<br />At a regular meeting of the City Council, held on January 15, 1970, there were present:
<br />
<br />Jack P. Barnes, George D. Eastes, James W. Holley, Burrell Ri Johnson, Isaac W. King, R. Irvine Smith,
<br />Raymond Turner, A. P. Johnson, Jr., City Manager, and M. A. Korb, Jr., City Attorney.
<br />
<br />The meeting was opened with prayer by Mr. King.
<br />
<br />The following repbrts from the City Manager were read:
<br />
<br /> 70-1 - "I submit the attached ordinance and recommend it be placed on first reading. This appropriat~m~
<br />$340,000 for the construction of the elevated water storage reservior. This elevated tank is to be constructed
<br />in the Churchland area in the vicinity of West Norfolk Road and Cedar Lane and is part of our water improve-
<br />ment program in the Western Branch area. The Federal Government isparticipating in S0% of the cost of this
<br />construction.
<br />
<br /> Bids were received on December 18, 1969, for the construction of this water storage reservior of 1.S
<br />million gallons of water as follows:
<br />
<br />Pittsburg-Des Moines Steel Company
<br />
<br />$338,200
<br />
<br />Chicago Bridge and Iron Company
<br />
<br />342,450
<br />
<br />I further recommend that the contract be awarded to Pittsburgh-Des [~ines Steel Company, low bidder."
<br />
<br />On motion of Mr. Smith, the following ordinance was approved on first reading, without dissenting vote:
<br />
<br /> "AN ORDINANCE TO APPROPRIATE $340,000.00 FROM THE WATER FUND FOR T}~ CONSTRUCTION OF AN ELEVATED
<br /> WATER STORAGE TANK."
<br />On motion of Mr. Smith, the eon~rac~ was awarded ~o Pittsburgh Des Moines Steel Compa~h, the low bidder.
<br />70-2 - "I submit the attached ordinance and recommend it be placed on first reading. This closes a
<br />portion of Cove Terrace from its intersection with the northern side of Greenwood.Drive for a distance of
<br />227 feet to the New Gosport Housing Project. This closing has been recommended by the Planning Commission
<br />and a report of the viewers is attached hereto."

<br />On motion of Mr. Turner, the following ordinance was approved on first reading, without dissenting vote:
<br />
<br />"AN ORDINANCE TO CLOSE & PORTION OF COVE TERRACE."
<br />
<br /> 70-5 - "I submi~ the attached ordinance and recommend it be placed on first reading. This amends the
<br />City Code pertaining to the replacement of taxi driver permits. This establishes the procedure for the re-
<br />placement and the fee to be charged for a taxi driver permit when it has been lost or destroyed. It provides
<br />for a fee of $5.00 for the re-issuance of a taxicab driver permit. At the present time, there is no provisio~
<br />in the City Code to authorize the re-issuance of a permit."

<br />On motion of Mr. King, the following ordinance was approved on first reading, without dissenting vote:
<br />
<br />"AN ORDINanCE TO A~D THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1961, BY ADDING THERETO
<br />A NEW SECTION NU~ERBD 34-S2.1 PERTAINING TO THE REPLACEmeNT OF TAXICAB DRIVERS' PEP~ITS."

<br /> 70-4 - "I submit the attached resolution and recommend its adoption. This resolution authorizes
<br />the Portsmouth Redevelopment and Housing Authority to submit an application for a planning and survey grant
<br />from the Department of Housing and Urban Development for the Mount Hermon area.
<br />
<br /> This application covers the area p~oposed for conservation. An application for the Co. des Enforcement
<br />Program will be submitted at the next meeting of the City Council."

<br />On motion of Mr. Turner, the following resolution was adppted, without dissenting vote:

<br />"RESOLUTION AUTHORIZING THE PORTSMOUTH REDEVELOPmeNT AND HOUSING AUTHORITY TO PROCEED WITH THE
<br />SURVEY ~D PLANNING WORK FOR THE B~UNT HBRMON CONSERVATION PROJECT
<br />
<br /> WHEREAS, under Title I of the Housing Act of 1949, as amended (herein referred to as "Title I"),
<br />the Secretary of Housing and Urban Development is authorized to extend financial assistance to local public
<br />agencies in the elimination and prevention of the spread of slums and urban blight through the ~$anning and
<br />undertaking of urban renewal projects; and
<br />
<br /> ~fllBRB;~, the Portsmouth Redevelopment and Housing Authority, at the request of the Council, has investi-
<br />gated and reported to the Council on the condition of that portion of the City of Portsmouth, generally ~nown
<br />as ~. Hermon, and further described on the attached boundary description; and
<br />
<br /> WHEREAS, it is desirable and in the public interest that the Portsmouth Redevelopment and Housing
<br />Authority make surveys and prepare plans, presently estimated to cost approximately Three Hundred Forty-eight
<br />Thousand, Seven Hundred Eighty-five ($348,755,00) Dollars in order to undertake and carry out an urbmn re-
<br />newal project of the character contemplated by Section 110 (c) in the City of Portsmouth, and State of Virgini~
<br />which is described on the above-mentioned boundary description.
<br />
<br />NOW, THEREFORE, BE IT RESOLVED by the Comncil of the City of Portsmouth, Virginia:
<br />
<br /> I. That the proposed Urban Renewal Area described above is a blighted~ deteriorated, or deteriorating
<br />area appropriate for an urban renewal project, and that certain areas withi~ the area described above appear
<br />to be deteriorating and may be eligible for conservation as provided under Section 36-48.1, et. seq. of the
<br />Code of Virginia, 1950, as amended, andit is so declared~ and that the undertaking by the Portsmouth
<br />Redevelopment and Housing Authority Of surveys and plans for an urban renewal project of the character con-
<br />templated by Section 1t0 (c) of Title I in the proposed Urban Renewal Area is h~reby approved.

<br />2. That the financial assistance available under Title I is needed to enable the Portsmouth Redevelop-
