September 25, 2001 <br /> <br /> At a Regular Meeting of the City Council on Tuesday, September 25, 2001, <br />there were present: <br /> <br />Mayor James W. Holley III, Vice Mayor Bernard D. Griffin, Sr., Cameron C. Pitts, <br />J. Thomas Benn III, William E. Moody, Jr., Charles B. Whitehurst, Sr., City Manager <br />Daniel M. Stuck, City Attorney Timothy Oksman. <br /> <br /> Councilman Charles B. Whitehurst, Sr. offered one minute of silence and the <br />singing of the "America the Beautiful", which was followed by the Pledge of Allegiance <br />to the Flag. <br /> <br />Mayor Holley called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Moody, to approve the minutes of a <br />Called Meeting on August 28, 2001, and a Regular Meeting on August 28, 2001, and <br />was adopted by unanimous vote. <br /> <br />01 - 269 - Presentations: <br /> <br />Proclamation presented to Ida Kay Jordan for "Ida Kay Jordan Day". <br /> <br />Presentation by Margaret Nourie, Chair of Sister Cities Commission to the City of <br />Portsmouth. <br /> <br />Presentation of special lapel pins to newly appointed Boards and Commissions <br />members. <br /> <br />- Public Hearing - <br /> <br />01 - 270 - Public hearing to consider the application for exemption from taxes on behalf <br />of the Friends of Chevra Thelim, Inc. for property located at 307 Effingham Street in the <br />City of Portsmouth, Virginia, and used by the applicant exclusively for historical and <br />cultural purposes. <br /> <br />There were no speakers. <br /> <br />01 - 205 - Public hearing on a use permit application: <br /> <br />(a) UP-01-07 <br /> <br />OREGON ACRES NEIGHBORHOOD - Gateway House of Virginia, <br />Inc. requests a use permit to operate a halfway house for women at <br />4230 Portsmouth Boulevard. Deferred from the July 10, 2001 City <br />Council meeting. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Whitehurst, to accept the applicant's <br />withdrawal of UP-01-07, and was adopted by the following vote: <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Whitehurst, Holley <br />Nays: None <br /> <br />01 - 271 - Public hearing on a street closure application: <br /> <br />(d) S-01-07 <br /> <br />AIRLINE CORRIDOR - Ordinance granting the request of the <br />Portsmouth Redevelopment and Housing Authority and Exxon <br />Mobil Corporation to close a portion of Belmont Avenue between <br />McLean Street and Victory Boulevard. This is to facilitate the <br />redevelopment of the Tower Mall Site. The Comprehensive Plan <br />recommends commercial development of the area. <br /> <br /> Motion by Mr. Moody, and seconded by Mr. Whitehurst, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"AN ORDINANCE CLOSING AND VACATING A PORTION OF BELMONT AVENUE <br />LOCATED BETWEEN McLEAN STREET AND VICTORY BOULEVARD." <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Whitehurst, Holley <br />Nays: None <br /> <br /> <br />
