October 28~ 1969 <br /> <br /> 69-330 - The following letter vas presented by Delegate Glenn Yates, who recom~aended that the City Council <br />authorize the Mayor to sign the letter: <br /> <br /> "We, ~f the Portsmouth City Council, and many of our citizens are concerned about the multitude of social, <br />economic and physical problems that beset our City. <br /> <br /> We feel that progress is being made in recognizing and solving many of these problems but more rapid <br />progress could be made if a concerted combined effort by the public and orivate sector of .our community be <br />initiated. * <br /> <br /> Toward that end, we respectfully request that you direct the State Division of Planning and Community <br />Affairs to study the whole range of social, economic and physical problems of the City and to provide direction <br />toward implementation of solutions to those problems. <br /> <br /> We realize that Portsmouth has certain unique pr~Dlems, but many are problems which are also being ex- <br />perienced by other Virginia cities. We, therefore, feel that if Portsmouth could be a pilot project for study <br />by the Planning Division that it would be helpful to that agency in analyzing urban ills throughout the Common- <br />wealth. ~ <br /> <br /> If we should be chosen as a pilot project we shall prOvide the full support and cooperation of the City <br />Government and all City agencies as well as the support of many private citizens who will work unselfishly <br />toward the solution of Portsmouth's problems. <br /> <br />This request for action has been authorized by the City Council." <br /> <br /> Mr. Yates also stated that a fund in the amount of $12,000.00 for an economic base study, would be <br />supplied by individual citizens, the information so obtained to be submitted to the State Planning Commission. <br /> <br /> Motion of Mr. King that Mr. Yates be commended for his efforts and that the Council authorize the Mayor <br />to sign the letter asking that Portsmouth be chosen a pilot project for study by the State Planning Division, <br />was adopted, wiffnout dissenting vote. - <br /> <br />The following reports from the City Manager were read: <br /> <br /> 69-331 - "I submit the attached ordinance and recommend it be placed on first reading~ This appropriates <br />$5,000.00 for the trustees of the Tidewater Community College. - <br /> <br /> The cities- of Norfolk, Virginia Beach, Chesapeake and Portsmouth have been requested to appropriate <br />$5,000.00 each for the expenses of the Board of Trustees. The State provides all'funds for operation of the <br />colleges but provides no funds for the trustees. T,he other political subdivisions have been requested to <br />appropriate their $5,000.00." <br /> <br /> On motion of Mr. Eastes, the following Ordinance was approved on first reading, with two dissenting vote: <br />Mr. Holley and Mr. Turner. <br /> <br />"~'~ ORDINANCE TO APPROPRIATE ~$,000 FROM THE GENEP~L FO~D FOR TNE TRUSTEES OF THE. <br />TIDEWATER COM~R3NITY COLLEGE." <br /> <br /> The City Manager was requested to obtain a copy of the budget for the Tidewater Comunity College for <br />Council information. <br /> <br /> 69-332 - "I submit the attached ordinance and recommend it be placed on first reading. This appropriates <br />$50,000 for the Park View Conservation Project, Va. R-48, The City is. required to provide $219,671 in cash <br />payment on this conservation project. It is to be paid in four (4) annual pBymentso This $50,000 is the first <br />~nnual payment." <br /> <br />On;:;:laotion of Mr. Smith, the following ordinance was approved on first reading, without dissenting v~e: <br /> <br />"AN ORDINANCE TO APPROPRIATE $50,000 FRGq ~{E GENEPJIL CAPITAL IMPROVEMENT FL~qD FOR <br />~qE P~%RK VIEW CONSERVATION PROJECT VA. R-48." <br /> <br /> 69-333 - "I submit the attached ordinance and recommend it be placed on first reading. ~]is re-ordains <br />Sections 19-54, 55 and 56 ~f the City Code pertaining to disorderly-conduct~ <br /> <br /> The General Assembly in the 1968 session inadvertently eliminated sections of the State Code pertaining <br />to disorderly conduct. It was, hmcever, reinserted in the special session of the Legislature. It is the <br />opinion of the City Attorney that these three sections of the City Code should be re-ordained due to this <br />technicality." <br /> <br />On motion of Mr. Johnson, the following ordinance was approved on first reading, without dissenting vote: <br /> <br />";uN ORDINANCE TO REORDAIN SECTIONS 19-54, 19-55 ;uND 19-56 OF THE CODE OF THE CITY <br />OF PORTSMOiFI~_&, VIRGINIA, 1961, PERTAINING TO DISORDERLY CONDUCT." <br /> <br /> 69-334 - "I submit tJ~e attached ordinance and recom~nend it be placed on first reading. This amends the <br />City Code eliminating the Department of Public Welfare and establishej the Department. of Social Services. This <br />is a recommendation of the Virginia League of Welfare Executives which is in the provess of changring its name <br />and other cities in Virginia have already adopted the title of Department of Social Services." <br /> <br />On motion of Mr. Smith, the foltmging ordinance was approved on first reading, without dissenting vote: <br /> <br />"AN ORDINkNCE TO ;2,~ND ARTICLE X OF CIIAPTER 2 OF T~LE CODE OF THE CITY OF PORTSMOUTH, <br />VIRGINIA, 1961, REDESI~NATING THE DgEIR~4ENT OF PUBLIC WELFARE AS THE DEPART~NT~ ' OF <br />SOCIAL SERVICES." <br /> <br /> <br />
