March 11~ 1969 <br /> <br />(FO~,~ OF REGISTRATION) <br /> <br /> I hereby certify that at the request of the holder of the within bond for its conversion into a bond <br />registered as to both principal and interest, I have ~his date cut off and destroyed coupons attached hereto <br />numbered from __ to , inclusive, of the mmount of each, amounting <br />in aggregate to Dollars [$ ), and that the within bond is here- <br />by converted into a registered bond with the principal and semiannual interest thereof payable to <br /> , assignee, or legal representative. Full power and authority is hereby given the City Manager of the City of Portsmouth to pre- <br />pare and issue the said bonds in such form and for such sum as authorized by the preceding section. The said <br />City Manager is authorized to cause to be orinted on the back of each of said bonds a copy of the complete <br />final legal opinion with resoect to said bonds, with the name of the attorney or attorneys.rendering same, <br />together with a certification of the City Clerk, evidenced by the facsimile signature of that officer, to the <br />effect that the copy is a true and correct copy of the legal opinion which was dated as of the date of de~ <br />livery and payment Of the bonds. Full power and authority is hereby given the said City Manager to make sale <br />of the said bonds, and in such manner, at such time m~d place as the said City Manager may determine; pro- <br />vided, however, that the same shall not be sold upon a bisis which will cost the City of Portsmouth interest <br />at the rate of mare than six per centum per annum, and that no gale shall be made without the approval of the <br />City Council. T~e said bonds shallbe subject to no taxation by the City of Portsmouth, and the said ~oupons <br />shall be received in payment of all dues, taxes, and assessments due to the said City. <br /> <br /> Section 3. There is hereby directed to be annually levied and Collected a tax upon all taxable property <br />within the City, sufficient to pay principal and interest on said bonds as same respectively mature." <br /> <br /> 69-78 - "I submit the attached easement agreement between the Virginia Electric and Power Company m~d <br />the City of Portsmouth and recommend that the proper City officials be authorized to sign. This covers a <br />vault easement to be located in the basement of the Civic Center property for electrical service to the new <br />Civic Center." ~ <br /> <br /> On motion of Mr. Bastes, the Droner city officials were authorized to sign the easement, without dissent- <br />ing vote. <br /> <br /> 69-79 - "I s~omit t~e attached agreement between the Seaboard Coast Line Railroad Company and the C~ty <br />of Portsmouth and recommend that the proper City officials be authorized to sign. This agreement pertains <br />to the installation of two water lines beneath the railroad tracks of the Seaboard Coast Line right-of-way, <br />The two installations are located at Cedar Lane where the. railroad crosses and where the Seaboard Coast Line <br />tracks cross the Norfolk, Franklin and Danville Railway tracks. Both of these locations are in the ~lurchlm~d <br />area and this construction is bein~ done in conjunction with the water imorove~nents being made in the Western <br /> <br /> On motion of Mr. King, the proper city officials were authorized to sign the agreement, without diss~ntin <br />vote. <br /> <br />- UNFINISHED BUSINESS - <br /> <br /> 69-19 - Motion of Mr. gastes to defer the election of m~mbers to the Citizens Advisory Committee, pending <br />decision on the selection of the members. <br /> <br /> 69-19 - Motion of Mr. Turner to go into the election of members to the Portsmouth Bond Commission.was <br />adopted, <br /> <br /> Mr. Bastes nominated RoBert M. Reed and Vincent T. Cherry to succeed themselves as members of ~he Bond <br />Commission for terms of three years, expiring March 1, 1952. <br /> <br />On mo=ion of ~lr. Johnson, nominations were closed. <br /> <br /> Vote being taken, Mr. Reed a~d Mr. Cherry were elected members of the Portsmouth Bond Commission, for the <br />terms specified, without dissenting vote. <br /> <br /> 69-19 - Motion of ~r. Johnson to go into the election of a. member to the Board of Electrical Examiners <br />was ado~ted. <br /> <br /> Mr. Johnson nominated Sherman Askew to succeed himself on the Board for a term of four years, expiring <br />March I, 1973. <br /> <br /> <br />
