November 11.~ 1969 <br /> <br />meet its contribution totaling $15,264.96 for the Southeastern Virginia Planning District Commission." <br /> <br /> On motion of Mr. Johnson, the following ordinance was approved on first reading without dissenting vote: <br /> <br /> "32q ORDINJ2~CE TO APPROPRIATE $3,474.96 FR~-I THE GENERAL Fled AS THE CITY'S ADDITIONAL <br /> CONTRIBUTION TO THE SOUTHEASTERN VIRGINIA PLANNING DISTRICT C05~4ISSION." <br /> <br /> 69-351 - "I submit the attached ordinance and recommend it be placed on first reading. Znis appropriates <br />$3,579~45 for the cost of printing the supplement to the City Code.- ~his supplement updates the City Code <br />through 1968. - <br /> <br /> /his covers the editorial work, printing and furnishing of 152 sets of supplemental pages to the Code. <br />This work has been done by the Michie City Publications Comp~any in Charlottesville, Virginia, and is the fourth <br />supplement that has been printed to the City Code." <br /> <br />On motion of Mr. Smith, the following ordinance was approved on first reading, without dissenting vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $3,579.45 FROM THE GENERAL FL%~D FOR THE PURCHASE OF <br />CITY CODE SUPPLEMENTS." <br /> <br /> 69-352 - "I submit the attached ordinance and recommend it be placed on first reading. /his adopts the <br />1969 edition of the Southern Building Code. <br /> <br /> For a number of years, we have been operating under the Southern Building Code and this merely updates our <br />code to the 1969 edition that has recently been published by the Southern Building Code Congress. It is also <br />necessary for us to adopt this code in order that we can qualify to receive Federal funds under the urban re- <br />newal programs." <br /> <br />On motion of Mr. Bastes, the following ordinance was approved on first reading, without dissenting vote: <br /> <br />"AN ORDINANCE ADOPTING A NEW BUILDING CODE FOR THE CITY OF PORTSMOUTH, I~IICH PRESCRIBES <br />PENALTIES FOR VIOLATION OF ITS PROVISIONS, AND REPEALING, ~7ITH. CERTAIN LIMITATIONS AND <br />EXCEPTIONS, ALL ORDINANCES AND PARTS OF ORDIN;d~CES OF A GENERAL NATURE IN CONFLICT I';ITH <br />THE PROVISIONS THEREOF." <br /> <br /> 69-353 - "I sub~vRt the attached ordinance and recommend it be placed on first reading. This is also a requirement to be eligible to receive Federal funds." <br /> <br />On motion of Mr. Turner, the following ordinance was approved on first reading, without dissenting vote: <br /> <br />"AN ORDINANCE REGULATING THE INSTALLATION, ALTERATION, AND MAINTENANCE OF ALL BIPING <br />EXTENDING FROIM THE POINT OF DELI%rERY OF GAS FOR USE AS A FUEL .~D DESIGNED TO CONVEY <br />OR CAiLRY THt5 SA~E TO GAS APPLIANCES, ~%}D RE~-U~TI~G~'I~ INSTALLATION AND MAINTENANCE <br />OF APPLICANCES DESIGNED TO UTILIZE SUQ! ff~%S AS A FUEL: PROVIDING FOR THE INSPECflON <br />OF SAID PIPING B~ND CERTAIN APPLIANCES: PROFIDING FOR THE ISStIF2tEE OF PEtLMITS FOR THE <br />INMT~LLATION OF SAID PIPING AND CERTAIN APPLIANCES AND THE COLLECTION OF INSPECTION <br />FEES THEREFOR; PFrOVtli!~ F~SR ~4~ LICENSING OF PERSONS ENGAGING IN THE BUSINESS.~OF <br />INSTALLING, REPAIRING%~ DR ~tAIrBTA~G SAID PIPING OR CERTAIN APPLIg~CES: PROVIDING <br />PENALTIES FOR THE VIOLATI(IN OF THIS ORDINANCE, AND REPEALING ALL CONFLICTING ORDINANCES." <br /> <br /> 69-354 - "I submit the attached ordinance and recommend it be placed on first reading. <br />rescinds an ordinance adopted December 17, 1968, authorizing the issuance of $5.5 million in <br />Bonds. We have been unable to sell these bonds due to the condition of the bond market. <br /> <br />This ordinance <br /> General Obligation <br /> <br /> Temporary funds have been borrowed for projects in progress against these bonds. This $5.5 million issue <br />is incorporated in the next item on the agenda." <br /> <br />On motion of Mr. Smith, the following ordinance was approved on first reading, without dissenting vote: <br /> <br />"~N ORDINANCE TO P~PEAL ORDINANCE NO. 1968-B7, PERTAINING TO THE ISSU.&NCE OF FIVE MILLION <br />FII~ HUNDRED THOUSanD ($S,500,000.00) DOLLARS OF GENERAL OBLIGATION BONDS OF THE CITY OF <br />PORTSMOUTH." <br /> <br /> 69-355 - "I submit the attached resolution and recommend its adoption. /his authorizes the issuance of <br />$10 m~llion in General Obligation Bonds. These bonds are to be sold for capital improvement projects that have <br />been compte.ted or are in the pro'~ess of being completed. Temporary funds have been borrowed against the issuance <br />of these bonds. <br /> <br /> This action is being taken in conformity with the recommendation of the Bond Commission that the City sell <br />$10 million in bonds as soon as practicable. Incorporated in this is the $5.5 million in bonds previously <br />authorized, plus $4.5 million in bonds covering projects in progress. <br /> <br /> We are unable at this moment to say exactly when the bonds will be sold. However, the adoption of this <br />resolution will place us in position to sell the bonds as soon as the bond market is favorable. The funds are <br />being used for the construction of schools, public buildings, highways, and urban renewal." <br /> <br />On motion of Mr. Johnson, the following resolution was adopted, mud by the following vote: <br /> <br /> <br />
