22-9 <br /> <br />March 11. 1969 <br /> <br />At the regular meeting of the City Counc 1, held on March 11 1969, there were present: <br /> <br />Jack P. Barnes, George D. Eastes, James ~¢. Holley, Burrell R. Johnson, Isaac [~. King, R. Irvine <br />Smith, Raymond Turner, A. P. Johnson, Jr., City Manager, M. A. KofD~ Jr., City Attorney, and <br />R. D. Ottavio, City Auditor. <br /> <br />The meeting was ooened with prayer by Rev. R. C. Black, pastor, Pinners Point Methodist Church. <br /> <br />The biayor acknowledged the presence of Boy Scout~T~oop 251 from Cradock. <br /> <br />Minutes of regular meeting held on February 25, 1969 were read and approved. <br /> <br />~he following reports from the City Manager were read: <br /> <br />69-74 - "I submit the attached ordinance and recommmnd it be olaced en first reading. This amends Section <br />of the City Code pertaining to underground wiring. <br /> <br /> I am requesting this mmendment at this time in order that all new construction alpha the London-Glasgow <br />Street Expressway will be underground. We have received an~lication for building permits for construction along <br />this highway and the City is placing all street lighting u~rgro~nd. <br /> <br /> This ~mendment ,..i~1 also in¢ornorate all nf the area where we currently have Urban Renewal or conservation <br />projects. It will also include the Pinners Point area where the new marine terminal is located." <br /> <br />On motion of Mr. Smith, the following ordinance was approved on first reading, without dissenting vote: <br /> <br />"~N ORDINANCE ~MENDING SECTION 22-9 OF THE CODE OF THE CITY OF PORT~4OL~H, VIRGINIA, 1961, DtLARGING <br />THE UNDERGROUND WIRING DISTRICT." <br /> <br /> 69-75 - "t submit the attached ordinanc~ and recommend it be placed on first reading. This changes <br />the voting place for Precinct No. 54 from the Presbyterian Church to the Gomley Chesed Synagogue at 220 Sterling <br />Point Drive. This change has been recommended by the Electoral Board." <br /> <br />On motion of Mr. King, the following ordinance, ~as approved on first reading, without dissenting vote: <br /> <br />"~ 0RDIN~CE TO A~.~,~D SECTION 57.1-72 OF Tile CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1961, <br />TO O~NGE THE VOTING PLACE FOR PRECINCT NO. 34 TO GOMLEY CI~SED SYNAGOGUE AT 220 STERLING FDINT <br />DRIVE." <br /> <br /> 69-76 - "I submit the attached ordinance and recommend it be placed on first reading. This closes an <br />unnamed street between Dunedin Road and City Park Avenue. <br /> <br /> · The Catalina Development Corporation and Roberta Land Corporation have made application to vacate and <br />Close this unnamed street. This has been approved by the Planning Commission and a report of the viewers is <br />attached hereto." <br /> <br />On motion of Mr. Turner, the following ordinance was approved on first reading, ~{ithout dissenting vote: <br /> <br /> ";2~ ORDINANCE TO CLOSE A PORTION OF A CERTAIN UNNAb~ED STREET PARALLEL TO DUNEDIN ROAD.u <br /> <br /> 69-77 - "I Submit the attached resolution and recommend its adoption. Tkis authorizes the issuance <br />of $8,900,000 of General Obligation Bonds fOr the 1968 annexation. <br /> <br /> The Council has previously authorized the issuance of these bonds plus $5.5 million additional General <br />Obligation Bonds~ but due to the market condition the Municipal Bond Co~mission has recommended that we sell <br />only the $8~000,000 in bonds. It is necessary to sell these bonds by June I, 1969, as temporary notes that <br />have been issued will be due on June 17, 1969. <br /> <br /> It is anticipated that the $5.5 million of General Obligation Bonds plus the $2,600,000 of Revenue Bonds <br />will be issued in the latter part of 1969, depending on tile condition of the bond market." <br /> <br />On motion of Mr. Smith, the following resolution was adopted, and bythe following vote: <br /> <br />Ayes: g&ln~es, Eastes, Bolley, Johnson, King, Smith, Turner <br />Nays: <br /> <br />"A RESOLUTION AUTHORIZING THE ISSUJfqCE OF EIGHT MILLION ($8,000,000.00] DOLLARS OF BONDS OF THE <br />CITY OF PORTSMOUTH, VIRGINIA, TO BE KMO~%~ AS GENERAL OBLIGATION BONDS, FOR THE PURPOSE OF PROVIDING <br />FUNDS TO COMPLY I~ITH THE ORDER ENTERED IN THE CIRCUIT COURT OF TIlE CITY OF CHESAPEAKE, VIRGINIA, ON <br />OCTOBER 2, 1967, ;J~NEXING CERTAIN TERRITORY TO THE CITY OF PORTSMOUTH EFFECTIVE J,^g~UARY 1, 1968; TO <br />PAY ~dE EXPENSES INCUR~D AS A P~SUUF OF TIlE RECENT ;~N]~EXATION PROCEEDINGS: AND TO PURCHASE FIRE <br />EQUIPMENT, SCHOOL BUSES ;~ND VOTING MACI{INES 'FOR USE IN TF~E SAID ~NEXED TERRITORY: AND MAKING PROVISION <br />FOR THE F0~ OF SAID BONDS ;aND FOR Ti4~. PAYMENT THEREOF <br /> <br /> WNEREAS, by Ordinance No. 1967-95, adopted October t0, 1967, the City of Portsmouth was authorized to issue <br />$7,400,000.00 of General Obligation Bonds for the purpose of providing funds to comply with the order entered <br />in the Circuit Court of the City of Chesapeake, Virginia, on October 2, 1967, annexing certain territory to the <br />City of Portsmouth effective January 1, 1968; and <br /> <br /> ~-~REAS, by Ordinance No. 1968-20, adopted March 26, 1968, the City of Portsmo. uth was authorized to issue <br />$600,000.00 of General Obligation Bonds for the purpose of oroviding funds to pay the expenses incurred as a <br />result of the recent annexatipn proceedings and to ~urchase-fire equipment, school buses and voting machines <br />for ~se in the said annexed territory; and <br /> <br /> <br />
