A. Faueett of 501 Cornwall Road: I <br /> <br /> "The signatures below represent th.e concerned residents of the Manor View section of our city. Each of us <br />are tax paying homeowners and have resided in this community for twelve years or longer. We were annexed by t~he <br />city of Portsmouth in 1960. At that time~ we were assured by City Planners that our sewage disposal problems <br />would be corrected by 1962. Mowever~ this dream has never been realized by homeowners on Cornwall Road whicJh <br />is within two blocks of FIodges Manor Sdiool. Approximately four years ago, sewer lines were installed ~ithin <br />one block of us. Needless to say, this is little consolation to those of us who have raw sewage running in our <br />yards and streets e ~ry time there is a substantialrainfall.' <br /> <br /> After repeated appeals to City Council to take some positive action to relieve this inexcusable health <br />hazard, we again were assured that definite plans had been made and installation of the extended sewer line <br />would be acconrplished by t~he fall of 1969. <br /> <br /> Unfortunately, it is now apparent that City Fathers have no intention to honor their commitment to us. We <br />have been left to feel like poor relations who have been abBndoned in favor of newer, more affluent communities. <br />Already the Merrifield section,~only a part of Portsmouth since 1968, is going to get ~e service that we in <br />Mmnor View have needed so desperately for many years. <br /> <br /> In the past year, our properties have been reassessed and our taxes raised. We have accepted the increases <br />and realize, if Portsmouth is t~ prosper and. grow, we each have an obligation to share the burden to support tha <br /> t <br />growth. We~ oo~want to point Witch pride to the construction of a beautiful sea wall, boat ramps, flower gar- <br />dens and malls. Are we unreasonable to expect that our home neighborhood should afford our children a healthy <br />enviroment and place to enjoy the outdoors without fear of contracting a disease from the filth that is inescap- <br />able under present conditons? Can we long remain proud of the City of Portsmouth? <br /> <br /> No, Mr. Mayor, it is not our purpose to threaten withholding our support at anyi~re election. Our aim <br />is to again place our pliant before you in the hope that you will be moved to exert every influence of your <br />office to expedite immediate remedial action to this long neglected problem. In our view, there is no higher <br />priority project confronting the good citizens of Portsmouth.~ <br /> <br />urgent reply is earnestly requested. (Signed - D. A. Faucett, ~d others)" <br /> <br /> Motion of Mr. Turner that when the bond market is more favorable and the City is in a position to finance <br />installation of sewers that the entire Hodges Mmnor area be given Dreferentlal treatment, was adopted, without <br />dissenting vote. - <br /> <br /> 69-341 - The following letter from A. C. Bartlett, Chairman, Portsmouth Municipal Bond Commission, was <br />read: <br /> <br /> "At the meeting of the ~' ' -~ ' ' ' ..... <br /> o~!s~ou~h--~c~a~:B~naB~ss~one~etj,ionzO=tober 24, 1969, a resolution was <br />unanimously adopted containing certain recommlendatioBs which are herein submitted for consideration of City <br />Council. <br /> <br />The recommendations follow: <br /> <br /> That the Portsmouth l'~nicipal Bond Commission recommend to the City Council that authority <br /> be granted to ~ne Director of Finance to sell up to $10,000,000 in General Obligation bonds <br /> of the City of Portsmouth and $2,600,000 in ~venue Bonds as previously authorized, both by <br /> either negotiation or by competitive bids. This authority to'be gr~nt~d as soon as possible <br /> in order to quickly t~<e advantage of any improvement in the bond market that may occur. <br /> <br /> It is recommended that the bonds be sOld at a rate not to exceed 6% (the market rate for <br /> such bonds on this date is more than 6%) and that the bonds be authorized for a ten year <br /> term in order to make them acceptable in file market at this time. It is possible to regulate <br /> debt service cash demands by adjusting future iysues to begin principal payments after a <br /> waiting period at the beginning of those issues. This method probably would bring the total <br /> debt service cash requirements of the City to a figure within the budget capability." <br /> <br />vote. MOtion of Mr. Holley to concur in the recommendation of the Bond Commission was adopted, without dissenting <br /> <br /> 69-342 - Motion of Mr. Smith that a committee of citizens be ~ppointed to approach the City officials <br />of Chesapeake relative to the consideration and study of the consolidation of the cities of Portsmouth and <br />Chesapeake, was adopted, without dissenting vote. <br /> <br /> 69-343 - Motion of Mr. Johnson to refer to the City ;4anager the question of a study by the Chief of Police <br />and Traffic Engineer as to the need of signs for the protection of students at Harry. Hunt Jr. High School, <br />was adopted, without dissenting vote. <br /> <br /> <br />
