<br /> 70-71 - Motionof Mr. 4ohnson that the following resolution be forwarded to our Senators and Congress-
<br />man urging them to consider Portsmouth's emergency posit~on as to impact funds and the unhealthy posit~on in
<br />which it places the City, and to give all possible consideration to having the funds reinstated, or that a
<br />similar kind of legislation for financial aid be considered, was adopted, without dissenting vote:
<br />
<br />"RESOLUTION URGING CONGRESS TO RESTO~FULL FIEqDING OF FEDERAL IMPACT FLRqDS
<br />
<br /> ICHEREAS, approximately fifty percent of the budget of the City of Portsmouth is now allocated
<br />to public schools; and
<br />
<br /> WHEREAS, ~he City of Portsmouth is adjacent to a large federal industrial type installation, from
<br />~hich the City received no revenue; and
<br />
<br /> WHEREAS, the City of Portsmouth provides the same eduational opportunities for all its students;
<br />and
<br />
<br /> WHEREAS, the School Board has completed 7/12 of the fiscal year with no anticipation of loss
<br />of impact re tfenue, and
<br />
<br /> IqHEP~AS, according to the compromise bill, Portsmouth stands to lose approximately $725,000
<br />in Impact Funds; and
<br />
<br /> W~EREAS, ~his loss of revenue must be assumed by the City if the present level of educational
<br />services are to be continued.
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that it hereby
<br />urges Congress to support the full funding of Impact Funds, especially the restoration of the full
<br />funding of all "B" students."
<br />
<br /> 70-72 - Motion of Mr. Smith that the Council adopt the following resolution and that telegrams be
<br />sent to the House Appropriations .Committee and members of the State Legislature representing Portsmouth
<br />and to follow up with telegrams at periodic intervals for one Week, was adopted~ without dissenting vote:
<br />
<br />"A RESOLUTION REQUESTING THE GENERAL ASSEMBLY OF VIRGINIA TO RESTORE FUNDS CUT FROM THE
<br />BUDGET OF THE STATE BOARD OF EDUCATION
<br />
<br /> WHEREAS, ~pproximately fifty percent of the budget of the City of Portsmouth is now allocated to
<br />public schools; and
<br />
<br /> WHEREAS, the financial demands for public services, other th~ education, are rapidly increasing;
<br />and
<br />
<br />WHEREAS, the taxable resources of the City have remained relatively stable; and
<br />
<br />WHEREAS, %~he City faces a substantial loss of revenue from Imnact Funds; and
<br />
<br /> W~EREAS, this loss of revenue must be assumed by the City if the present level of educational
<br />services is to be continued; and
<br />
<br /> WHEREAS, thefinancial obligations for maintaining effeotive programs for the culturally disadvantaged
<br />are demanding significant increases in the education budget.
<br />
<br /> NOW, THEREFORE, BE IT P~SOLVED BY the Council of the City of Portsmouth, Virginia that the House
<br />Appropriations Committee and the General Rssembly of the Commonwealth of Virginia are hereby strongly urged
<br />to restore the $36,000,000 requested by the State Board of Education and omitted from Governor Godwin's
<br />l~udget proposal."

<br /> 70-73 - Motion of Mr. Turner that the City of PortSmouth pursue its effort to have the Telephone
<br />Company ingtall emergency number 911 and that the matter be presented to the Southeastern Virginia District
<br />Planning Commission, was adopted, without dissenting vote.
<br />
<br /> 70-74 - Motion of Mr. Holley that the City Manager communicate with the Supei~i~g~deRt of Schools, and
<br />report back to the Council regarding the effect on Portsmouth Public Schools if St. Theresa of the Little
<br />Flower and Holy Angels parochial schools were to close,~as adopte~without dissenting vote.
