~rganization has requested thatthe Commission on Constitutional Revision recommend to the ~irginia General <br />Assembly amendments to section 168 and 169 of the Constitnti~n of Vizgi~ia, providing for special assessments <br />for farm land. <br /> <br /> A program similar ~o that outlined hy the Fal~n Bureau Federation could serve as a solution to the farm <br />problem existing in the Churchl~nd area. [Our ~eig~ori~gc~ties of Chesapeake and Virginia B~ach already <br />are following a like policyl. It is suggested that all parcels of farm land in excess of 10 acres, and now <br />being ~armed, irmmediately be rezoned as "agricultural land'*, and that the owner be taxed under a farm use <br />assessment. In order to quality for the farm use assessment, the following conditions might be im-~-~e.'~ <br /> <br /> 1. The land would have to have been farmed for tee pre~ious two years. <br /> 2. Bach oarcel should be 10 or more acres in size. <br /> 5. The l~nd must be actively famed for a profit during the years~the farm use assessment applies. <br /> <br /> This rezoning of the farm land as agricultural and taxing it on the basis of US~a would permit a more <br />orderly and planned release of this land to quality development. <br /> <br /> Motion of Mr. ~astes that the Council receive the information, review it and make such study as is <br />necessary to resolve their request, was adopted, without dissenting vote. <br /> <br /> 68-443 - The following letter from R. A. Craig, Cliairman, Citizens Advisory Committee, was read: <br /> <br /> "At the December 2nd meeting of the Citizens Advisory Comm~ttee~' the dangerous matter ofbicycles being <br />ridden without properlights and/or other equipment after dark ~as discussed. It was felt that this matter <br />could and should be remedied by the proper enforcement of existing codes and ordinances. <br /> <br /> It is not only a dangerous offense for the rider of the bicycle, in most cases young people, but also <br />operators of motor vehicles who must be on guard in order to avoid injury or serious accidents. It is hoped <br />that some remedial action can be taken in order to make our city a safer place in which to live." <br /> <br /> Motion of Mr. Holley that the existing laws governfing t~e operation of bicycles be enforced, was adopted, <br />without dissenting vote. <br /> <br />68-444 - The following letter from the Director of Planning was read: <br /> <br /> "At its regular monthly meeting on December I0, 1968, the City Planning Commission resolved to recommend <br />vacation of a public utilities easement which appears on the lot at the southwest corner of Deep ~Meek <br />Boulevard and Hlliott Avenue; also known as Lot 114, Plate 5, Highland ~iltmore. <br /> <br /> Counsel advised the Commission that an exact description of this particular wartime easement is impossibl <br />and the City Attorney will develop an appropriate ordinance if your view coincides with that of this Commissio] <br /> <br />Motion of Mr. Bastes ~o refer to the City Attorney was adopted, without dissenting,v~e. <br /> <br />68-445 - The following letter from Willie G. Presnell was read: <br /> <br />"I, along with several neighbors, request permission to speak to the Council on next meeting. <br /> <br />In hopes that you will grant us this permission." <br /> <br /> Motion of Mr. Eastes to refer to:~l~t~'M~.~e~ for, bave~tig~t~on and report hack, was adopted, without <br />dissenting vote. <br /> <br /> 68-446 - Motion of Mr. King to refer to the City Attorney the matter of enforcing rules for lighting and <br />licensing of bicycles, and to enlist the help of the Sc5ools in this educational effort, was adopted, with- <br />out dissenting vote. <br /> <br />mn motion adjourned. <br /> <br />APPROVED - <br /> <br />City Clerk <br /> <br /> <br />
