<br />68-417 - The following ordinance, approved on first reading at last meeting, was taken up and read:

<br />A NEW SECTION NIB~BERED 29.1-21.1 AND BY REPEALING SECTIONS 29.1-22 TO 29.1-202 INCLUSIVE SO
<br />AS TO REPLACE THE EXISTING PLUMBING CODE WITNTIIE SOIrrHBRN STanDARD PLb%{BING CODE 1967 EDITION,
<br />INCLUDING THE 1968 REVISION."

<br />On motion of Mr. Smith, the ordinance was adapted, and by the following vote:

<br />68-418 - The following ordinance, approved on first reading at last meeting, was taken up and read:
<br />
<br />"AN ORDINANCE ADOPTING THE SOUTHERN gFANDJ~RD fiAS.C0itB.196$, EDITION, INCLUDING THE 1967
<br />REVISION, AS THE GAS CODE FOR THE CITY 8F PORTSMOUTH."
<br />
<br />On motion of Mr, Turner, the ordinance was adopted, and by the following vote:

<br /> Nays: None
<br />
<br />68-419 - The following ordinance, approved on first reading at last meeting, was taken up and read:
<br />"AN ORDINANCE TO CLOSE A PORTION OF FAIRFAX AVENUE."
<br />
<br />On motion of Mr. King, the ordimance was adopted, and by the following vote:
<br />
<br /> Ayes: Barnes, Eastes, Holley, Johnson, King, Smith, Turner
<br /> Nays: None
<br />
<br />- NEW BUSINESS -
<br />
<br /> 68-459 - The following letter from tile Director of Planning was read:
<br />
<br /> "At its regular monthly meetin~ on December 10. 1968, the City Plannzng Commission resolved to recommend
<br />approval of a s~gment of a ~roup Ho~sing Project in'the "Churchland West" area for multi-family development
<br />on what will be the north side of Blarney-Stone Lane, extended.
<br />
<br /> Extension of this street would have to be approved by the Department of Public Works which w~ll also
<br />make arrangments for the develoner to provide a temporary cul-de-sac turn-around. Approved multi-family units
<br />will back up neon the right-of-way of the future Western Freeway, and this matter has been arranged to the
<br />satisfaction of the ~irginia Department of Highways.
<br />
<br /> At this time, the Planning Commission is neither ready nor willing to approve any multi-family develop-
<br />ment along wha~ will be the south side of Blarney-Stone Lane, extended, until further consideration has been
<br />given a strip of land lying between this Churchland ~est development and the ~]esapeake Corporate Limits.
<br />In this regard, we are in touch with owners and developers in any effort to resolve to the gati~tat~enc~f
<br />everyone concerned the ultimate street pattern for this area.
<br />
<br /> In conclusion, rest assured that approval of this Churchland West group housing project initial segment
<br />poses no problem for future orderly development of the area."
<br />
<br /> Mn~ion of Mr. Eastes to concur in the recommendation of the Planning Commission was adopted, with one
<br />dissenting vote.
<br />
<br />68-440 - The following letter from James F. Hope, Mayor of Suffolk, Virginia was read:
<br />
<br /> "On behalf of the citizens of the City of Suffolk, I wisA to express our gratitude for the cooperative
<br />spirit ef the administrative officials of your city in assisting our peop~ in meeting effectively a major
<br />fire emergency in our industrial area on %~ednesday, October 30, 1968.
<br />
<br /> The fire involved a large bulk storage warehouse comtaLning 4,400,000 pounds of farmers stock peanuts,
<br />wit~ other such storage facilities in close proximity t~ereto.
<br />
<br /> Our fire department personnel fought the stubborn blaze tI~rough mid-afternnpn on Thursday to a point
<br />of near exhaustion. At this time, in response to requests by our City Manager and C~ief of the Fire
<br />Department, a firefighting unit from your city, fully manned, arrived on the scene along with units from
<br />other neighboring conuuunities.
<br />
<br /> With their arrival, the members of the Suffolk Fire Department were relieved for badly nmedded rest.
<br />With the relief afforded them through this cooperative effort, Suffolk firemen returned to duty on Friday
<br />and were successful in bringing the fire under control on Saturday afternoon, No~embmr 2nd.
<br />
<br /> The efficiency and expertese with which the men of the Portsmouth Department went about the task at hand
<br />reflects~great credit on those responsible for their training, and to the Department of which they are a part.
<br />
<br /> Hopefully the occasion will not arise, but be assured that the City of Suffolk stands ready to recip-
<br />rocate the excellent services rendered it in this recent emergency."
<br />
<br /> Motion of Mr. Smith that an appropriate resolution be prepared commending the Fire Department for its
<br />work, was adopted, without dissenting vote.
