<br /> The City of Portsmouth, a municipal corporatfon of the State of Virginia, hereby acknowledges itself in-
<br />debted for value received and promises to pay to the bearer, or if this bond be registered, to the registered
<br />holder hereof, on the first day of March, 19 , the sum of Five Thousand Dollars, and to pay interest thereon
<br />at the rate of ~er centum per annum payable semiannually, on the first day of watch and September
<br />in each year, after date, until maturity, upon surrender of the annexed coupons as they severally become due,
<br />or if this bond be registered as to both principal and interest, to the registered holder hereof. Beth
<br />principal and interest of this bond are payable in lawful currency of the United States of America at The Chase
<br />Manhattan Bank (National Association), New York, ~ew York.

<br /> This bond may be registred as to principal by the holder in his name on-the books of the City Auditor and
<br />such registration shall be noted hereon, after which no valid transfer hereof shall be made, except upon said
<br />books until after registered transfer to bearer. Such registration shall not affect the negotiability of
<br />coupons which shall continue to pass by delivery. At the request of the holder, this bond will be registered
<br />as to both principal and interest and the counons detached and cancelled, and thereafter both principal and
<br />interest will be payable to the registered holder.

<br /> This bond is one of a series aggregating Thirteen Million Five Nundred Thousand Dollars and is issued for
<br />the purpose of providing funds to comply ~ith the order entered in the Circuit Court of the City of Chesapeake,
<br />Virginia, on October 2, 1967, annexing certain territmry to the City of Portsmouth effective January 1~ 1968;
<br />to pay the expenses incurred as a result of the recent annexation proceedings; and to purchase fire equipment,
<br />g*hool buses and voting machines for use in the said annexed territory, for the construction of schools, certain
<br />other public buildings, and streets, and for urban renewal purposes, under and pursuant to mud ~n conformity
<br />the Constitution and Statutes of the State of Virginia, including Chapter S of Title 1S.1 of the Code of Virgini
<br />and the Charter of the City of Portsmout~ and pursuant to a resolution of the Council of the City of Portsmouth
<br />entitled:

<br /> It is hereby certified and recited that all acts, conditions and things required by the Constitution and
<br />Statutes of the State of Virginia, to exis$, to have ~appened, and to be performed precedent to and ii1 the
<br />issuance of this bond, exist, have happened and have been performext in due tim.e., f.o.~n~and manner as required
<br />by law, and that the issue of bonds of which this is one, together with all other indebtedness of the City, is
<br />within theotherwise authorized indebtedness of said City, and is within every debt and other limit prescribed
<br />by the Constitution and laws of the State of Virgiiia.

<br /> The full faith and credit of the City of Portsmouthare hereby irrevocably pledged for the paymm~ of the
<br />principal and interest of this bond. This bond is not subject to taxation 5y the City of Portsmouth and the
<br />coupons hereto attached shall, at and after maturity, be received in payment of all dues, taxes and assessments
<br />due to the City.

<br /> IN WITNESS }%q4EREOF, the City of Portsmouth kas caused this bond to be manually signed by the Mayor and to
<br />be signed by the facsimile signature of the City Treasurer of said City, and a facsimile of the seal of the
<br />City to be imprinted hereon, attested by the facsimile signature of the City Ciera, and the coupons hereto
