We are advised that the grant from the State <br /> <br />could probably b~ <br />various Federal <br /> <br />portion of the proposed <br />used as the local one-third share of any grant that is made under any of the <br />programs from which funds for this type of project might be available. <br /> Your Subcommittee unanimously recommends that the full Committee approve the selection <br />of Hammer, Greene, Siler Associates as the consultant for this proposed project, and that <br />the Subcommittee, in cooperation with this consultant, be authorized to prepare and submit, <br />with the official approval of the four Cities involved, an application for Urban Assistance <br />Incentive Funds in the amount of $30,p00 to be used as the local share of an application <br />for Federal funds in the amount of $60,000. <br /> The consultant selected will be ~equired to work with your Subcommittee in preparing <br />applications for the State and Federal funds, and will probably expect to be reimbursed for <br />his services on a per diem basis should the project not materialize. It is recommended that <br />your Subcommittee be authorized to spend an amount not to exceed $1,000 for the services of <br />the consultant in assisting in the preparation of the applications for the State and Federal <br />funds should he not be employed to make the study because of unavailability of funds or for <br />other reasons, and that any sum so spent be provided by the four Cities involved, based on <br />the tates University of Virginia population estimate. <br /> <br /> Your Subcommittee has been advised that this could be most expeditiously handled by pro- <br /> cessing the application for Federal funds through the Virginia State Division of Planning, <br /> and has been assured by Mr. Ed Temple of his full cooperation in such a procedure.' ~' <br /> <br /> Motion of Mr. Turner that the report be received as information and that we continue i <br /> our participation in the area-wide cooperation study was adopted, without dissenting vote. <br /> <br /> 70-$7 "At the last meeting of the City Council, I was requested to make a report concer~ing <br /> the proposed City Park Zoo. n et~ <br /> Mr. Benjamin A. Haddon, Chairman, Portsmouth-Dunedin Civic Understanding Commissio , app ~red <br />before City Council requesting approval of a site in City Park for a zoo. A two-and-one-halft <br />acre site in the eastern section of the City Park was designated. No funds were requested ~ <br />from the City. Fill material was hauled to the site from the Portsmouth Boulevard constructio~ <br />by the City. <br /> <br /> The Junior Woman's Club undertook a project to raise $10,000 towards construction of <br /> the zoo. They raised the funds and construction was begun in 1966 -- not under the supervision <br /> of the City. These funds were over-expended and the City was requested to pay the contractor~ <br /> and suppliers on outstanding invoices. These were paid by the City. After the funds of <br /> the Junior Woman's Club were depleted, the City was requested to finance the completion <br /> of the project estimated to cost $60,000 to $70~000. These funds have not been available. <br /> <br /> I have had the Engineering Department study the proposed plans and estimate the cost <br /> to complete the zoo. They do not have complete plans for the work to be done; however, <br /> using the partial plans for the structure and the general concept as explained by Mr. Haddon, <br /> the Engineering Department has submitted an estimate of what is required in planning and <br /> construction money. An examination of the partially completed structures shows that the <br /> plans have not been faithfully followed. Without a more detailed study of what has been <br /> done, it is recommended that the existing work be abandoned and started properly. The <br /> estimated cost to complete this project is $241,000." <br /> <br /> Motion of Mr. Turner that the report be received as information and referred to a con- <br />ference for further study was adopted, without dissenting vote. <br /> <br /> 70-38 - "Bids were opened on January 23, 1970, for the sale of four City-owned lots <br />on Lee Avenue in Pinners Point. These are lots numbered and designated as 65, 66, 67 and <br />68 on the plat of the Pinners Point Home Company. One bid was received in the amount of <br />$$,000 from Mr. Irvin Caplan. The Planning Commission has recommended the sale of this <br />property and I recommend it be awarded to the bidder." <br /> <br /> Motion of Mr. Smith to concur in the recommendation of the City Manager and to award <br />the bid to Irvin Caplan, was adopted, without dissenting vote. <br /> <br /> 70-39 - "I submit the attached agreement between the Merrifields Water Company and <br />the City of Portsmouth and recommend the proper City officials be authorized to sign. This <br />agreement contracts for the purchase of the system by the City. <br /> <br /> The purchase price for the water and sewer system is $645,000, broken down to approximately <br />$270,000 for the water system and the balance for the sewer system. The systems are to be <br />purchased over a twelve-year period with a $45,000 downpayment. The estimated revenue <br />from the water system will support the purchase of the system. The City cannot expect any <br />revenue from the sewer system as this area is under the jurisdiction of Hampton Roads Sanitation <br />Commission at the present time. <br /> <br /> The purchase of these systems at this time will allow the City to connect the Churchland <br />Junior High School to this sewer system and will be a savings of approximately $39,000 t~ <br />the City." <br /> <br /> Motion of Mr. King to authorizezthe proper city officials to sign the agreement was <br />adopted, without dissenting vote. <br /> <br /> <br />
