Pool, Sr. was read: <br /> <br /> "At a recent meeting of the Cradock Property Owners' Association, several recommendations made by the ~ <br />Portsmouth Charter Study Commission were taken into consideration. After mud~ lengthy discussion, the followin~ <br />action was taken. <br /> <br /> The Association voted in favor of the return to a Democratic primary in the election of city council <br />members as proposed by the Commission. The members of the Association feel that nomination by primary produces <br />better qualified candidates with a broader base of support and eliminates candidates with only sectional ap- <br />peal. <br /> <br /> ne A~sociation does not, however, agree with the recommendation of the Commission that the term of office <br />for councilmen be lengthened from four years to six. The members of the Association feel that this provision <br />was formulated to serve special-interest groups, and not to retain well-qualified men in office. Based on the <br />belief that the shorter term of office will encourage members of the council to be more responsible and respon- <br />sive to the needs of all of the citizens of Portsmouth, the Association has voted against this proposal. <br /> <br /> The Association also voted against the Commission's recommendation that the City Sergeant be placed under <br /> the Police Department. The members of the Association feel that the duties of the City Sergeant and the <br /> services performed by him are of such. a nature that he. should be answerable to and elected by the people of the <br /> C~ty, and not subject to the whims of non-elected officials. <br /> <br /> With this same thought in mind, the members of the Association also feel that it is in the best interest <br /> of the citizens of Portsmouth and the members of the Police and Fire Departments that those Departments remain <br /> under the jurisdiction of the Ci%~l Service Commission. The Civil Service Commission also orovides benefits <br /> and incentives that would otherwise not be available to the members of those Departments. The Association, <br /> therefore, voted against that proposed charter change." <br /> <br /> Motion of Mr. Johnson to attain this communication to the agenda for public hearing on Charter changes <br /> was adopted, without dissenting vote. <br /> <br /> 69-526 - Motion of Mr. Johnson that the Portsmouth Fire Department, Coast Guard and Ar~ Engineers <br /> investigate and give a periodical re~ort on fire hazards incident to scranping ships, in %he Pinners~Point area; <br /> ~lso the danEer of sunken boat hulls~ and water pollution, was adopted, w~thout dissentin~ vote. <br /> 69-527 - On motion of Mr. King, the following resolution was adopted, without dissenting vote: <br /> <br />"RESOLUTION gEQUBSTING THE CITY TREASURER ~ND THE COF~ISSIONER OF THE REVENUE TO COOPERATE <br />IN THE SALE OF ALL KINDS OF CITY MOTOR VEHICLE LICENSE TAGS AT ALL SUBSTATIONS tN THE CITY <br />SELLING SUCH TAGS <br /> <br /> WHEREAS, during the period for the purchase of new city motor vehicle license tags there are established <br />in various places within the City substations at which such tags are sold; and <br /> <br /> }\CdEREAS, it would be of groat benefit and .convenience to the p~blic if all kinds of motor vehicle license <br />tags were sold at all su~n substations; and <br /> <br /> I*~qE_~r~AS, the City Treasurer and the Commissioner of the Revenue must of necessity cooperate in the sale <br />of City motor vehicle license tags. <br /> <br /> NOW, THEREFORE BE IT RESOLVED by the Council of the City of Portsmouth, Virginia that the City Treasurer <br />and the Co~mmissioner of the Revenue are hereby requested to provide for the sale-of al~ kinds of City motor <br />vehicle license tags at all substations which~are established for the sale of City motor vehicle license tags <br />so that the citizens of Portsmout will be able to purdzase all such tags as may be required 5~law at one place <br />even thou~n they ma)' ~m or operate more than o~e class of motor vehicle. <br /> <br /> BE IT FURTHER RESOL¥~D that a copy of this resolution be forwarded to the City Treasurer and the <br />Commissioner of the Revenue." <br /> <br />On motion ~journed. <br /> <br />APPROVED - <br /> <br />Pre~dent <br /> <br />City Clerk <br /> <br /> <br />
