1970 <br /> <br /> 70-42 - The following letter from J. V. Sykes, Principal, Hodges Manor Elementary School, was read: <br /> "You are cordially invited to attend the ceremonies for the dedication of the new addition to the Hodges <br />~{anor Elementary Sch~ool on ~ebruary 24, 1970, at 7:50 P.M. in the Hodges Manor School audito~um. <br /> We a~e fortunate to have a City Council composed of gentlemen such as you who exert such great effort <br />in attempting to keep up with the educational needs of our community." <br /> <br /> Motion of Mr. Turner to acknowledge the invitation and that ~r. Sykes be informed that the City Council <br />meets on February 24, was adopted, without dissenting vote. <br /> <br />70-45 - The following resolution was read: <br /> <br />"A P~SOLUTION .R~QUESTING THE GENERAL ASSEMBLY OF VIRGINIA TO APPROPRIATE SUFFICIENT FUNDS <br />FOR THE OPERATION OF THE COMMUNITY ~NTAL HEALTH AND MENTAL RETARDATION SERVICES PROGPAM. <br /> <br /> }flIERRAS, the Portsmouth Community Mental Health Services Board is engated in establishing a Community <br />Mental Health Center; and <br /> <br /> }~HEREAS, the funding for this program is based upon not only local funds, but also appropriations from <br />the State and Federal governments; and <br /> <br /> WHEREAS, the proposed budget of the Commonwealth of Virginia for the biennium beginning July 1, 1970, <br />does not provide any funds for the Community Mental Health and Mental Retardation Services Program under <br />which the Portsmouth Community Mental Health Services Program is to be par~tially funded; and <br /> <br /> ~fHER~AS, the Portsmouth Community Mental Health Center is vital service needed by the citizens of <br />Portsmouth; and <br /> <br />WHEREAS, the City of Portsmouth will be unable to establish said center without State and Federal funds. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that the General <br />Assembly of Virginia is hereby u~ed to appropriate the funds requested by the State Department of Mental <br />Hygiene and Hospitals for the Community Mental Health and Mental Retardation Services Program (Ch~ 10, Title <br />37.1, Code of Virginia, 1950), which said request includes the funds vitally needed for the operation of the <br />Portsmouth Community Mental Health Center. <br /> <br /> BE IT FURTHE~ RESOLVED that the City Clerk is hereby authorized and directed to send a certified copy <br />of this resolution to the Senate and the House of Delegates of the General Assembly of Virginia and to each <br />member thereof representing the City of Portsmouth." <br /> <br />On motion of Mr. King the resolution was adopted, without dissenting vote. <br /> <br /> 70-44 - The following letter from R. D. Otta~io, Secretary, Portsmouth Municipal Bond Commission <br />was read: <br /> <br /> "At a meeting of the Portsmouth. Municipal Bond Commission held January 21, 1970, the following re- <br />commendations were unanimously adopted for consideration of City Council. <br /> <br />That the City Council authorize the issue of General Obligation Bonds to finance the construction <br />of the Hedges Manor High School at such time as it deemed necessary and advisable. It is the opinion <br />of the Bond Commission that these bork~s must be issued since the construction of this school has been <br />ordered by the United States Federal Court as a part of the plan for the desegre~a~iemaof the <br />Portsmouth Public Schools. <br /> <br />That the commission ca~tions the City Co~cil tha% the issuance of the said bonds will bring the city <br />dmngerously close to its bonding limit. Therefore, it is mandatory that the City Council refrain <br />from further capital expenditures that will necessitate the issuance of general obligation bonds. <br />If this precaution is not taken immediately, the credit rating of the city will be jeopardized. <br /> <br /> For your information the estimated cost of the above mentioned school will be $5,000,000.00, which <br />includes equipment." <br /> <br /> Motion of Mr. Eastes to receive as information, to thank the Bond Commission for the advice and to <br />take the matter under advisement, was adopted, without dissenting vote. <br /> <br /> 70-45 - Motion of Mr. Smith that the City Manager study the adequa~F.~ of street lighting on High Street, <br />from Hffingham Str~e~ to the waterfront and advise the Council of his findings, was adopted, without dis- <br />senting vote. <br /> <br /> 70-46 - Motion of Mr. Smith that the City Attorney investigate the feasibility of an ordinance regarding <br />demolition of property, so far as air pollution is concerned, was ~dppted~without dissenting vote. <br /> <br />70-47 - On motion of Mr. Johnson, the following ordinance was approved on first reading: <br /> <br />"AN ORDINANCE TO APPROPRIATE $50,000.00 FROM THE UTILITY I~D..FOR THE <br />PURCHASE OF THE MBRRIFIELDS WATER CO~ANY." <br /> <br /> 70-48 - Motion of Mr. Johnson that the Mayor request the three local members of the Community College <br />Board to meet with the Council in conference at as e~rly a date as possible,was adopted, without dissenting <br />vote. <br /> <br /> <br />
