additional education as one soluti~mz~foi these <br />human problems and makes specific reference to programs of the Portsmouth Community College but there is nothing <br />said about how the disadvantaged who are immobile can take advantage of such opportunities. <br /> <br /> lye, therefore, urge the Portsmouth City Council to commission a study on public transportation to point <br />out h~ this deficiency can best be attacked." <br /> <br />On ~otion of Mr. Eastes, referred to a conference. <br /> <br /> 68-405 - Mr. Smith asked the City Attorney to read Sec. 5, Chapter 29 of the Code and to give his opinion <br />on the improvemen~ of Jordanville Lane. <br /> <br /> The City Attorney gave 3 reasons why the City could not legally improve Jordanville or other private lanes <br />or roads. -- <br /> <br /> 68-406 - Motion of Mr. Johnson that the Mayor draft a letter to Dr. 9ana B. Itamel and to the State Board <br />of Community Colleges requesting that authorization be given to elect members to the Board of the Portsmouth <br />Community College, as soon as possible, due to increasing problems, was adopted, without dissenting vote. <br /> <br /> 68-407 - Motion of Mr. Smith that the Council abide by the rules in the Code governing the privilege of <br />persons to address the Council, was adopted, without dissenting vote. <br /> <br /> 68-408 - Motion of Mr. Turner to refer to the City Manager ihe~aaimg pMoblem of burglaries in the City, <br />was adopted, without dissenting vote. <br /> <br />On motion a~ourned. <br /> <br />APPROVED - <br /> <br />City Clerk <br /> <br /> <br />
