Vote being taken, Mr. Hawkins was elected a member of the Southeastern Air Pollution Commission, without <br /> dissenting vote. <br /> <br /> 69-232 - The following letter from the Director of Planning was read: <br /> <br /> "At its regular monthly meeting on July 1, 1969, the City'B~nning Commission resolved to recommend closure <br /> of a paper alley as proposed by Attorney Robert Bray for James Oliver and Adleen Blackmon. <br /> <br /> This alley is seven (7) feet wide and extends between Wall Street and Noble Street for a distance of <br /> approximately 210 feet. It is parallel to and approximately 560 feet south of Portsmouth Boulevard." <br /> <br /> Motion of b~r. Smith to refer to the City Attorney was adopted, without dissenting vote. <br /> <br /> 69-233 - The following letter from the Director of Planning was read: <br /> <br /> "At its regular monthly meeting on Julylt, 1969, the City Planning Com~ission again reviewed the request <br /> of Irvin Caplan and received a favorable report from Traffic Engineer John Flora relative to municipal property <br /> known as Lots 65, 66, 67 and 68 on the west side of Lee Avenue between Detroit and Cle. veland Streets. <br /> <br /> Mr~ Caplan would like to purchase this property and combine it with his holding (~.ots 63 and 64) for <br /> industrial development purposes. <br /> <br /> The Planning Commission is in sympathy with this objective as the property has been zoned for industry for <br /> many Fears, and Mr. Flora seems certain at this point that there will be no conflict between this land as de- <br /> veloped and future construction of the Western Freeway interchange with the Inner Belt (Harbor Drive) Freeway. <br /> <br /> The Commission resolved to recommend disposal of this municipal property." <br /> <br /> Motion of Mr. Johnson to refer to the City Manager to advertise for sale, was adopted, without dissenting <br /> vote. <br /> <br /> 69-234 - The following letter from the Director of Planning was read: <br /> <br /> "At its regular, m~nthly meeting on. July 1, 1969, the Planning Commission conducted an advertised public <br /> hearing on the Subdivision Ordinance which is one of our basic land de%elopment controls. This ordinance has <br /> not been amended for more than five years. <br /> <br /> The Chairman invited comment and surveyors and civil engineers to participate in the discussion. <br /> Assistant City AttorneT ;~ames Jones was present, heard various recommendations from the Departments of Planning <br /> and Public W~rks, and comments thereon from several speakers. This office will provide the Law Department with <br /> a complete set of recommendations accepted by the Planning Commission and assist the City Attorney in preparing <br /> ~ your consideration an ordinance embodying these changes, most of which are of technical nature and involve <br /> no controversy. <br /> <br /> However, there are two areas of public policy for Four consideration. One relates to fees involved in <br /> subdivision review and plat approval, and the other deals with assig/lment of house numbers. <br /> <br /> Currently, Portsmouth charges each subdivider a fee of fifty cents per lot or $5.00 per plat on major <br /> subdivisions at the ti~ of recordation. The ~lanning Commission feels that this might better be set at $5.00 <br /> per lot or $25.00 per plat. Although this seems reasonable by camparison with established practices in other <br /> municipalities, any increase was opposed. <br /> <br /> Currently, Portsmouth house numbers are assigned by the Building Official a~fter a plat has been put to <br />record, and sometimes this contributes to a lag period; because the City Assessor must be given time to revise <br />his system and establish an identity for each new building plot. <br /> <br /> The Commission feels that house numbers should be determined during review and approval of a subdivision <br />plat and might be assigned by the Planning staff as a series of notations on the plat of record. There is <br />difference of opinion on whether or not assigned house numbers should appear or be left off a final plat. <br /> <br /> If ~/tty COhUIcil acts on the Planning Commission proposal, this matter undoubtedly would be aired at greater <br /> length when a proposed ordinance is introduced." <br /> <br /> Motion of Mr. Smith to concur in the recommendation of the Planning Commission and that the City Manager <br />and City Attorney present any new information on the subject t~ ~h~. 6~tmcil in conference, was adopted, without <br />dissenting vote. <br /> <br /> 69-235 - The following letter from the Superintendent of Sc~hools was read: <br /> <br /> "The School Board of the City of Portsmouth respectfully requests the City Council to appropriate <br />$266,700.00 to defray the costs of planning and the architects' fees for the design and construction of the <br />proposed Hedges Mana~-~igh School. <br /> <br /> The tentative schedule of payment is as follows: <br /> <br /> August 15, 1969 - $ 22,000.00 <br /> October 1S, 1969 - 73,000.00 <br /> December 15, 1969 - 100,S00.00 <br /> February 15, 1970 - 14,000.00 <br /> March 1, 1970 - June, 1971 - 57,200.00 <br /> <br /> TOTAL - $266,700.00" <br /> <br /> -Motion of Mr. Johnson to refer to the City At~orn'ey for the drafting of a proper ordinance was adopted, <br />without dissenting vote. <br /> <br /> <br />
